Rider’s whip broke at the 300M where he discarded it.

The Stewards conducted an inquiry into Jockey W Faizal being dislodged from SHAHBAA at the turn out of the straight.. It was ascertained that READY TO SEVENLUCK laid out slightly at this stage when HAHBAA which had shifted in from Stall 8, had improved quickly on its outside with SHAHBAA striking the outside of READY TO SEVENLUCK’s off hind and blundered. No rider was held accountable for this incident.

When questioned, Jockey J Daniel (FIRST PRECINCT) stated that the gelding outpaced with the early speed and with its wide draw, he had to ride vigourously to keep in touch with the field. He was of the opinion that the gelding was unsuited by the tight nature of Track II.

UNSTOPPABLE TRAIN

Trainer fined RM250/- for failing to declare the removal of pacifiers. Vet inspection: Bleeding from right nostril – Vet exam.

On inquiry, Jockey J Daniel, the rider of OUR DYNAMITE, was found guilty of a charge of careless riding under MRA Rule 44(9)(a)(ii) in that he shifted at the 750M and caused ELISE to check.

In assessing the penalty, the Stewards took into consideration Jockey J Daniel’s mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Malaysian race days with effect from 6 June 2022 and to expire on 12 June 2022, both dates inclusive. He was advised of his Right of Appeal.

On inquiry, Jockey L De Souza, the rider of STAR TALENT, was found guilty of a charge of careless riding under MRA Rule 44(9)(a)(ii) in that he shifted at the 775M and caused ELISE to be restrained.

In assessing the penalty, the Stewards took into consideration Jockey L De Souza’s mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Malaysian race days, to be deferred, with effect from 13 June 2022 and to expire on 19 June 2022, both dates inclusive. He was advised of his Right of Appeal.

GENERAL REPORT(S) – SLTC

FOLLOW-UP(S) – SUNDAY, 29 MAY 2022 

RACE 5

A veterinary inspection of CH FORTUNE (7th) on Monday, 30 May 2022, revealed the gelding to be lame off fore and near hind. Trainer KC Tiang was advised that CH FORTUNE would not be permitted to race for a period of three weeks.

The report dated 2 June 2022 (V22/084) from the Chief Analyst of Veterinary Forensic Laboratory stated that 33 coded urine and 33 sets of coded blood samples from the above mentioned race meeting were received on 29 May 2022, for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

Prior to the “All Clear” being given, the Stewards considered a complaint from Trainer KC Tiang related to SHINE SHINE being denied a fair start. It was ascertained that the gelding was indeed sitting back, nodding its head repetitively and that Jockey J Low had requested a handler. However, as the Starter was satisfied that the horse’s position did not pose a danger and it was indeed facing correctly, the start was effected. The Stewards concurred with the Starter that SHINE SHINE was not denied a fair start, as such it was declared a definite runner.

In assessing the penalty, the Stewards took into consideration App S Sia’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Malaysian race days, to be deferred, with effect from 6 June 2022 and to expire on 12 June 2022, both dates inclusive. He was advised of his Right of Appeal.

App R Nuqman who rode his 40th winner on GHOST BAY in the above race, would only be entitled to claim 2kgs allowance as from Monday, 30 May 2022.


INVESTIGATION RELATED TO SAMPLE “31846” TAKEN FROM “SHANGHAI NIGHTS” IN RACE 5 ON SUNDAY, 15 MAY 2022 AT SELANGOR TURF CLUB

The Chief Analyst of Usains Biomics in a report dated 23 May 2022 (V22/074) reported the presence of dexamethasone & xylazine” in sample coded “31846”. It was ascertained to have been collected post-race from SHANGHAI NIGHTS. 

The Stewards reported in Race 5 on 15 May 2022 that SHANGHAI NIGHTS returned with exertional heat illness and will be required to undergo a veterinary examination (3 weeks embargo).

The SLTC Chief Veterinary Surgeon, Dr Shri Kanth advised the Stewards at that time that his staff had administered medicaments to the horse to ensure its welfare. These substances were noted on the MRA Post-Race Declaration Form.

