A race review was called into this incident, which was followed by an objection being lodged by Jockey R Shafiq, the rider of the second placed horse, SURFING CLOUD, against the winner, RED DRAGONFLY (CK Khaw) on the grounds of interference and intimidation at approximately the 200M mark.  

After considering the evidence in this matter, the Board overruled the objection. In arriving at this decision, the Board considered the distance between the runners at the finish (3.25 lengths) and that at the point of the interference, RED DRAGONFLY which had run on from behind SURFING CLOUD, had already raced passed SURFING CLOUD by an extending 0.5 length.

Consequently, the Board could not be satisfied that but for the above incident, SURFING CLOUD would have finished ahead of RED DRAGONFLY, therefore it overruled the objection and allowed the Judge’s result to stand. Jockey R Shafiq was fined RM2000/- under MRA Rule 122(3) for lodging an objection being deemed by the Stewards to be frivolous.

At the conclusion of an inquiry, Jockey CK Khaw, the rider of RED DRAGONFLY, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that whilst riding RED DRAGONFLY, he failed to ensure that he did not cause interference to SURFING CLOUD at approximately the 200M.

In assessing the penalty, the Stewards took into consideration Jockey CK Khaw’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of one (1) Malaysian race day, to be deferred, with effect from 18 November 2024 and to expire on 24 November 2024, both dates inclusive. He was fined RM1,500/- and advised of his Right of Appeal.

At the conclusion of an inquiry, App K Pavinthran, the rider of PERFECT BRANDZ, in the presence of B Trainer Logan Lek, pleaded guilty to a charge under MRA Rule 44(6) for failing to ride to the end of the race to the satisfaction of the Stewards. The particulars of the charge being that he failed to ride PERFECT BRANDZ to the end of the race to the satisfaction of the Stewards, thereby prejudicing his chances of obtaining second placing.

In assessing the penalty, the Stewards took into consideration App K Pavinthran’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) months, to be deferred, with effect from 18 November 2024 and to expire on 17 January 2025, both dates inclusive. He was advised of his Right of Appeal.

When questioned regarding the poor performance of PACIFIC FLASH, as Trainer KC Tiang explained that he could not offer any explanation for the poor performance of the gelding other than that the 1300M distance was too far for PACIFIC FLASH. Trainer KC Tiang undertook to race the gelding in shorter distance in the near future. The Panel noted his explanation by the Trainer, however, reminded him of his obligations to ensure that his mounts run consistently.

SELANGOR TURF CLUB OCTOBER MEETING 2024

A report dated 8 November 2024 (V24/171) from the Chief Analyst of Veterinary Forensic Laboratory stated that 50 coded urine and 54 sets of coded blood samples from the above mentioned race meeting were received on 27 October 2024, for analysis under the MRA Rules and Regulations. No prohibited substances were detected except for sample coded “36691” which revealed the presence of “Amphetamine, Methamphetamine”. After decoding the sample number, it was established that this sample was reported to have been taken from the horse “TOUCH N GO”, which finished third (3rd) in Race 9 on Sunday, 27 October 2024 at the Selangor Turf Club October Meeting 2024.

On 10 November 2024, Trainer SY Lim was advised of the contents of this report and his attention was drawn to MRA Rule 134(12) which prohibits this horse from racing until it is cleared by the Stewards, and MRA Rule 137(1)/MRA Regulation 46.1 & 46.2 relating to the referee sample. An Inquiry related to this matter will be conducted at a date to be fixed.

INQUIRY INTO THE CIRCUMSTANCES SURROUNDING THE CONFISCATION OF ITEMS FROM TRAINER S DUNDERDALE’S STABLES ON TUESDAY, 3 OCTOBER 2024 AT THE SELANGOR TURF CLUB

The Stewards concluded an inquiry on Tuesday, 29 October 2024 at the Selangor Turf Club, into the circumstances surrounding the above matter and took evidence from Trainer S Dunderdale.

Trainer S Dunderdale pleaded guilty to a charge under MRA Rule 33(4) in that he had incorrectly labelled substances in his stables. He was fined a total of RM2000/- and advised of his Right of Appeal.

Between the 1400M and 1000M, PACIFIC SOLDIER was inconvenienced on 2 occasions when awkwardly placed on the inside of GENERAL CHENG. Thereafter, in the concluding stages, PACIFIC SOLDIER was tightened for galloping room, when awkwardly positioned between WAR CODE, which rolled in marginally and GENERAL CHENG, which hung out.

