GENERAL REPORTS (SLTC)

CHANGE OF RACING DISTANCE FOR SELANGOR 2 MAY 2021 RACE MEETING

The Selangor Turf Club has decided to change the racing distance for Race 1 and Race 2 from 1200M to 1250M in the Selangor 2 May 2021 race meeting.

RACE 11 (R331) CLASS 5 (B) – 1100M (SHORT COURSE), SUNDAY, 18 APRIL 2021, SELANGOR TURF CLUB APRIL MEETING 2021

The Stewards, on 28 April 2021 at the Selangor Turf Club, concluded the inquiry into the riding tactics employed on TIGER BOSS (App A N Varmah) and BOOM ALMIGHTY (App WW Cheah). Parties were interviewed by telephone.

Trainer C Leck advised that he had instructed App N Varmah to ride TIGER BOSS for pace and attempt to lead. App N Varmah confirmed that he had ridden TIGER BOSS vigourously in an attempt to lead, which he had accomplished easily but had been taken on by BOOM ALMIGHTY when that horse had progressed on his outside, he had been reluctant to restrain TIGER BOSS as he believed the gelding was travelling well and BOOM ALMIGHTY had not crossed him.

Trainer R Lines advised that he had instructed App WW Cheah to have BOOM ALMIGHTY, which was having its initial Malaysian race start, in a forward to handy position from its outside draw. App WW Cheah stated that he had lost his near stirrup iron on jumping when BOOM ALMIGHTY brushed DANE’S ANATOMY (R Rueven). He had attempted to re-secure the stirrup iron and had only partly achieved this approaching the 850M. In attempting to secure his stirrup iron, he had allowed BOOM ALMIGHTY to advance on the outside of the leader TIGER BOSS. Whilst not intending to be in this position, he had decided to allow BOOM ALMIGHTY to lead, as he believed it was travelling well.

In assessing the evidence, the Stewards attached no blame to App N Varmah’s riding of TIGER BOSS. The Stewards considered that App WW Cheah’s riding of BOOM ALMIGHTY was unsatisfactory, however believed they could not substantiate a charge under the Rules due to his riding being in part influenced by him having lost his stirrup iron. App WW Cheah was reprimanded for failing to ride BOOM ALMIGHTY in a diligent manner.

INQUIRY INTO THE REASON FOR APP M LUKMAN (ALICEINWONDERLAND) BEING DISLODGED NEAR THE 450M IN RACE 6 (R370) OPEN MAIDEN (WFA) – 1100M (SHORT COURSE), SUNDAY, 25 APRIL 2021, SELANGOR TURF CLUB APRIL MEETING 2021

On 30 April 2021 at the Selangor Turf Club, App M Lukman, the rider of ALICEINWONDERLAND, in the presence of his Employing Trainer, Mr WC Lim, was questioned as to this incident.

The Stewards were satisfied that the evidence disclosed that at this stage, App M Lukman was following UNLIMITED STAR (J De Souza) when it commenced to tire. He had moved to the outside of the heels of that gelding but ALICEINWONDERLAND had shifted back inwards when tending to shy away from SLEEPY JOE (J Low) which had progressed on its outside. ALICEINWONDERLAND had then struck UNLIMITED STAR’s heels and blundered, dislodging App M Lukman.

In assessing this incident, the Stewards apportioned no blame to any rider.

He stated that he had been tracking ELITE SAINT for the entire race and believed that the gelding would tire, he had elected to come to the inside as he believed this to be a better option as he knew MISE EN GARDE (CK Khaw) would take him into the straight and he would have an option to go to the inside or outside of that mare.

The Stewards, on 14 April 2021 at the Selangor Turf Club, concluded the inquiry into Jockey HS Gill’s riding of ELITE BEAST in the above race. Jockey HS Gill stated that he had been instructed to ride ELITE BEAST where it was comfortable and to wait until straightening before putting pressure on. Trainer BT Lim advised that ELITE BEAST had a habit of getting its head up and racing with its mouth open. Further, that the gelding was broken winded and seemed reluctant to gallop freely when off the bit.

The Stewards viewed two (2) of ELITE BEAST’s performances (one when winning) from Singapore where it had raced with its head in the air. Trainer BT Lim stated that ELITE BEAST resented any form of noseband which he had tried on the gelding.

In considering the evidence, the Stewards were satisfied that ELITE BEAST’s racing mode and manner was to be ridden without being subject to undue early pressure and that it had proclivity to race with head high action.

Trainer BT Lim was advised that it was expected that ELITE BEAST be ridden in future consistent with these traits in mind.

RACE 8 (R297) CLASS 4 (A) – 1100M (SHORT COURSE), SATURDAY, 10 APRIL 2021, SELANGOR TURF CLUB APRIL MEETING 2021

The Stewards, on 16 April 2021 at the Selangor Turf Club, inquired into Jockey W Faizal’s riding of EBRAZ (placed 5th) in the above race. Evidence was taken from the gelding’s trainer and rider, Trainer AB Abdullah and Jockey W Faizal respectively.

After reviewing the films and considering the evidence, Jockey W Faizal, the rider of EBRAZ, pleaded guilty to a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The particulars of the charge being; that his level of riding in the straight, was insufficiently vigourous to ensure that EBRAZ was properly tested.

In assessing the penalty, the Stewards took into consideration Jockey W Faizal’s mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of four (4) months, to be deferred, with effect from 19 April 2021 and to expire on 18 August 2021, both dates inclusive. He was advised of his Right of Appeal.