The Chief Analyst reported the detection of two substances “dexamethasone & xylazine” only. When questioned on Tuesday, 24 May 2022, Dr Chan Sue Hay advised that her findings were consistent with the post-race administration.  The Stewards were satisfied that all veterinary administrations were in order to save and protect SHANGHAI NIGHTS’ welfare and all substances were administered before any samples were taken.

The Stewards were satisfied that the provisions of MRA Rule 134, …

“… PROVIDED THAT no horse shall be deemed to have failed a post-race

screening test if the sole reason for such failure is as the direct result of

any treatment, given (after a race) to a horse that is in distress and/or

which requires urgent veterinary assistance, by the Veterinary Surgeon

on the authorisation of Stipendiary Stewards.”, 

… ought to apply to sample “31846” and that no action is required other than SHANGHAI NIGHTS to undergo a veterinary examination (3 weeks embargo).

GENERAL REPORT(S) – SLTC

RACE 10 (R553) CLASS 4 (B) – 1200M (A SHORT COURSE), SUNDAY, 8 MAY 2022, SELANGOR TURF CLUB MAY MEETING 2022 

The Stewards, on 13 May 2022 (Friday), concluded an inquiry into the apparent improved performance of ELISE. Evidence was taken from Trainer V Sivan. He advised that his instructions had been to position in third, fourth, which was consistent with his previous instructions, albeit that ELISE had been unable to be in this position at its last four runs.

He was surprised when ELISE was able to lead but suggested the smaller field (9 runners) and the moderate early pace (due to OBSIDIAN and TALENTED not attempting to lead) had been to ELISE’s benefit in getting a “soft lead”. He further advised that due to the Hari Raya Holiday, he had a paucity of track riders and thus ELISE had been freshened when its workload had been reduced. He believed this had contributed markedly to the gelding being able to race keenly and to lead.

In accepting his explanation, the Stewards advised Trainer V Sivan that it was expected that ELISE be ridden in a forward position in future.


RACE 11 (R554) CLASS 5 (A) – 1100M (A SHORT COURSE), SUNDAY, 8 MAY 2022, SELANGOR TURF CLUB MAY MEETING 2022 

Trainer S Dunderdale was questioned as to the reason why SAND BANK did not wear Blinkers and was subsequently had not led. He advised that he had been absent from the races but consciously taking the Blinkers off SAND BANK as he believed that the gelding showed its customary early pace speed either with or without Blinkers which he had done for its entire career. He left it off on this occasion with a view in keeping the elderly gelding’s mind active and it was his intention to leave the Blinkers off. He suggested that Jockey J Daniel may not have been aware of SAND BANK’s idiosyncrasies as it was his first ride on the gelding.


FOLLOW-UP(S) – SATURDAY, 7 MAY 2022

 

RACE 3

 

Trainer C Leck advised that COLCHESTER (ninth) had pulled up well. Although he was disappointed in the performance but cited that the gelding was an unreliable type of horse and was inclined to hold his breath he was unable to get a forward position. It was his intention to continue the gelding’s training regime.


FOLLOW-UP(S) – SUNDAY, 8 MAY 2022

 

RACE 2

 

Trainer HY Cheng advised that EL MACHO (eighth) was identified to have back pain under the saddle region post-race. It was his intention to give the gelding a week off before recommencing training.


RACE 6

 

When questioned, Trainer HS Lim advised that AGUERO JR (seventh) transited poorly to KL and had lost considerable weight. On returning to his stable, he believed that this had taken the toll on the gelding and it was his intention not to start the gelding for 3 weeks. 


RACE 9

Trainer HS Lim advised that HAZARD (eighth) had pulled up well and could only suggest that the interference the gelding had received near the 700M (See Stewards’ Report) had contributed to its poor performance. It was his intention to continue the gelding’s training regime.

App Clyde Leck was questioned regarding his whip use on MURDOCH in the early stages. He advised that he had been instructed to ride the gelding vigourously as it was a lazy beginner and that his whip action was flicking in stride with the horse to attempt to get it to race in a forward competitive position. Whilst accepting this in part, the Stewards reminded App Clyde Leck that he must, at all stages, use his whip in a proper manner which is not considered as excessive.