A race review was called into this incident, which was followed by an objection being lodged by Jockey TH Koh, the rider of the fourth placed horse, PACIFIC SOLDIER, against the second placed horse, GENERAL CHENG (S Nakano) on the grounds of interference shortly after the jump and during the concluding stages.

After considering the evidence in this matter, the Board overruled the objection. In arriving at this decision, the Board considered that there were multiple movements between horses in this incident, the proximately of this incident to the finish and from the footage particularly the side-on angle, it could not definitely established that but for the aforementioned incident PACIFIC SOLDIER would have finished ahead of GENERAL CHENG. Therefore, it overruled the objection and allowed the Judge’s result to stand.

The particulars of the charge being that he failed to ride JOEY out to the end of the race to the satisfaction of the Stewards in the concluding stages, thereby prejudicing his chances of obtaining the outright fourth position.  

In assessing the penalty, the Stewards took into consideration Jockey S Salee’s mitigating factors, previous riding record and his submissions on penalty. He was fined RM2,000/- and advised of his Right of Appeal.

At the conclusion of an inquiry, Apprentice PH Seow, the rider of PACIFIC WINDSOR pleaded guilty to a charge of under MRA Rule 44(6) for failing to ride her horse out to the end of the race to the satisfaction of the Stewards. The particulars of the charge being that she failed to ride PACIFIC WINDSOR out to the end of the race to the satisfaction of the Stewards in the concluding stages, thereby prejudicing her chances of obtaining the outright fourth position.  

In assessing the penalty, the Stewards took into consideration Apprentice PH Seow’s guilty plea, mitigating factors, previous riding record and her submissions on penalty. She was fined RM2,000/- and advised of his Right of Appeal.

Trainer CC Ooi was fined RM250/- under MRA Rule 152(5)(a) for failing to declare the use of earmuffs in the race.

An inquiry was held into the reason why DEFEATER had to ease approaching the 600M. In this regard, evidence was taken from Apprentice PH Seow (DEFEATER), Jockey S Ruzaini (BOLD RUNNER), and Jockey AL Da Silva (LIGHTNING GENERAL). Jockey AL Da Silva and Jockey S Ruzaini both explained neither of them had shifted in and had merely held their position. It was the statement of App PH Seow that DEFEATER had on its own accord raced greenly in the running and had shifted away from BOLD RUNNER when marginally tightened into the turn. Therefore, the panel could not a portion blame to an individual and this was deemed a racing incident.

The Stewards have considered the trials of App R Nuqman since 15 September 2024 and are satisfied that there is no evidence to support a continued restriction on his riding. Accordingly, App R Nuqman is cleared to ride effective from 28 October 2024.

The Stewards, on Sunday, 27 October 2024 took evidence from Jockey AL Da Silva, the rider of GOOD MAN.

The jockey was questioned regarding the riding style he adopted at the top of the straight. The jockey explained that he was unable to get his mount to change legs using his usual rhythm and therefore was forced to adopt a different tactic in order to obtain the desire outcome. The Stewards noted his explanation.

The Stewards, on Sunday, 27 October 2024 took evidence from Jockey AL Da Silva, the rider of GOOD FIGHT.

After reviewing the films of the incident and considering the evidence tendered, the Stewards decided to take no further action. However, the jockey was reminded to ride his mounts with sufficient vigour so as to leave no room for query.

He was suspended from riding in races for a period of three (3) Malaysian race days, to be deferred, with effect from 4 November 2024 and to expire on 17 November 2024, both dates inclusive. He was advised of his Right of Appeal.

At the conclusion of an inquiry, Apprentice Clyde Leck, the rider of PERFECT BRANDZ, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that he failed to ensure that he did not cause interference to SUPERB SWEYNESSE at approximately the 800M.

In assessing the penalty, the Stewards took into consideration Apprentice Clyde Leck’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Malaysian race days, to be deferred, with effect from 4 November 2024 and to expire on 10 November 2024, both dates inclusive. He was advised of his Right of Appeal.

In assessing the penalty, the Stewards took into consideration Apprentice PH Seow’s mitigating factors, previous riding record and his submissions on penalty. As a result, she was suspended from riding in races for a period of one (1) Malaysian race days with effect from 28 October 2024 and to expire on 2 November 2024, both dates inclusive and fined RM3,000/–. She was advised of his Right of Appeal.

The fine of RM250/- imposed on Trainer KC Tiang for PACIFIC ARMANI, was rescinded.

The Stewards, on Saturday, 12 October 2024 and took evidence from App I Fikri, the rider of STRONG WHITE, in the presence of his Employing Trainer, L Moy.

After reviewing the films of the incident and considering the evidence tendered, the Stewards decided to take no further action, however, he was reminded not to cover unnecessary ground in races.


