NB: The Racing Stewards approved the above changes of riders to replace Jockey J De Souza who was stood down.
RACE 1 (R454) CLASS 5 – 1400m(lc) – KHOR MOUSA – 1954 HANDICAP
PROPITIONS GOLD (HK Cheng) was slow into stride and shortly after had to steady when PHILIP (F Yap) shifted out and THE PROFESSIONAL (S Thai Yang) shifted in. Thereafter, PROPITIONS GOLD raced very ungenerously and threw its head up on several occasions. Jockey HK Cheng confirmed that the gelding was very difficult to settle and raced ungenerously, clipping heels on several occasions, obliging him to shift out at about the 1000M for clear running.
GOLD COAST CAPTAIN (J Low) shifted in slightly passing the 1300M, resulting in PHILIP being tightened for room, and was carried inwards onto FIRE GENERAL (M Yusri) which was hampered.
TAVAN BOGD (App KC Wong) had to be steadied at the 300M when PROPITIONS GOLD which was weakening, shifted in away from the whip.
CHINESE STREET (S Sandana) shifted in under pressure over the concluding stages.
Post-race veterinary examinations of FLEDGELING (App SU Lim), PROPITIONS GOLD, PHILIP and THE PROFESSIONAL revealed no obvious abnormality.

RACE 2 (R455) CLASS 5 –1400m(lc) – HIONITI – 1953 HANDICAP
LUCKY MONEY, a course scratching as had sustained a head injury in the stable, will be required to pass a veterinary examination before being declared to race again.
HAHA BABE, a course scratching as it was lame near fore fetlock, will be required to pass a test (1000M/vet) before being declared to race again.
PRINCE ISLANDER (S Anandan) and D’CREATOR (S Sandana) were both slow to begin.
Racing to the 200M, RACING MAN (App S Saddam) had to be steadied and came to the outside of DEPUTY LAW (M Yusri) and EMPIRE BAY (J Low) for clear running.
EMPIRE BAY which was laying in under pressure, had to be steadied and straightened by Jockey J Low over the final 200M.
D’CREATOR which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.
Jockey M Yusri, the rider of DEPUTY LAW reported that his mount was not striding out freely. A post-race veterinary examination of DEPUTY LAW revealed no obvious abnormality.
App KC Wong, the rider of CONQUISTADOR reported that his mount was making respiratory noises. A post-race veterinary examination of CONQUISTADOR revealed no obvious abnormality.
Post-race veterinary examinations of GOOD VIBRATIONS (F Yap), PRINCE ISLANDER and D’CREATOR revealed no obvious abnormality.

RACE 3 (R456) CLASS 5 – 1600m(lc) – LITTLE PAPA – 1956 HANDICAP
COCONUT (App Z Khairil) was slow into stride.
Jockey TM Wan, the rider of JETSTAR EAGLE reported that his mount was not striding out freely. A post-race veterinary examination of JETSTAR EAGLE revealed no obvious abnormality.
Post-race veterinary examinations of COCONUT, ALACARTE (D Chong) and PERFECT FIXER (J Low) revealed no obvious abnormality.
The Stewards question App Z Khairil, the rider of COCONUT in the presence of his master, Trainer S Hamilton regarding the performance of COCONUT. He explained that COCONUT settled back in the field as usual and traveled well until entering the straight and when put under pressure at the 400M, failed to respond to his riding and was disappointing in the finish. An Inquiry was adjourned to a date to be fixed until the Stewards could question Trainer C Robert, the trainer of COCONUT who had left the course.

RACE 4 (R457) CLASS 5 – 1600m(lc) – EUPHRATES – 1955 HANDICAP
SERPICO which was up 17kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.
BALBOA (F Yap) was slow into stride and shortly thereafter, had to be steadied when ZHAN SHEN (WK Yan) rolled out.
Racing to the 1500M, SERPICO (TM Wan) had to be steadied when DUEL OF HONOUR (J Low) shifted in slightly.
A post-race veterinary examination of LUCK DRAGON (App KC Wong) revealed the gelding had returned lame near fore and as such, will be required to pass a test (1000M/vet) before being declared to race again.
Post-race veterinary examinations of SERPICO and BALBOA revealed no obvious abnormality.