When questioned, Jockey S Ruzaini advised that APOLLO ROCK had raced fiercely and he had a line of three horses in advance of him. The pace had steadied quickly and the gelding had then commenced to race very fiercely and he had taken it out as a safety measure. He had then been trapped three wide until straightening where the gelding commenced to hang out badly. He also believed APOLLO ROCK to be “bad in its actions” and he had thus only ridden the horse for approximately 200M before finishing last. A post-race veterinary examination of APOLLO ROCK revealed that it returned exhibiting signs of respiratory distress, and thus will be required to pass a 1000M/vet test (3 weeks embargo) with a senior rider before being declared to race again.

The Stewards identified an anomaly in the continuity of the running rail following the running of this race. An inquiry into this aspect will be conducted at a later date.

He became off balanced and shortly thereafter, hampered in his whip action when GUILTY PLEASURES shifted in, crowding him, he had then become awkwardly positioned and unable to fully utilize his whip in the right hand. The Stewards advised Jockey SU Lim that he should ride in a consistent and proper manner at all times.

GENERAL REPORT(S) – SLTC

RACE 2 (R428) CLASS 5 (A) – 1500M (C6 LONG COURSE),             SATURDAY, 9 APRIL 2022 

The Stewards, on 28April 2022 (Thursday), concluded an inquiry into the fall of BIG BANK (CK Khaw) and Jockey J Shankar being dislodged from MR EXCHEQUER and App AR Raiyan being dislodged from GHOST BAY.

After taking evidence from all riders and viewing the patrol footage of the incident, the Stewards considered that BIG BANK had a tendency to lay inwards when Jockey CK Khaw attempted a run outside the heels of SUN FORCE (App M Lukman). BIG BANK then struck the heels of SUN FORCE which was maintaining its true path, and fell. MR EXCHEQUER which was following, blundered badly, dislodging Jockey J Shankar and GHOST BAY then dipped when jumping the prone BIG BANK, dislodging App AR Raiyan.

The Stewards held no individual rider accountable for the incident.


INQUIRY INTO CIRCUMSTANCES SURROUNDING “I’M THE MAN” BEING PRESENTED TO TRIAL ON 11 APRIL 2022 

The Stewards, on 26 April 2022 (Tuesday), inquired into the above matter and evidence was taken from Trainer HY Cheng. It was ascertained that I’M THE MAN was subject to a 1000M/Vet related to respiratory distress.

I’M THE MAN had been treated with Lasix on the morning of 11 April 2022 by a member of the Veterinary Department. Trainer HY Cheng was absent in Singapore at that time. The attending Veterinary had treated I’M THE MAN on the instruction of his Assistant Trainer with no reference to the trial later that day. The matter was identified prior to I’M THE MAN trialling and thus performed a “Barrier Practice” instead.

Whilst accepting this was a stable oversight, Trainer HY Cheng was fined RM1000/- for negligence under MRA Rule 152(5)(a) for having initially entered and erroneously presented I’M THE MAN for a test when it had been treated with lasix. 


INQUIRY INTO A REPORT RELATED TO AN ALLEGED INCIDENT DURING TRACKWORK ON THURSDAY, 14 APRIL 2022 AT THE SELANGOR TURF CLUB 

The Stewards, on 22 April 2022 (Friday), inquired into the circumstances surrounding the above matter. Evidence was taken from Senior Track Rider (STR) Rosli Bin Salleh and his Employer, Trainer KC Tiang.

STR Rosli Bin Salleh admitted that he had ridden HI BABY (H527) in an aggressive manner with his whip citing that the gelding had become agitated due to cavorting monkeys when he was returning from working on the Heath Track. STR Rosli Bin Salleh was fined RM250/- under the general provisions of MRA Rule 133(1)(g).

