The Stewards inquired into the bona fides of the body protector which App R Nuqman used to weigh-out. Evidence was taken from App R Nuqman and Trainer SY Lim, the rider and trainer of STRONG N BRAVE respectively.

App R Nuqman pleaded guilty to a charge under MRA Rule 41(4)(b) for weighing out with a body protector which was modified and consequently not approved by the Stewards. He was fined RM2000/- and advised of his Right of Appeal.

 At the conclusion of an inquiry, App A Najib, the rider of TILSWORTH SYDNEY, in the presence of his Employing Trainer, F Maynard, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that he shifted in passing the 1400M, tightening runners.

In assessing the penalty, the Stewards took into consideration App A Najib’s guilty plea, mitigating factors, previous good riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Malaysian race days with effect from 6 February 2023 and to expire on 12 February 2023, both dates inclusive. He was advised of his Right of Appeal.

GENERAL REPORT(S) – SLTC

RACE 2 (R110) Class 5b – 1250M (A lc),   SUNDAY, 29 JANUARY 2023, SELANGOR TURF CLUB JANUARY MEETING 2023

Jockey C Goon (BIG G) subsequently exercised his Right of Appeal and applied for a Stay of Sentence. The Panel of Stewards considered the application for a stay which was granted. The appeal hearing will be held at a date to be fixed.


RACE 3 (R111) Class 5a – 2000M (A lc), SUNDAY, 29 JANUARY 2023, SELANGOR TURF CLUB JANUARY MEETING 2023

Jockey M Ewe, on Thursday, 2 February 2023, was fined RM500/- for misconduct under MRA Rule 152(5)(a) for the manner in which he spoke to a rival rider before weigh-in in the concourse area.


RACE 7 (R072) Class 4b – 1100M (A sc), PROSPEROUS NEW YEAR STAKES, MONDAY, 23 JANUARY 2023, SELANGOR TURF CLUB JANUARY MEETING 2023

The Stewards, on Thursday, 2 February 2023, concluded an inquiry into the running of JOCKEY KING (M Ewe). Evidence was taken from Jockey M Ewe, the rider of JOCKEY KING, and Mr Lai Jek Shen, Assistant Trainer to Trainer HY Cheng.

Mr Lai Jek Shen advised that at its previous start, JOCKEY KING had been pushed forward after missing the start but it had faded badly in the straight. For this race, it was decided and instructed that the gelding to be ridden off the pace in midfield to with the view of  it being able to finish off the race better.

Jockey M Ewe advised that he had ridden JOCKEY KING at its previous 2 starts and it had faded in the straight when ridden for pace early. He confirmed that the gelding was travelling well and it had responded only moderately to his customary riding manner by using back-hand whip only. In considering the issue, the Stewards fined Mr Lai Jek Shen RM1000/- under the provisions of MRA Rule 35(8) for failing to advise of a change in tactics instructed for JOCKEY KING.


 RACE 8 (R116) Class 4b – 1100M (A sc), SUNDAY, 29 JANUARY 2023, SELANGOR TURF CLUB JANUARY MEETING 2023

The Stewards, on Friday, 3 February 2023, inquired into Jockey Y Aify’s riding of REBORN GENERAL in this race. Evidence was taken from Jockey Y Aify, the rider of REBORN GENERAL and Mr Lai Jek Shen, Assistant Trainer to Trainer HY Cheng.

After considering the evidence and also reviewing the performance of REBORN GENERAL, the Stewards found Jockey Y Aify guilty of a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The particulars of the charge being that his riding of REBORN GENERAL in the straight, was in contrast to his normal riding and lack of proper vigour, in particular the movement of his arms.

The Stewards took into consideration Jockey Y Aify’s riding record, mitigating factors and his submissions on penalty. He was suspended from riding in races for a period of two (2) months with effect from 6 February 2023 and to expire on 5 April 2023, both dates inclusive. He was and advised of his Right of Appeal.