INQUIRY INTO A REPORT RELATING TO A PRE-RACE BLOOD SAMPLE CODED “255333” TAKEN FROM THE HORSE “DARCY” WHICH WAS WITHDRAWN FROM RACE 5 ON SATURDAY, 21 SEPTEMBER 2024 AT THE SELANGOR TURF CLUB SEPTEMBER MEETING 2024

The Stewards concluded an inquiry into the above matter on Thursday, 10 October 2024 at the Selangor Turf Club, and evidence was taken from Trainer R Lines, the Trainer of DARCY.

Trainer R Lines pleaded guilty to a charge under MRA Rule 134(6)(a) as read with MRA Rule 134(13) in that he was the trainer and person responsible for DARCY and its pre-race blood sample revealed the presence of Total Plasma Carbon Dioxide (TCO2), a prohibited substance under the MRA Rules.

In assessing the penalty, the Stewards took into consideration the type of drug, the nature of the drug involved, Trainer R Lines’ guilty plea, his mitigating factors and previous record. Trainer R Lines was fined RM20,000/-, which was wholly suspended for a period of 1 year on condition that he is not found guilty under this or any similar Rules. He was advised of his Right of Appeal.

In assessing the penalty, the Stewards took into consideration Jockey S Ruzaini’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of one (1) Malaysian race day with effect from 14 October 2024 and to expire on 19 October 2024, both dates inclusive. In lieu of three (3) Malaysian race days, he was also fined RM6,000/. He was advised of his Right of Appeal.

At the conclusion of an inquiry, App I Fikri, the rider of BURAAQ SIXTY-ONE, in the presence of his Employing Trainer, L Moy, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that he failed to ensure that he did not cause interference to ELECTRONIC BOOM (SU Lim) at approximately the 1000M.

In assessing the penalty, the Stewards took into consideration App I Fikri’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of one (1) Malaysian race day with effect from 14 October 2024 and to expire on 26 October 2024, both dates inclusive. In lieu of one (1) Malaysian race day, he was also fined RM1,000/. He was advised of his Right of Appeal.

In the concluding stages, FIRST BOWL which was hanging in, was carried out by SUPER POSH which shifted out.

A race review was called into this incident, which was followed by an objection being lodged by Trainer L Moy, the Trainer of the second placed horse, FIRST BOWL (L De Souza), against the winner, SUPER POSH (S Ruzaini), on the grounds of interference and intimidation in the concluding stages.

After considering the evidence in this matter, the Board overruled the objection and allowed the judge’s result to stand. As from the footage, the Board could not be satisfied that but for the above incident, FIRST BOWL would have finished ahead of SUPER POSH, therefore it overruled the objection and allowed the Judge’s result to stand.

At the 1000M, ICHIKA BACHIKA (AK Lim) was tightened for galloping room, clipped heels and Jockey AK Lim was dislodged, then STRONG WHITE, DRAGON WHISPERER, MR HOPKINS and FADABOY and TYPHOON were inconvenienced by the fallen rider.

The Stewards conducted an inquiry into the fall of Jockey AK Lim (ICHIKA BACHIKA). After considering the evidence from Jockey AK Lim and the footage of the race, the Stewards were able to establish that at the point where Jockey AK Lim became tightened for galloping room, this was as a consequence of his horse taking hold of the bit and racing into a gap which was not available to him.

It was further established that in the run, both Jockey SU Lim (BIG GUN) and App SN Shiva (STARHARMONY), when shifting ground, had both established an on the rail and one-off running line without any interference to ICHIKA BACHIKA. Consequently, the Panel was of the view that blame could not be apportioned to any individual rider for this incident and therefore the Stewards deemed it as a racing incident.

Jockey AK Lim was examined by the Club Doctor who stood him down from his riding engagement for the remainder of the race today.

REPORT OF ANALYSIS ON CLEARING SAMPLE

A Clearing Sample taken from DARCY, which was received on 21 September 2024 by the USAINS BIOMICS Laboratory (report dated 21 September 2024), was analyzed and reported to be negative to Prohibited Substances and as such, the Stewards cleared DARCY to resume racing under the provisions of MRA Rule 134(12).


REPORT OF ANALYSIS ON CLEARING SAMPLE

A Clearing Sample taken from SHANGHAI NIGHTS, which was received on 22 September 2024 by the USAINS BIOMICS Laboratory (report dated 22 September 2024), was analyzed and reported to be negative to Prohibited Substances and as such, the Stewards cleared SHANGHAI NIGHTS to resume racing under the provisions of MRA Rule 134 (12).