When questioned regarding the performance of WILDFIRE, Trainer HY Cheng stated he had instructed the gelding be ridden in a handy position from its wide barrier although it had been in second place at its previous start, which was contrary to his previous instruction. Jockey KC Tham advised that WILDFIRE had hung outwards very shortly after the start and he tried to control the gelding into a reasonable position but it had thrown its head and was virtually uncontrollable for a considerable early part of the race. It was also inclined to lay inwards onto the heels of BANGALORE (Y Aify) near the 275M. In light of this, the Stewards directed that WILDFIRE will be required to pass a 1000M/vet test before being declared to race again for its racing manners. Further, Trainer HY Cheng should consider which riders he would use on WILDFIRE in future to best control the gelding.

GENERAL REPORT(S) – SLTC

RACE 9 (R435) CLASS 5 (B) – 1100M (C6 SHORT COURSE), SATURDAY, 9 APRIL 2022, SELANGOR TURF CLUB APRIL MEETING 2022 

The Stewards, on 14 April 2022 (Thursday) concluded an inquiry into the running and handling of SIEW YUK. Evidence was taken from App M Ekdihar, the rider of SIEW YUK, in the presence of his Employing Trainer, Mr SY Lim and Trainer MW Teh, the Trainer of SIEW YUK. Further Jockey C Goon tendered evidence related to his nine (9) rides on the gelding and that it was best suited ridden from behind. 

The inquiry established that it was intended for SIEW YUK to be ridden in its customary position of mid-back. However, given that the distance of 1100M, was shorter than the gelding’s usual races, it was unable to keep pace with the field. It was also noted that SIEW YUK had slipped with its hind legs at the start, a fact which App M Ekdihar had omitted to report. 

Trainer MW Teh supplied evidence of stable support for SIEW YUK. App M Ekdihar stated that he had stayed in the middle of the track in the straight rather than utilize the cutaway as he had gleaned that this was a preferred path. He had taken SIEW YUK outwards near the 250M to improve its position but COLCHESTER (App Clyde Leck) had shifted out in advance of him and he had to subsequently shift back to the inside. 

After assessing the evidence, the Stewards gave App M Ekdihar the benefit of the doubt related to the genuineness of this ride. Further, he was reprimanded under the provisions of MRA Rule 44(11) for failing to report to the Stewards the fact that SIEW YUK had slipped on jumping.


TUESDAY, 12 APRIL 2022 (11am)

INQUIRY INTO A REPORT CONCERNING URINE SAMPLE CODED “J-4269” WHICH WAS TAKEN ON 2 APRIL 2022 AT THE SELANGOR TURF CLUB, WAS FOUND TO CONTAIN PSEUDOEPHEDRINE 

A report of Sample No. J-4269 confirmed the presence of pseudoephedrine. Upon decoding, it was ascertained that the sample had been taken from Jockey S Ruzaini. Subsequently, Jockey S Ruzaini was stood down from races, trials & trackwork on Friday, 8 April 2022 under the provisions of MRA 136(3)(b). 

An inquiry into the finding was conducted on Tuesday, 12 April 2022. Evidence was tendered that Jockey S Ruzaini had declared the use of a nasal decongestant as well as other vitamins and herbs on the Sample Card Declaration Form. Further, evidence was tendered that the nasal decongestant tablets, had been dispensed by his pharmacist. 

The Chief Analyst of Usains Biomics Laboratory Testing Services Sdn. Bhd., Dr Chan Sue Hay confirmed that the findings were consistent with the declared medication. 

The Stewards were satisfied that the failed sample was as a result of this medication and took no direct action related to the failed sample. 

Jockey S Ruzaini submitted a “Clearing Sample”, results of which will be required before he is permitted to ride races, trials or trackwork. Further, given the evidence tendered related to him suffering a respiratory ailment, Jockey S Ruzaini will be required to produce a specific Medical Clearance before riding in races.


JOCKEY URINE SAMPLE – JOCKEY S RUZAINI 

The Chief Analyst of Usains Biomics Laboratory, in a report dated 15 April 2022, stated that Urine Sample coded J-4275 which was submitted by Jockey S Ruzaini on 12 April 2022 is cleared of any prohibited substances and as such, Jockey S Ruzaini is cleared to ride in trackwork, trials & races.