 RACE 10 (R118) Class 5b – 1500M (A sc), SUNDAY, 29 JANUARY 2023, SELANGOR TURF CLUB JANUARY MEETING 2023

The Stewards, on Friday, 3 February 2023, inquired into App A Nazir’s riding of CANDY RAIN in this race. Evidence was taken from App A Nazir, the rider of CANDY RAIN, in the presence of his Employing Trainer, F Maynard who is also the Trainer of CANDY RAIN.

After considering the evidence and also reviewing the performance of CANDY RAIN, the Stewards found App A Nazir guilty of a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The particulars of the charge being that:

  1. He failed to improve his position prior to straightening;
  2. His lack of vigour and purpose was below the standard expected and in the opinion of the Stewards, was insufficient to fully test CANDY RAIN.

The Stewards took into consideration App A Nazir’s riding record, mitigating factors and his submissions on penalty. He was suspended from riding in races for a period of one (1) month with effect from 6 February 2023 and to expire on 5 March 2023, both dates inclusive. He was and advised of his Right of Appeal.

An objection was lodged by Jockey MM Firdaus (D’GREAT WIN), placed fourth, against LIM’S HOPEFULLY (HK Cheng), placed second, alleging interference at about the 200M. The Panel of Stewards overruled the objection.

On inquiry, Jockey HK Cheng, the rider of LIM’S HOPEFULLY, was found guilty of a charge of careless riding under MRA Rule 44(9)(a)(ii) in that he bumped D’GREAT WIN on two (2) occasions near the 385M and again crowded and tightened that horse near the 225M.

In assessing the penalty, the Stewards took into consideration Jockey HK Cheng’s mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Malaysian race days, to be deferred, with effect from 6 February 2023 and to expire on 12 February 2023, both dates inclusive. He was advised of his Right of Appeal.

The Stewards, today, inquired into Jockey C Goon’s riding of BIG G in this race. Evidence was taken from Jockey C Goon and Trainer SY Lim, the rider and trainer of BIG G respectively.

After considering the evidence and also reviewing the performance of BIG G, the Stewards found Jockey C Goon guilty of a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The particulars of the charge being that in the opinion of the Stewards, at about the 1000M mark, when on the inside of COLCHESTER, he unduly restrained, thereby positioning BIG G in a rearward position.

The Stewards took into consideration Jockey C Goon’s riding record, mitigating factors and his submissions on penalty. He was suspended from riding in races for a period of two (2) months with effect from 30 January 2023 and to expire on 29 March 2023, both dates inclusive. He was also fined RM20,000/- and advised of his Right of Appeal.

At the conclusion of an inquiry, Jockey R Rueven, the rider of SKYDANCE ECLIPSE, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that he allowed his horse to continue to shift, causing CHINESE TEA to be restrained close to the finish and shortly after the finish, caused CHEVAL RAPIDE to restrain from his heels, bumping heavily with WAR DRAGON causing that horse to bump ELITE REMARKABLE.

In assessing the penalty, the Stewards took into consideration Jockey R Rueven’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Malaysian race days, to be deferred, with effect from 6 February 2023 and to expire on 12 February 2023, both dates inclusive. He was advised of his Right of Appeal.

Trainer F Maynard was reprimanded for misconduct under the provisions of MRA Rule 152(5)(a) in the manner in which he spoke to an official whilst saddling SKYDANCE ECLIPSE and CHINESE TEA prior to this race.

An objection was lodged by Jockey R Rueven (OISIN EXPRESS), placed second, against GOLDEN CHAMP (App R Nuqman) being declared the winner, alleging interference at about the 200M. The Panel of Stewards overruled the objection. Jockey R Rueven was advised that in the opinion of the Stewards, under the provisions of MRA Rule 122(3), his objection bordered on being frivolous.

On inquiry, Jockey SU Lim, the rider of MAGNUM KING, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that he shifted out and carrying OCEAN EXPRESS out causing it to be restrained from the heels of GOLDEN CHAMP.

