The Stewards inquired into the riding of the gelding in the concluding stages. *(See Report) Vet inspection: Respiratory distress – 1000M/vet (1 month embargo)

At the conclusion of an inquiry, Jockey L De Souza, the rider of SPEEDY DEMON was found guilty of a charge under MRA Rule 44(6) for failing to ride to the end of the race to the satisfaction of the Stewards.

In assessing the penalty, the Stewards took into consideration Jockey L De Souza’s mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of one (1) month, to be deferred, with effect from 24 January 2023 and to expire on 23 February 2023, both dates inclusive. He was advised of his Right of Appeal (6:11pm). 

App I Fikri who rode his 10th winner on COLONIEL STAR in this race, would only be entitled to claim 3kgs allowance as from Monday, 16 January 2023.

The Stewards questioned the Trainer and rider of the gelding as to the reason why it had led after the Stewards had been advised the intention was to ride mid-back. *(See Report)

Trainer SY Lim stated that he had instructed the gelding to be ridden in this fashion and was surprised when it had led so easily as the gelding did not possess gate speed.

Jockey SU Lim confirmed the instructions, however, stated that after jumping well, he had simply urged the gelding and in a very slow early pace, had found himself in the lead. He was also of the opinion that unlike some of his opponents, GALANT BLACK relished the “Yielding” nature of the track. Trainer SY Lim was advised that he was expected to instruct that GALLANT BLACK be ridden with the intention to lead in future given today’s performance.

GENERAL REPORT(S) – SLTC

RACE 1 (R1448) CLASS 5b – 1275M (II), SATURDAY, 31 DECEMBER 2022, SELANGOR TURF CLUB DECEMBER MEETING 2022

 Jockey S Uzair (THE SWAN) exercised his Right of Appeal and applied for a Stay of Sentence. The Panel of Stewards considered the application for a stay which was granted. 

Jockey S Uzair subsequently applied to withdraw his appeal on 13 January 2023. After consideration, his application was acceded to, and his deposit was ordered to be refunded. His suspension will commence on 16 January 2023 and to expire on 15 March 2023, both dates inclusive.


JOCKEY URINE SAMPLES:                                   

31 DECEMBER 2022

SELANGOR TURF CLUB DECEMBER MEETING 2022 

The report dated 6 January 2023 (V22/203) from the Chief Analyst of Veterinary Forensic Laboratory stated that 2 coded urine samples from the above mentioned race meeting were received on 1 January 2023, for analysis under the MRA Rules and Regulations. No prohibited substances were detected except for sample coded “J-4341” which revealed the presence of “mitragynine”. After decoding the sample number, it was established that this sample was reported to have been taken from the then Apprentice S Uzair.

 On 6 January 2023, (App) S Uzair was advised of the contents of this report and that he was stood down from riding in trackwork and races pending an inquiry in terms of MRA Rule 136(3)(b). He was also advised of the contents of MRA Rule 137 and MRA Regulation 46 relating to the Referee Sample. An inquiry into this matter will be held at a date to be fixed.


RACE 8 (R1455) Class 5b – 1175M (II), SATURDAY, 31 DECEMBER 2022, SELANGOR TURF CLUB DECEMBER MEETING 2022

 The Stewards reviewed the race history and record of APOLLO ROCK in Malaysia. It was noted that on 7 May 2022 and on 4 June 2022, APOLLO ROCK had “hung out”, “racing wide” and “drifted wide in the straight”, and had subsequently been referred back to trials on two (2) occasions;  one (1) occasion with the services of a “senior rider”. 

Further, there were six (6) other incidences and notations related to APOLLO ROCK having; “lay out”, “race fiercely” and “shift outwards quickly” in the horse’s Malaysian race record. As such, the Stewards considered APOLLO ROCK’s racing manners to be such that App WW Cheah’s ride was not at fault, however, Trainer R Lines was advised that he should engage a senior strong rider for future starts of the gelding. Further, should APOLLO ROCK raced in a tardy manner in future, that action would be taken against the gelding.