FOLLOW-UP – SATURDAY, 9 APRIL 2022

 

RACE 5

 

A subsequent veterinary examination of JABBAR on 11 April 2022 revealed no significant finding. Trainer AB A         bdullah advised that he considered JABBAR was unsuited by racing without cover and had been affected by being forced to cover ground. It was his intention to continue the gelding’s training program.


 

FOLLOW-UPS – SUNDAY, 10 APRIL 2022

 

RACE 3

A subsequent veterinary examination of D’GREAT LIGHT on 11 April 2022 revealed no significant finding. Trainer S Siva advised that he considered D’GREAT LIGHT had been severely restricted when racing on a cut up section of the track. Further that he would monitor the mare’s progress and advise any issues.

RACE 6

A subsequent veterinary examination of ROBBERY SON (last) on 11 April 2022 revealed no significant finding. Trainer S Siva advised that ROBBERY SON’s best performances had been on unaffected tracks and he believe that the gelding was not suited by the State of the Track. Trainer S Siva undertook not to start ROBBERY SON for 3 weeks.

RACE 10

A post-race veterinary examination and endoscopy of MORE THAN OIL revealed no significant finding. Trainer V Sivan was at a lost to explain the poor performance and undertook not to start MORE THAN OIL for 3 weeks.

 Prior to the “All Clear” being given, the Panel of Stewards assessed the start with regards to several horses and deemed that TILSWORTH JACOBI (App A Nazir) had breached the gate when fractious, dislodging its rider, with the dislodged rider impeding BROTHER WIND (App WW Cheah). As such, under the provisions of MRA Rule 115, BROTHER WIND and TILSWORTH JACOBI were declared non-runners. In this incident, BARBARIAN (L De Souza) which was drawn beside TILSWORTH JACOBI, was inconvenienced marginally. TILSWORTH JACOBI will be required to pass 1 Starting Stall test before being declared to race again. A post-race veterinary examination of TILSWORTH JACOBI revealed that it had sustained bruising of the nostril and bleeding from the gums.

Trainer S Hamilton advised that TUN O’ REILLY had an inclination to jump in this manner on numerous occasions previously and that she had intended for this gelding to be ridden midfield due to the amount of pace in the race.

Trainer KF Coetzee, when questioned regarding the significant improvement of form of SING DARCI (MM Firdaus), advised that at its 2 previous starts, SING DARCI had missed the start. It was adversely affected by either being placed in the stalls early or being delayed in the stalls due to an incident. This had caused the gelding to be slow into stride and then having to race within the field which it did not relish. He was also of the opinion that today’s race was a significantly weaker Class 5 (B) and the fact that it started from the outside barrier, it had been unimpeded and able to lead easily. The Stewards noted his explanation and Trainer KF Coetzee was advised that it was expected that SING DARCI maintain a consistent form in line.

GENERAL REPORT(S) – SLTC

AMENDMENT

RACE 10 (R404) CLASS 4 (B) – 1100M (C6 SHORT COURSE), SATURDAY, 2 APRIL 2022, SELANGOR TURF CLUB APRIL MEETING 2022 

On inquiry, App S Sia, the rider of MISE EN GARDE, in the presence of his Employing Trainer, R Lines, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) for shifting in at this stage. 

In assessing the penalty, the Stewards took into consideration App S Sia’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Malaysian race days, to be deferred, with effect from 11 April 2022 and to expire on 17 April 2022, both dates inclusive. He was advised of his Right of Appeal.


RACE 4 (R366) CLASS 3 – 1100M (A4 SHORT COURSE), SATURDAY, 26 MARCH 2022, SELANGOR TURF CLUB MARCH MEETING 2022 

SCOOBY DOOBY DOO was withdrawn when reported as being lame on the near hind and was imposed a 1000M/vet test.

A subsequent inspection of SCOOBY DOOBY DOO by the Chief Veterinary Surgeon revealed the gelding to be sound. This was again confirmed on 28 March 2022. As such, the embargo placed on SCOOBY DOOBY DOO (1000M/vet on 26 March 2022) is expunged.