In assessing the penalty, the Stewards took into consideration Jockey SU Lim’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period two (2) Malaysian race days, concurrent with any other penalty, with effect from 30 January 2023 and to expire on 5 February 2023, both dates inclusive. She was surprised TERMS OF REFERENCE was able to lead so easily and believed the change in equipment was the sole reason as it had worked particularly well during the week in the visor. She further stated that in future, she would instruct TERMS OF REFERENCE to be ridden in a lead or forward manner.

GENERAL REPORT(S) – SLTC

RACE 12 (R065) CLASS 5a – 1700M (E sc), SUNDAY, 15 JANUARY 2023, SELANGOR TURF CLUB JANUARY MEETING 2023

 The Stewards, on Tuesday, 17 January 2023 at the Selangor Turf Club, inquired into App S Shazmin’s riding of MOMENT OF JUSTICE in the above race.

After taking evidence from App S Shazmin, the rider of MOMENT OF JUSTICE, in the presence of Trainer Tan Eng Peow, acting on behalf of Trainer MP Thwaites, App S Shazmin was found guilty of a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The particulars of the charge being that in the opinion of the Stewards, his riding lacked vigour in the straight, and was below the level of vigour and inconsistent with, his normal riding style.

The Stewards took into consideration App S Shazmin’s riding record, mitigating factors and his submissions on penalty. He was suspended from riding in races for a period of one (1) month with effect from 17 January 2023 and to expire on 16 February 2023, both dates inclusive. He was advised of his Right of Appeal.


INQUIRY INTO A REPORT RELATING TO A POST-RACE URINE SAMPLE CODED “32429” TAKEN FROM THE HORSE “DOCTOR GINGER” WHICH FINISHED FIRST IN RACE 9 ON SATURDAY, 26 NOVEMBER 2022 AT THE SELANGOR TURF CLUB NOVEMBER MEETING 2022

The Stewards concluded the above inquiry on Tuesday, 17 January 2023 at the Selangor Turf Club, and took evidence from SY Lim, the Trainer of DOCTOR GINGER. Evidence was tendered that the confiscated topical lotion contained no prohibited substance.

Trainer SY Lim pleaded guilty to a charge under MRA Rule 134(6)(a) for presenting DOCTOR GINGER to race in Race 9 on 26 November 2022, and the post-race urine sample having been found to contain the prohibited substance “diclofenac”.

In assessing the penalty, the Stewards took into consideration the type of drug, the nature of the drug involved, Trainer SY Lim’s guilty plea, his mitigating factors and previous record. Under the provisions of MRA Rule 134(7), Trainer SY Lim was fined RM12,000/- and advised of his Right of Appeal.


REPORT OF ANALYSIS OF CLEARING SAMPLE

A Clearing Sample taken from DOCTOR GINGER, which was received on 1 January 2023 by USAINS BIOMICS [report dated 12 January 2023 (CLS/V22/006)], was analyzed and reported to be negative to prohibited substances and as such, the Stewards cleared DOCTOR GINGER to resume racing under the provisions of MRA Rule 134(12).


REPORT OF ANALYSIS OF CLEARING SAMPLE

A Clearing Sample taken from NICATOR, which was received on 1 January 2023 by USAINS BIOMICS [report dated 13 January 2023 (CLS/V22/007)], was analyzed and reported to be negative to prohibited substances and as such, the Stewards cleared NICATOR to resume racing under the provisions of MRA Rule 134(12).

At the conclusion of an inquiry, Jockey L De Souza, the rider of SPEEDY DEMON was found guilty of a charge under MRA Rule 44(6) for failing to ride to the end of the race to the satisfaction of the Stewards.

In assessing the penalty, the Stewards took into consideration Jockey L De Souza’s mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of one (1) month, to be deferred, with effect from 24 January 2023 and to expire on 23 February 2023, both dates inclusive. He was advised of his Right of Appeal (6:11pm). 