RACE 5 (R458) RESTRICTED MAIDEN – 1100m (str) – ONE THREE ONE – 1952 STAKES [2 & 3 YEAR OLDS ONLY] [WEIGHT-FOR-AGE]
COMMON SENSE, a course scratching as it had respiratory allergy, will be required to pass a veterinary examination before being declared to race again.
The Stewards permitted App KC Wong to replace App M Sathiaa as the rider of FINANCIAL WIZARD as the latter was unable to make the carded weight. App M Sathiaa, in the presence of his master, Trainer S Cook was warned that a repetition may lead to a penalty being imposed in future.
CHERISH (J Low) broke through its gate and ran a considerable distance. Acting on veterinary advice, the Stewards ordered the withdrawal of the gelding at 3.49pm. CHERISH will be required to re-qualify in an official race trial before being declared to race again.
Heavy rain fell prior to and during the running of this race.
FINANCIAL WIZARD (App KC Wong) raced greenly and hung inwards from the 300M until over the 100M.
SECOND CHANCE (S Anandan) raced greenly and weakened over the concluding stages.
App SU Lim, the rider of SUPER BOSS reported that his mount was not striding out freely. A post-race veterinary examination of SUPER BOSS revealed no obvious abnormality.
All riders returned an average of 1.5kgs over.

After the running of this race, a delegation of Trainers and Jockeys expressed their concerns to the Racing Stewards regarding the inclement weather conditions. After careful consideration, the Racing Stewards abandoned Races 6 to 8 at 4.15pm.

GENERAL REPORT – PRTC
INQUIRY INTO THE RUNNING AND HANDLING OF “BLACK RAIN”,
RIDDEN BY APP.S.ZULFIKRI IN RACE 3 (R084), CLASS 4 0 1100M, 1st DAY, SATURDAY, 14th JANUARY 2017, PENANG TURF CLUB JANUARY MEETING 2017
The Stewards concluded an Inquiry into the above matter on Friday, 7th April 2017 at the Perak Turf Club.
Evidence were taken from App S Zulfikri, the rider of BLACK RAIN in the presence of his master, Trainer PS Kumaran and Trainer Bonny Ng, the Trainer of BLACK RAIN.
App S Zulfikri, in the presence of his master, Trainer PS Kumaran pleaded guilty to a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards, in that from the 900M, he failed to ride the gelding with sufficient vigour and determination to the end of the race.
In deciding on penalty, the Stewards took into consideration App S Zulfikri’s guilty plea, disciplinary record and mitigating factors. App S Zulfikri was suspended from riding in races for a period of four (4) months with immediate effect from Friday, 7th April 2017 and to expire on Sunday, 6th August 2017, both dates inclusive. He was advised of his right of appeal (4.30pm).

The report dated 30th March 2017 (V17/033) from the Chief Analyst of Usains Biomics Laboratory stated that 33 coded urine and 35 sets of coded blood samples from the above mentioned race meeting were received on 20th March 2017 for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

JOCKEY URINE SAMPLES: 18th MARCH 2017
PENANG TURF CLUB MARCH MEETING 2017
The report dated 5th April 2017 (V17/034.1) from the Chief Analyst of Usains Biomics Laboratory stated that 2 coded urine samples from the above mentioned race meeting were received on 20th March 2017 for analysis under the MRA Rules and Regulations.
No prohibited substances were detected, except for sample coded “J-6186” which upon analysis, was tested positive to “Ephedrine”, a prohibited substance.
Upon decoding, it was noted that sample coded “J-6186” was provided by Jockey J De Souza. Jockey J De Souza was notified of the finding from USains Biomics Laboratory (verbally) by 6.00 pm on Wednesday, 5th April 2017.
Under MRA Rule 136(3), Jockey J De Souza is stood down from riding in races and riding trackwork, barrier trial and tests with immediate effect pending an Inquiry being conducted at a date to be fixed.

The Selangor Turf Club Panel of Racing Stewards heard the above appeal on 5 April 2017.
After considering submissions from App KC Tham, in the presence of his Master, Trainer BT Lim and the Chief Stipendiary Steward, the Panel amended the charge to MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards.
The Racing Stewards suspended App KC Tham from riding in races for a period of 3 months with immediate effect from 5 April 2017 and to expire on 4 July 2017, both dates inclusive, to be served concurrently with his current suspension. His deposit will be refunded.
As the decision of the Main Appeal has been decided, the question regarding his appeal against the Stipendiary Stewards’ decision of not granting him a Stay of Sentence did not arise. His appeal deposit will be refunded.