FOLLOW-UPS – SATURDAY, 2 APRIL 2022

RACE 1

A subsequent veterinary inspection of HORSE KING on Tuesday, 5 April 2022, revealed that the gelding which was unplaced, had a punctured wound of the off hind fetlock. Trainer V Sivan’s representative advised that this wound would be treated and HORSE KING would return to work shortly thereafter.


RACE 6

Trainer F Maynard stated that OTTAWA which finished last, may have been affected by the nature of the track as it had travelled in a 3-wide position throughout, however, it pulled up well and it was intended to continue with the gelding’s training regime.


RACE 8

When questioned, Trainer R Lines advised that there were no real issues with the gelding post-race, however, it is noted in the Stewards’ Report that it had been trapped wide throughout. He further advised that it was the gelding’s worst performance in some time. It was his intention to continue with its training regime.


APPEAL BY JOCKEY JAI SHANKAR A/L THANGGARAJU (J SHANKAR) AGAINST THE SUSPENSION OF TWO (2) MONTHS FOR CONTRAVENTION OF MRA RULE 44(10) IMPOSED BY THE PANEL OF STEWARDS RELATED TO HIS RIDING OF RACEHORSE “NOVA DASHING” IN RACE 10 (R172) ON 2 FEBRUARY 2022 (WEDNESDAY) AT THE SELANGOR TURF CLUB FEBRUARY MEETING 2022

The Selangor Turf Club Appeal Panel heard the above appeal on 4 April 2022 (Monday).

The Appeal Panel heard submissions from Jockey J Shankar, Mr S Siva, the Trainer of NOVA DASHING, Mr Luis Woon Chiun Wey, Manager for the Owner of NOVA DASHING and the SLTC Chief Stipendiary Steward. 

After considering the evidence, the Appeal Panel allowed Jockey J Shankar’s Appeal and quashed the charge. Further, they ordered that the appeal deposit be refunded.


 APPEAL BY JOCKEY JAI SHANKAR A/L THANGGARAJU (J SHANKAR) AGAINST THE SUSPENSION OF FOUR (4) MONTHS AND FINE OF RM20,000/- FOR CONTRAVENTION OF MRA RULE 44(10) IMPOSED BY THE PANEL OF STEWARDS RELATED TO HIS RIDING OF RACEHORSE “BLACK THORN” IN RACE 6 (R302) ON 13 MARCH 2022 (SUNDAY) AT THE SELANGOR TURF CLUB MARCH MEETING 2022 

After further consideration, the Appeal Panel acceded to Jockey J Shankar’s request for his Stay of Sentence to be granted effective 6 April 2022, pending the above Appeal.

The report dated 8 April 2022 (V22/051) from the Chief Analyst of Veterinary Forensic Laboratory stated that 2 coded urine samples from the above mentioned race meeting were received on 2 April 2022, for analysis under the MRA Rules and Regulations. No prohibited substances were detected except for sample coded “J-4269” which revealed the presence of “pseudoephedrine”.

It was established that this sample was received from Jockey S Ruzaini. Acting under the provisions of MRA Rule 136(3)(b),  Jockey S Ruzaini was stood down from riding in races / barrier trials / trackwork until such time as a “Clearing Sample” has been provided and found to be free of any prohibited substances. An inquiry into this finding will be conducted at a date to be fixed.

On inquiry, Jockey HS Gill, the rider of WISHUPONASTAR, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) for shifting in at this stage.

In assessing the penalty, the Stewards took into consideration Jockey HS Gill’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Malaysian race days with effect from 4 April 2022 and to expire on 10 April 2022, both dates inclusive. He was advised of his Right of Appeal.

Jockey Y Aify was questioned regarding his riding style of AMAZING CHOICE over the final stages. Trainer F Maynard advised that AMAZING CHOICE was a very heavy-fronted horse and was inclined to need holding together. He was satisfied with Jockey Y Aify’s riding and particularly with the manner in which he rode the gelding out.