App I Fikri who rode his 10th winner on COLONIEL STAR in this race, would only be entitled to claim 3kgs allowance as from Monday, 16 January 2023.

Trainer SY Lim stated that he had instructed the gelding to be ridden in this fashion and was surprised when it had led so easily as the gelding did not possess gate speed.

Jockey SU Lim confirmed the instructions, however, stated that after jumping well, he had simply urged the gelding and in a very slow early pace, had found himself in the lead. He was also of the opinion that unlike some of his opponents, GALANT BLACK relished the “Yielding” nature of the track. Trainer SY Lim was advised that he was expected to instruct that GALLANT BLACK be ridden with the intention to lead in future given today’s performance.

RACE 1 (R1448) CLASS 5b – 1275M (II), SATURDAY, 31 DECEMBER 2022, SELANGOR TURF CLUB DECEMBER MEETING 2022

 Jockey S Uzair (THE SWAN) exercised his Right of Appeal and applied for a Stay of Sentence. The Panel of Stewards considered the application for a stay which was granted. 

Jockey S Uzair subsequently applied to withdraw his appeal on 13 January 2023. After consideration, his application was acceded to, and his deposit was ordered to be refunded. His suspension will commence on 16 January 2023 and to expire on 15 March 2023, both dates inclusive.

SELANGOR TURF CLUB DECEMBER MEETING 2022 

The report dated 6 January 2023 (V22/203) from the Chief Analyst of Veterinary Forensic Laboratory stated that 2 coded urine samples from the above mentioned race meeting were received on 1 January 2023, for analysis under the MRA Rules and Regulations. No prohibited substances were detected except for sample coded “J-4341” which revealed the presence of “mitragynine”. After decoding the sample number, it was established that this sample was reported to have been taken from the then Apprentice S Uzair.

 On 6 January 2023, (App) S Uzair was advised of the contents of this report and that he was stood down from riding in trackwork and races pending an inquiry in terms of MRA Rule 136(3)(b). He was also advised of the contents of MRA Rule 137 and MRA Regulation 46 relating to the Referee Sample. An inquiry into this matter will be held at a date to be fixed.

 The Stewards reviewed the race history and record of APOLLO ROCK in Malaysia. It was noted that on 7 May 2022 and on 4 June 2022, APOLLO ROCK had “hung out”, “racing wide” and “drifted wide in the straight”, and had subsequently been referred back to trials on two (2) occasions;  one (1) occasion with the services of a “senior rider”. 

Further, there were six (6) other incidences and notations related to APOLLO ROCK having; “lay out”, “race fiercely” and “shift outwards quickly” in the horse’s Malaysian race record. As such, the Stewards considered APOLLO ROCK’s racing manners to be such that App WW Cheah’s ride was not at fault, however, Trainer R Lines was advised that he should engage a senior strong rider for future starts of the gelding. Further, should APOLLO ROCK raced in a tardy manner in future, that action would be taken against the gelding.

The particulars of the charge being that in the opinion of the Stewards, his riding failed to satisfy the Stewards due to it being considered that it was inconsistent with his other forms of riding during the day and lack of sufficient vigour particularly in the straight. 

The Stewards took into consideration Jockey S Salee’s riding record, mitigating factors and his submissions on penalty. Trainer SY Lim was questioned as to the circumstances surrounding the late veterinary examination of VIOLET on the morning of 4 December 2022.

He was advised that he should endeavour to ensure all horses were fit and verified to run before the 3-hour cut-off when Emergency Acceptors were not included.


RACE 10 (R1426) CLASS 5b – 1200M (A4 lc), SUNDAY, 11 DECEMBER 2022, SELANGOR TURF CLUB DECEMBER MEETING 2022 

Trainer HY Cheng’s Assistant Trainer was questioned as to the status of I’M THE MAN which finished last in the above race. 