Near the 125M, had to be restrained to avoid heels.

The Stewards inquired into App S Sia’s riding of BIG KING in this race. Evidence was taken from App S Sia and his Employing Trainer, R Lines.

After considering the evidence and also reviewing the films of BIG KING, App S Sia pleaded guilty to a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The particulars of the charge being that in the opinion of the Stewards, his riding in the straight was below the level of vigour expected by the Stewards.

The Stewards took into consideration App S Sia’s guilty plea, good riding record, mitigating factors and his submissions on penalty. He was suspended from riding in races for a period of one (1) month with effect from 2 January 2023 and to expire on 1 February 2023, both dates inclusive. He was advised of his Right of Appeal.

 The Stewards inquired into Jockey S Salee’s riding of ALCATRAZ in this race. Evidence was taken from Jockey S Salee and Trainer CC Ooi, the rider and trainer of ALCATRAZ respectively. 

After considering the evidence and also reviewing the films of ALCATRAZ, the Stewards found Jockey S Salee guilty of a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The particulars of the charge being that in the opinion of the Stewards, his riding failed to satisfy the Stewards due to it being considered that it was inconsistent with his other forms of riding during the day and lack of sufficient vigour particularly in the straight. 

The Stewards took into consideration Jockey S Salee’s riding record, mitigating factors and his submissions on penalty. He was suspended from riding in races for a period of one (1) month with effect from 2 January 2023 and to expire on 1 February 2023, both dates inclusive. He was advised of his Right of Appeal.

  1. He restrained GALLANT BACK at the start of the race;

  2. He failed to display any vigour in attempting to make ground in the middle stages – so as to position it “mid-back” – resulting in GALLANT BLACK being in a rearward position.

The Stewards took into consideration App WW Cheah’s riding record, mitigating factors and his submissions on penalty. He was suspended from riding in races for a period of two (2) months with effect from 2 January 2023 and to expire on 1 March 2023, both dates inclusive. He was advised of his Right of Appeal.

GENERAL REPORT(S) – SLTC

RACE 7 (R1413) METRO A – 1250M (A lc), BETMAKERS CUP, SUNDAY, 4 DECEMBER 2022, SELANGOR TURF CLUB DECEMBER MEETING 2022 

Trainer SY Lim was questioned as to the circumstances surrounding the late veterinary examination of VIOLET on the morning of 4 December 2022.

He was advised that he should endeavour to ensure all horses were fit and verified to run before the 3-hour cut-off when Emergency Acceptors were not included.


RACE 10 (R1426) CLASS 5b – 1200M (A4 lc), SUNDAY, 11 DECEMBER 2022, SELANGOR TURF CLUB DECEMBER MEETING 2022 

Trainer HY Cheng’s Assistant Trainer was questioned as to the status of I’M THE MAN which finished last in the above race. 

Although a post-race veterinary examination had revealed no significant finding, he reported that I’M THE MAN had significant swelling to the off hind on Monday morning. He advised that it was intended to continue with the gelding’s preparation after this condition had rectified.

When questioned as to why he was riding GOLDEN SPRINT some distance behind the leaders, App WW Cheah explained that after shying out on the first turn, the gelding had been inclined to change leads and was not travelling well for some distance. He believed that it was unsuited by the nature of the track and was inclined to stumble when ridden forward.

Trainer KC Tiang stated that he instructed GOLDEN SPRINT to be ridden just behind the pace, however, was disappointed that it had been some distance behind the leading division, and he was of the opinion that it had made some ground in the straight.

In considering the matter, the Stewards advised App WW Cheah that he would be expected to ensure all his horses are properly positioned and ridden so as to be fully tested.