Jockey Y Aify, when questioned, advised that he had not departed from his normal style although agreed it differed from the style adopted on SKYFALL (winner of Race 9), explaining the difference in the horse’s movement and that AMAZING CHOICE was a very heavy-fronted horse.

In noting these explanations, the Panel of Stewards advised Jockey Y Aify that he is expected to demonstrate a consistent level of vigour and purpose on every ride.

GENERAL REPORT(S) – SLTC

RACE 2, SATURDAY, 26 FEBRUARY 2022, SELANGOR TURF CLUB

On Monday 28th March 2022 a veterinary inspection of PIT BULL which trailed the field and finished last (see race report) revealed that the gelding was lame near fore and near hind, and found to have muscle atrophy over the left gluteus muscle.

In light of this significant clinical report, Trainer K C Tiang was advised not to enter PIT BULL to race for three (3) weeks.


RACE 3, SATURDAY, 26 FEBRUARY 2022, SELANGOR TURF CLUB

On Monday 28th March 2022 a veterinary inspection of SAND BANK revealed no abnormalities.

Trainer S Dunderdale advised that SAND BANK’s best races had been on firm going and he considered that after being caught wide when attempting to attain his normal leading position, the gelding had been on going which it did not relish. It was his intention to continue with the gelding training program and seek a short distance race in a fortnight.


RACE 8, SATURDAY, 26 FEBRUARY 2022, SELANGOR TURF CLUB

On Monday 28th March 2022 a veterinary inspection of TOPMOST, which did not show its customary pace and finished last, revealed that it was lame near fore fetlock.

Trainer H Y Cheng stated that it was his intention to have TOPMOST fully vetted and that the gelding would not start for 3 weeks.


INVESTIGATION RELATED TO SAMPLE “31520” TAKEN FROM “MARINE VANGUARD” AFTER WINNING IN RACE 10 (R351) ON SUNDAY, 20 MARCH 2022 AT SELANGOR TURF CLUB

The Chief Analyst of Usains Biomics in a report dated 25 March 2022 (V22/040) reported the presence of “flunixin, dexamethasone” in sample coded “31520”. It was ascertained to have been collected post-race from MARINE VANGUARD.

The Stewards reported in Race 10 on 20 March 2022 that MARINE VANGUARD returned with exertional heat illness and will be required to undergo a veterinary examination (1 week embargo).

The SLTC Chief Veterinary Surgeon, Dr Shri Kanth advised the Stewards at that time that he had administered medicaments to MARINE VANGUARD to ensure its welfare. These substances were administered prior to sampling and noted on the MRA Post-Race Declaration Form.

The Chief Analyst reported detection of two (flunixin, dexamethasone) substances only. The Stewards questioned the Chief Analyst, Dr Chan Sue Hay on 26 March 2022 where she was advised that MARINE VANGUARD had been administered with “flunixin and dexamethasone” by Dr Shri whilst he cooled the distress horse in the paddock post-race. All veterinary administrations were in order to save and protect MARINE VANGUARD’s welfare and all substances were administered before any samples were taken. 

The Stewards are satisfied that the provisions of MRA Rule 134:

 “… PROVIDED THAT no horse shall be deemed to have failed a post-race

screening test if the sole reason for such failure is as the direct result of

any treatment, given (after a race) to a horse that is in distress and/or

which requires urgent veterinary assistance, by the Veterinary Surgeon

on the authorisation of Stipendiary Stewards.”, 

… ought to apply to sample “31520” and that no further action is required other than MARINE VANGUARD undergo a veterinary examination before declaration.


APPEAL BY JOCKEY M GANEESH AGAINST THE DISQUALIFICATION OF EIGHTEEN (18) MONTHS AND FINE OF RM50,000/- FOR CONTRAVENTION OF MRA RULE 44(7) (MERITS) IMPOSED BY THE PANEL OF STEWARDS IN CONNECTION WITH HIS RIDING OF RACEHORSE “CHINESE TEA” IN RACE 6 (R761) ON SUNDAY, 10 OCTOBER 2021, SELANGOR TURF CLUB OCTOBER MEETING 2021 

The Selangor Turf Club Appeal Panel heard the above appeal on 18 March 2022 (Friday).