At the conclusion of an inquiry, Jockey S Ruzaini, the rider of DUMA, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that he failed to ensure that he did not cause interference to LIGHTNING GAL between the 600M and the 400M.

In assessing the penalty, the Stewards took into consideration Jockey S Ruzaini’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of one (1) Malaysian race day with effect from 23 September 2024 and to expire on 29 September 2024, both dates inclusive. He was also fined RM5000/- and advised of his Right of Appeal.

The Stewards, on Sunday, 22 September 2024 at SLTC, concluded an inquiry into the running and handling of DOCTOR GINGER and took evidence from Jockey S Ruzaini, the rider of DOCTOR GINGER.

Leaving the 800M, PERFECT MISSION (HK Cheng) had to ease when awkwardly placed on the heels of STRETCHY FOUR (App H Haikal) which was inconvenienced by YOU THINK SO (App A Nazir) which was tightened for galloping room when DOCTOR GINGER took an awkward stride and shifted out.

After considering the evidence, the Stewards deemed this to be a racing incident and therefore decided to take no further action.


RACE 9 (R0923) CLASS 5B – 1300M (SC A4), SATURDAY, 21 SEPTEMBER 2024, SELANGOR TURF CLUB SEPTEMBER MEETING 2024

At the conclusion of an inquiry, App Z Syafifie, the rider of MGR ROCKET, in the presence of his Employing Trainer’s representative, Trainer F Maynard, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that he failed to ensure that he did not cause interference to AUSSIE EAGLE and D’GREAT OCEAN approaching the 1000M.

In assessing the penalty, the Stewards took into consideration App Z Syafifie’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Malaysian race days, to be deferred, with effect from 30 September 2024 and to expire on 12 October 2024, both dates inclusive. He was advised of his Right of Appeal.

Jockey AK Lim (RADETZKY MARSCH) was cautioned regarding the consistency of his riding.


RACE 8 (R0904) CLASS 4B – 1020M (Track II), SUNDAY, 15 SEPTEMBER 2024, SELANGOR TURF CLUB SEPTEMBER MEETING 2024

The Stewards, on Thursday, 19 September 2024 at SLTC, concluded an inquiry into the running and handling of BORN TO WIN and took evidence from App M Lukman, the rider of BORN TO WIN, in the presence of his Employing Trainer, WC Lim who is also the Trainer of BORN TO WIN.

App M Lukman, the rider of BORN TO WIN, pleaded guilty to a charge under MRA Rule 44(10) in that in Race 8 at the Selangor Turf Club on 15 September 2024, he failed to ride BORN TO WIN to the satisfaction of the Stewards. The particulars of the charge being that:

1.     From the jump, he failed to afford BORN TO WIN sufficient rein to allow the horse the best possible chance to jump well;

2.     Between the 900M and the 800M, despite BORN TO WIN showing that it had a speed advantage over the other runners in this sprint race, he restrained this gelding, breaking its natural momentum and resulting in it throwing its head up;

3.     Between the 700M and the 500M, despite BORN TO WIN easily obtaining the lead and going clear of the field, he failed to ensure or at the very least, make a significant attempt to position his mount strategically near the rail so as to not cover unnecessary ground and position itself in front of its other dangers; and

4.     In the straight, his riding was passive, non-vigourous and lacking in intent and determination. In this regard, his riding specifically between the 350M and the 300M, causes BORN TO WIN to shift out and lose momentum and his riding for the remainder of the straight barring the last 2 strides, was passive, non-vigourous and lacking in intent and determination, in that, he offered minimal assistance to BORN TO WIN with his hands, his body was upright in the irons, his weight was back whilst riding and his whip use was lacking in rhythm and vigour,

In assessing the penalty, the Stewards took into consideration App M Lukman’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of twelve (12) months with immediate effect from 19 September 2024 and to expire on 18 September 2025, both dates inclusive. He was advised of his Right of Appeal.

In addition, Trainer WC Lim was fined RM3000/- under MRA Rule 35(5) in that he failed to give adequate instructions to App M Lukman.


INQUIRY INTO A REPORT RELATING TO A NON-RACE DAY BLOOD SAMPLE CODED “23036” TAKEN FROM THE HORSE “SIAM WARRIOR” WHICH WAS TAKEN ON TUESDAY, 30 JULY 2024

The Stewards concluded an inquiry into the above matter on Thursday, 19 September 2024 at the Selangor Turf Club, and evidence was taken from Trainer S Dunderdale, the Trainer of SIAM WARRIOR.