POST RACE URINE:      26 NOVEMBER 2022

SELANGOR TURF CLUB NOVEMBER MEETING 2022                                                                       

A report dated 1 December 2022 (V22/185) from the Chief Analyst of Veterinary Forensic Laboratory stated that 30 coded urine and 30 sets of coded blood samples from the above mentioned race meeting were received on 26 November 2022, for analysis under the MRA Rules and Regulations. No prohibited substances were detected except for sample coded “32429” which revealed the presence of “diclofenac”. After decoding the sample number, it was established that this sample was reported to have been taken from the horse “DOCTOR GINGER”, which finished first in Race 9 on Saturday, 26 November 2022 at the Selangor Turf Club November Meeting 2022.

Trainer SY Lim was advised of the contents of this report and his attention drawn to MRA Rule 134(12) which prohibits this horse from racing until it is cleared by the Stewards, and MRA Rule 137(1)/MRA Regulation 46.1 & 46.2 relating to the referee sample. An Inquiry related to this matter was conducted on Friday, 9 December 2022.


INQUIRY INTO A REPORT RELATING TO A POST-RACE URINE SAMPLE CODED “32429” TAKEN FROM THE HORSE “DOCTOR GINGER” WHICH FINISHED FIRST IN RACE 9 ON SATURDAY, 26 NOVEMBER 2022 AT THE SELANGOR TURF CLUB NOVEMBER MEETING 2022 

The Stewards conducted an inquiry into the above matter on Friday, 9 December 2022 at the Selangor Turf Club. Evidence was taken from Trainer SY Lim, the Trainer of DOCTOR GINGER, Dr Shri Kanth (Senior Veterinary Surgeon of SLTC) and Dr Chan Sue Hay (Chief Analyst of Usains Biomics).

After considering the evidence, the Stewards disqualified DOCTOR GINGER from the race under the provisions of MRA Rule 134(11) and the placings were amended:

When questioned, Jockey MM Firdaus (IRON FIRST) advised the he had been instructed to ride in midfield position, however shortly after the start, the gelding had shown no pace and was off the bit. He had subsequently ridden in a rearward position and the gelding had shown no response to his hard riding in the straight.

Trainer KC Tiang stated that IRON FIRST was inclined not to race competitively in the early stages and considered that it may be better suited over the further ground. In light of this, Trainer KC Tiang was advised to ensure that he engages a strong rider for IRON FIRST at future starts.

At the conclusion of an inquiry, Jockey WK Lee, the rider of OISIN EXPRESS, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that he shifted in at the 800M, causing GAIN ECLIPSE (App A Suriya) to be checked.

In assessing the penalty, the Stewards took into consideration Jockey WK Lee’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Malaysian race days, to be deferred, with effect from 12 December 2022 and to expire on 24 December 2022, both dates inclusive. He was advised of his Right of Appeal (4:48pm).

It was his intention to remove the tongue-tie as he considered that it might have resented racing in this and further, would increase the distance in the gelding’s races.

App R Nuqman was unable to make the carded weight on BIG DRAGON and was replaced by App K Pavinthran. In light of having weight issue previously and being unable to make the weight, he was fined RM1000/- under MRA Rule 107(10).

At the conclusion of an inquiry, App I Fikri, the rider of GINGERELLA, in the presence of his Employing Trainer’s representative, Trainer MW Teh, pleaded guilty to a charge of reckless riding under MRA Rule 44(9)(a)(i) in that he shifted in at this stage.

In assessing the penalty, the Stewards took into consideration App I Fikri’s guilty plea, mitigating factors, previous riding record, his submissions on penalty and the severity of the incident. He was suspended from riding in races for a period of one (1) month with effect from 21 November 2022 and to expire on 20 December 2022, both dates inclusive. He was advised of his Right of Appeal (4:18pm).

The Stewards inquired into Jockey KC Tham’s riding of CHIEF CLERK in this race. 

After considering the evidence from Jockey KC Tham and also reviewing the performance of CHIEF CLERK, the Stewards found Jockey KC Tham guilty of a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The particulars of the charge being that whilst riding CHIEF CLERK between the 700M and the 550M mark when on the inside of the horse THE ICEMAN, he restrained his mount unduly to be in a position whereby he lost ground.   