The Appeal Panel heard submissions from Counsels Mr VK Raj and Ms SP Devi from Messrs A. Rajadurai P. Kuppusamy & Co. Evidence was also given by Jockey M Ganeesh, the rider of CHINESE TEA, Mr Lim Chun How, the Owner of CHINESE TEA, Dr Shri Kanth, Senior Veterinary Surgeon of SLTC and the SLTC Chief Stipendiary Steward. 

After considering the evidence, including review of the race video and other performances of CHINESE TEA, the Appeal Panel dismissed the appeal but under the provisions of MRA Rule 168(1)(d), substituted a lesser charge to MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards and substituted the penalty to a suspension from riding in races for a period of eight (8) months and a fine of RM25,000/-.   Jockey M Ganeesh’s suspension was confirmed to commence from 11 October 2021 and to expire on 10 June 2022, both dates inclusive.  The deposit was ordered to be refunded.

In assessing the penalty, the Stewards took into consideration Jockey J Daniel’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of three (3) Malaysian race days with effect from 28 March 2022 and to expire on 9 April 2022, both dates inclusive. He was advised of his Right of Appeal.

GENERAL REPORT(S) – SLTC

RACE 4 (R345) CLASS 4 (A) – 1400M (A4 LONG COURSE), SUNDAY, 20 MARCH 2022, SELANGOR TURF CLUB MARCH MEETING 2022

The Stewards, on 24 March 2022 (Thursday) continued the inquiry into App K Pavinthran riding of SMART INVESTMENT. Evidence was taken from App K Pavinthran, in the presence of his Employing Trainer, Trainer C Leck and Jockey J Shankar who had ridden SMART INVESTMENT at its previous winning start.

After considering the evidence and also reviewing the performances of SMART INVESTMENT, App K Pavinthran pleaded guilty to a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The particulars of the charge being that:

  1. He failed to encourage significantly, SMART INVESTMENT in the middle stages of the race when racing in second last position; and
  2. He failed to demonstrate a reasonable level of vigour when riding out in the straight.

The Stewards took into consideration App K Pavinthran’s guilty plea, riding record, relative inexperience, mitigating factors and his submissions on penalty. He was suspended from riding in races for a period of one (1) month with immediate effect from 24 March 2022 and to expire on 23 April 2022, both dates inclusive. He was advised of his Right of Appeal.


 RACE 8 (R349) CLASS 4 (B) – 1100M (A4 SHORT COURSE), SUNDAY, 20 MARCH 2022, SELANGOR TURF CLUB MARCH MEETING 2022

A veterinary inspection of DOCTOR GINGER on Monday, 21 March 2022 ascertained the gelding to be lame in the near fore. Trainer BT Lim advised the Stewards that it was his intention to send DOCTOR GINGER for a spell.


RACE 8 (R349) CLASS 4 (B) – 1100M (A4 SHORT COURSE), SUNDAY, 20 MARCH 2022, SELANGOR TURF CLUB MARCH MEETING 2022

 A veterinary inspection of HANDSOME BOY on Monday, 21 March 2022 revealed the gelding to be significantly lame in the off fore. Trainer HY Cheng undertook not to start the gelding for three (3) weeks.


RACE 9 (R350) CLASS 4 (A) – 1100M (A4 SHORT COURSE), SUNDAY, 20 MARCH 2022, SELANGOR TURF CLUB MARCH MEETING 2022

 A veterinary inspection of LEO on Monday, 21 March 2022 which stopped quickly in the straight, ascertained the gelding to be lame in the off fore, displaying fetlock and shoulder pain. Trainer S Siva was advised not to start LEO in a race or trial for three (3) weeks.

The report dated 24 March 2022 (V22/037) from the Chief Analyst of Veterinary Forensic Laboratory stated that 73 bottles of coded urine samples and 75 sets of coded blood samples from the above mentioned race meeting were received on 13 March 2022, for analysis under the MRA Rules and Regulations. No prohibited substances were detected.