Although a post-race veterinary examination had revealed no significant finding, he reported that I’M THE MAN had significant swelling to the off hind on Monday morning. He advised that it was intended to continue with the gelding’s preparation after this condition had rectified.

He believed that it was unsuited by the nature of the track and was inclined to stumble when ridden forward.

Trainer KC Tiang stated that he instructed GOLDEN SPRINT to be ridden just behind the pace, however, was disappointed that it had been some distance behind the leading division, and he was of the opinion that it had made some ground in the straight.

In considering the matter, the Stewards advised App WW Cheah that he would be expected to ensure all his horses are properly positioned and ridden so as to be fully tested.

POST RACE URINE:      26 NOVEMBER 2022

SELANGOR TURF CLUB NOVEMBER MEETING 2022                                                                       

A report dated 1 December 2022 (V22/185) from the Chief Analyst of Veterinary Forensic Laboratory stated that 30 coded urine and 30 sets of coded blood samples from the above mentioned race meeting were received on 26 November 2022, for analysis under the MRA Rules and Regulations. No prohibited substances were detected except for sample coded “32429” which revealed the presence of “diclofenac”. After decoding the sample number, it was established that this sample was reported to have been taken from the horse “DOCTOR GINGER”, which finished first in Race 9 on Saturday, 26 November 2022 at the Selangor Turf Club November Meeting 2022.

Trainer SY Lim was advised of the contents of this report and his attention drawn to MRA Rule 134(12) which prohibits this horse from racing until it is cleared by the Stewards, and MRA Rule 137(1)/MRA Regulation 46.1 & 46.2 relating to the referee sample. An Inquiry related to this matter was conducted on Friday, 9 December 2022.

The Stewards conducted an inquiry into the above matter on Friday, 9 December 2022 at the Selangor Turf Club. Evidence was taken from Trainer SY Lim, the Trainer of DOCTOR GINGER, Dr Shri Kanth (Senior Veterinary Surgeon of SLTC) and Dr Chan Sue Hay (Chief Analyst of Usains Biomics).

After considering the evidence, the Stewards disqualified DOCTOR GINGER from the race under the provisions of MRA Rule 134(11) and the placings were amended:

When questioned, Jockey MM Firdaus (IRON FIRST) advised the he had been instructed to ride in midfield position, however shortly after the start, the gelding had shown no pace and was off the bit. He had subsequently ridden in a rearward position and the gelding had shown no response to his hard riding in the straight.

Trainer KC Tiang stated that IRON FIRST was inclined not to race competitively in the early stages and considered that it may be better suited over the further ground. In light of this, Trainer KC Tiang was advised to ensure that he engages a strong rider for IRON FIRST at future starts.

At the conclusion of an inquiry, Jockey WK Lee, the rider of OISIN EXPRESS, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that he shifted in at the 800M, causing GAIN ECLIPSE (App A Suriya) to be checked.

In assessing the penalty, the Stewards took into consideration Jockey WK Lee’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. It was his intention to remove the tongue-tie as he considered that it might have resented racing in this and further, would increase the distance in the gelding’s races.

App R Nuqman was unable to make the carded weight on BIG DRAGON and was replaced by App K Pavinthran. In light of having weight issue previously and being unable to make the weight, he was fined RM1000/- under MRA Rule 107(10).

At the conclusion of an inquiry, App I Fikri, the rider of GINGERELLA, in the presence of his Employing Trainer’s representative, Trainer MW Teh, pleaded guilty to a charge of reckless riding under MRA Rule 44(9)(a)(i) in that he shifted in at this stage.

In assessing the penalty, the Stewards took into consideration App I Fikri’s guilty plea, mitigating factors, previous riding record, his submissions on penalty and the severity of the incident. He was suspended from riding in races for a period of one (1) month with effect from 21 November 2022 and to expire on 20 December 2022, both dates inclusive. He was advised of his Right of Appeal (4:18pm).