The Stewards took into consideration Jockey KC Tham’s riding record, mitigating factors and his submissions on penalty. He was suspended from riding in races for a period of one (1) month with effect from 21 November 2022 and to expire on 20 December 2022, both dates inclusive. He was advised of his Right of Appeal (6:40pm).

At the conclusion of an inquiry, App I Fikri, the rider of GINGERELLA, in the presence of his Employing Trainer’s representative, Trainer MW Teh, pleaded guilty to a charge of reckless riding under MRA Rule 44(9)(a)(i) in that he shifted in at this stage.

In assessing the penalty, the Stewards took into consideration App I Fikri’s guilty plea, mitigating factors, previous riding record, his submissions on penalty and the severity of the incident. He was suspended from riding in races for a period of one (1) month with effect from 21 November 2022 and to expire on 20 December 2022, both dates inclusive. He was advised of his Right of Appeal (4:18pm).

He advised that after striking the stalls on jumping, he had tired somewhat, in attempting to ride the gelding out. Further, that FLYING BABY was tiring and was not responding to his urging.

In accepting this explanation, the Stewards advised Jockey S Ruzaini that he must ride in a positive and consistent fashion, and further that he ought to moderate the use of his whip particularly related to being bordering on forward of the shoulder.

The Selangor Turf Club Appeal Panel heard the above appeal on 2 November 2022 (Wednesday). 

The Appeal Panel heard submissions from App WW Cheah and his Employing Trainer, R Lines and the SLTC Chief Stipendiary Steward.  

After considering the evidence, the Appeal Panel allowed App WW Cheah’ Appeal, however, issued him with a severe warning and directed that he undergo remedial training at the SLTC Apprentice School. The Appeal Panel ordered the appeal deposit to be refunded.


RACE 12 (R1285) CLASS 5 (A) – 1100M (E SHORT COURSE), SUNDAY, 30 OCTOBER 2022, SELANGOR TURF CLUB OCTOBER MEETING 2022 

Trainer AB Abdullah advised that BINELZAAM (M Ewe) had pulled up well but was unable to cope with the choppy “soft” state of the track late in the day. Further, 1100M was too short for BINELZAAM and he would start the gelding in longer distances in future.

In assessing the penalty, the Stewards took into consideration App R Nuqman’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Malaysian race days, to be deferred, with effect from 7 November 2022 and to expire on 19 November 2022, both dates inclusive. He was advised of his Right of Appeal (6:15pm).

At the conclusion of an inquiry, Jockey AK Lim, the rider of ISLE OF SKY, was found guilty of a charge under MRA Rule 44(10) for failing to ride to the satisfaction. The particulars of the charge being that although cognisant of the fact that his whip has broken, the Stewards considered that his riding of ISLE OF SKY was lacking in vigour and felt short of the requisite to demonstrate that ISLE OF SKY was fully tested.

In assessing the penalty, the Stewards took into consideration Jockey AK Lim’s mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of one (1) month with effect from 7 November 2022 and to expire on 6 December 2022, both dates inclusive. He was advised of his Right of Appeal (6:45pm).

 When questioned regarding this, Jockey S Salee (BATTLESTAR) stated that with its weight at 59kgs, he had been instructed to reserve the gelding, however, when in a prominent position, had been unable to cross as ELEGENT (App M Lukman) was holding its ground on his inside. He further advised that he considered the gelding was not suited by the nature of the track. A post-race veterinary examination of BATTLESTAR revealed that it was lame near fore and as such will be required to pass a 1000M/vet test before being declared to race again.

Jockey M Ewe (LITTLE MERMAID) advised that the gelding had never been competitive and raced in a flat manner. Trainer KC Tiang was unable to offer any explanation over the poor performance and stated that it was uncharacteristic. In light of the performance, LITTLE MERMAID will be required to pass a 1000M/vet test before being declared to race again.
