RACE 11 (R183) CLASS 5 (A) – 1200M (SHORT COURSE), SUNDAY, 14 MARCH 2021, SELANGOR TURF CLUB M ARCH MEETING 2021
The Stewards, on 18 March 2021 at the SLTC, inquired into the performance of SPIN FIRE. Evidence was taken from Jockey C Goon and Trainer MW Teh, the rider and trainer of SPIN FIRE respectively. After considering the evidence tendered, Jockey C Goon was found guilty of a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The particulars of the charge being:
-
He restrained SPIN FIRE for approximately seven (7) strides after the start when the gelding was leading, thereby allowing horses progressing from the outside to lead more easily.
-
After being in position, immediately behind the leader, MERCURIAL TURN (J De Souza) near the 800M, he restrained SPIN FIRE between the 700M until straightening whereby the gelding raced approximately three (3) lengths behind the leader.
In assessing the penalty, the Stewards took into consideration Jockey C Goon’s mitigating factors and his submissions on penalty. The Stewards also took into consideration his relatively good record which showed that he had one previous conviction in 2011. He was suspended from riding in races for a period of six (6) weeks with immediate effect today, 18 March 2021 and to expire on 29 April 2021, both dates inclusive. He was advised of his Right of Appeal.

This was corroborated by App M Lukman, who agreed that his relationship with Jockey J Shankar was good.
Whilst accepting that there was no malice or improper intend in Jockey J Shankar’s action, the Stewards reprimanded him for what they considered was tantamount to an improper action. The Stewards advised him that he should desist in repeating such frivolous conduct particularly whilst mounted.

No prohibited substances were detected except for sample coded “30103” which revealed the presence of “caffeine & theophylline”. After decoding the sample number, it was established that this sample was reported to have been taken from the horse “WINNING STAR”, which was withdrawn from Race 11 (R161) on Sunday, 7 March 2021 at Selangor Turf Club.
Trainer HY Cheng was advised of the contents of this report and his attention drawn to MRA Rule 134(12) which prohibits this horse from racing until it is cleared by the Stewards, and MRA Rule 137(1)/MRA Regulation 46.1 & 46.2 relating to the referee sample.