REPORT OF ANALYSIS ON CLEARING SAMPLE

A Clearing Sample taken from WINNING STAR, which was received on 28 March 2021 by the USAINS BIOMICS Laboratory [report dated 8 April 2021 (CLS/V21/001)], was analysed and reported to be negative to Prohibited Substances and as such, WINNING STAR is cleared to resume racing under MRA Rule 134(12).

The vaccination in the passport of GIGANTE DEL ANDRE (R Rueven) was verified prior to the horse being presented. On inquiry, it was established that Trainer KC Tiang had not produced the passport of GIGANTE DEL ANDRE to the Veterinary Department for endorsement when the gelding was presented for vaccination. Trainer KC Tiang was reprimanded and advised that he must ensure all paperwork is completed before declaring any runners.

SILENT PRINCE (App N Varmah) was withdrawn by order of the Stewards at 1:15pm acting on veterinary advice that the gelding was lame off hind. SILENT PRINCE will be required to pass a 1000M/Vet test before being declared to race again.

Shortly after the start, D’GREAT SPEED (J Low) threw its head when crossed by BAMSI BEY (J Shankar).

Near the 1200M, KYO (App WW Cheah) and GIGANTE DEL ANDRE (R Rueven) were crowded when BAMSI BEY shifted in. BAMSI BEY continued to shift ground and pressured KYO in onto GIGANTE DEL ANDRE which became unbalanced and had to be restrained.

At the conclusion of an inquiry, Jockey J Shankar, the rider of BAMSI BEY, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) for shifting in at this stage.

In assessing the penalty, the Stewards took into consideration Jockey J Shankar’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Malaysian race days with effect from 19 April 2021 and to expire on 25 April 2021, both dates inclusive. Acting on the provisions of MRA Rule 48(5), the Stewards deferred the commencement of his suspension. He was advised of his Right of Appeal.

He had been crossed by a horse from his outside and he had been carried wide at the first turn by ALJAWHRA (Y Aify). Jockey KC Wong advised that he had been unable to secure a position closer to the fence and this has taken its toll on BUENOS AIRES. The Stewards advised Jockey KC Wong that his failure to secure a better racing position for BUENOS AIRES was not acceptable however, they believed they could not substantiate a charge under the Rules and warned him that a reputation could lead to a suspension. A post-race veterinary examination of BUENOS AIRES revealed that the gelding returned exhibiting signs of respiratory distress and as such will be required to pass a 1000M/vet test before being declared to race again.

He was suspended from riding in races for a period of three (3) months to be served consecutively with any other current penalty. He was advised of his Right of Appeal.

Further, Trainer SY Lim was reprimanded for failing to fulfill his obligations under MRA Rule 35(7) in that he did not report to the Stewards relating to a minor condition which he considered may have affected the performance of ATTENTION in that particular race.

The Stewards, on 18 March 2021 at the SLTC, inquired into the performance of SPIN FIRE. Evidence was taken from Jockey C Goon and Trainer MW Teh, the rider and trainer of SPIN FIRE respectively. After considering the evidence tendered, Jockey C Goon was found guilty of a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The particulars of the charge being:

  1. He restrained SPIN FIRE for approximately seven (7) strides after the start when the gelding was leading, thereby allowing horses progressing from the outside to lead more easily.

  1. After being in position, immediately behind the leader, MERCURIAL TURN (J De Souza) near the 800M, he restrained SPIN FIRE between the 700M until straightening whereby the gelding raced approximately three (3) lengths behind the leader.

The Stewards also took into consideration his relatively good record which showed that he had one previous conviction in 2011. He was suspended from riding in races for a period of six (6) weeks with immediate effect today, 18 March 2021 and to expire on 29 April 2021, both dates inclusive.  RACE 7 (R168)         CLASS  3 – 1200M (SHORT COURSE)

FIRST PRECINCT (J Low) was slow to begin and was reluctant to be competitive in the early stages with Jockey J Low having to urge with the whip near the 800M.

At the conclusion of an inquiry, Jockey J Shankar, the rider of HIGH COUNCIL, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that over the concluding 50M, HIGH COUNCIL (J Shankar) drifted out when ridden with the whip in the left hand and bumped with INNIMINYMINEMOW (App AR Raiyan) which had to be steadied off the heels of THE CROWN JEWEL (KC Wong).

In assessing the penalty, the Stewards took into consideration Jockey J Shankar’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Selangor race days with effect from 15 March 2021 and to expire on 28 March 2021, both dates inclusive, to be served concurrently with any other suspension. He was advised of his Right of Appeal.

INQUIRY INTO A COMPLAINT BY HEAD OF SLTC APPRENTICE SCHOOL ALLEGING MISCONDUCT TOWARDS HIM PRIOR TO THE RUNNING OF RACE 6 (R006) ON 1 JANUARY 2021 AT THE SELANGOR TURF CLUB

The Stewards inquired into a complaint by Mr Tai Lee Leong (LL Tai), the Head of SLTC Apprentice School, acting in the capacity of Paddock Steward, alleging threatening behavior towards him by Stable Supervisor Vijayaraj a/l Siva Kumar (SS.22), prior to the running of Race 6 on 1 January 2021 at the Selangor Turf Club.

Evidence was taken from Mr LL Tai (Head of Apprentice School), Mr Kamalavallo a/l Palianasamy (Paddock Steward), Trainer S Siva, Stable Supervisor Vijayaraj a/l Siva Kumar, Syce Thevindran a/l Siva Kumar (S.619) and Jockey S Zulfikri.

It was established that an exchange took place between Mr LL Tai and Mr Vijayaraj a/l Siva Kumar when Jockey S Zulfikri had been late to mount SACRED TONIC, which was trained by Mr S Siva.

After assessing the available evidence, the Stewards considered they could substantiate a charge of threatening behavior or misconduct against Mr Vijayaraj.