Trainer S Dunderdale pleaded guilty to a charge under MRA Rule 135(6) as read with MRA Rules 135(4) & (11) in that he was the trainer and person responsible for SIAM WARRIOR which participated in the SLTC Official Barrier Trial on Tuesday, 30 July 2024 and subsequently, its post-trial blood sample was found to contain “Furosemide”, a prohibited substance under MRA Rules.

In assessing the penalty, the Stewards took into consideration the type of substance, the nature of the substance involved, Trainer S Dunderdale’s guilty plea, his mitigating factors and previous record. He was fined RM3,000/- and was advised of his Right of Appeal.


AMENDMENT

RACE 10 (R0875)     CLASS 5A – 1600M (LC A), SUNDAY, 8 SEPTEMBER 2024, SELANGOR TURF CLUB SEPTEMBER MEETING 2024

Jockey KC Tham (TIN’S MACHINE) was granted a deferment by the SLTC Racing Stewards to ride at SLTC Race Meeting on 21 and 22 September 2024 and thus, his suspension from riding in races for a period of one (1) month was amended, to commence from 23 September 2024 and to expire on 22 October 2024, both dates inclusive.

RACE 10 (845) : CLASS 5A – 1800M [LC-A4] THE EXCHANGE 106 @ TRX STAKES, SUNDAY, 1 SEPTEMBER 2024, SELANGOR TURF CLUB SEPTEMBER MEETING 2024

He was suspended from riding in races for a period of six (6) weeks, to be deferred, with effect from 16 September 2024 and to expire on 27 October 2024, both dates inclusive. GENERAL REPORT(S) – SLTC

REPORT OF ANALYSIS ON CLEARING SAMPLE

A Clearing Sample taken from DRAGON WHISPERER, which was received on 24 August 2024 by the USAINS BIOMICS Laboratory (report dated 29 August 2024), was analyzed and reported to be negative to Prohibited Substances and as such, the Stewards cleared DRAGON WHISPERER to resume racing under the provisions of MRA Rule 134 (12).


REPORT OF ANALYSIS ON CLEARING SAMPLE 

A Clearing Sample taken from HENG XING and THUNDER, which were both received on 1 September 2024 by the USAINS BIOMICS Laboratory (report dated 5 September 2024), were analyzed and reported to be negative to Prohibited Substances and as such, the Stewards cleared both HENG XING and THUNDER to resume racing under the provisions of MRA Rule 134(12).


RACE 10 (845) : CLASS 5A – 1800M [LC-A4] THE EXCHANGE 106 @ TRX STAKES, SUNDAY, 1 SEPTEMBER 2024, SELANGOR TURF CLUB SEPTEMBER MEETING 2024 

The Stewards, on Monday, 9 September 2024 at SLTC, concluded an inquiry into the running and handling of READY TO SEVENLUCK and took evidence from Jockey WW Cheah and Trainer R Lines, the rider and trainer of READY TO SEVENLUCK respectively. 

After reviewing the films of the incident and considering the evidence tendered, the Stewards found Jockey WW Cheah guilty of a charge under MRA Rule 44(9)(b)(iii) for Incompetent Riding. The particulars of the charge being that in Race 10 on Sunday, 1 September 2024, his riding on READY TO SEVENLUCK, is a deviation of the standard of riding expertise and judgement that is expected of a reasonably competent rider in that the manner of his restraint of READY TO SEVENLUCK between the 1000M and entering the straight is so severe that it resulted in this horse not being afforded the opportunity to capitalize on its early gains and in fact, negatively impacted the performance of this horse in the middle and at the end of the race.

In assessing the penalty, the Stewards took into consideration Jockey WW Cheah’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of six (6) weeks, to be deferred, with effect from 16 September 2024 and to expire on 27 September 2024, both dates inclusive. He was advised of his Right of Appeal.

In addition, Trainer R Lines was fined RM1000/- for misconduct under MRA Rule 152(5)(a) in that he conducted himself in an inappropriate manner on at least 3 occasions during the course of this inquiry.


RACE 2 (R0867) CLASS 5A – 1300M (SC A), SUNDAY, 8 SEPTEMBER 2024, SELANGOR TURF CLUB SEPTEMBER MEETING 2024

The Stewards, on Thursday, 12 September 2024 at SLTC, concluded an inquiry into the running and handling of TRAFALGAR and took evidence from App S Shazmin, the rider of the TRAFALGAR, in the presence of his Employing Trainer, Trainer EP Tan.

After reviewing the films of the incident and considering the evidence tendered, the Stewards decided to take no further action, however, highlighted the inconsistency of his riding and advised him that should he appear before the Board regarding a similar occurrence in future, more severe sanctions may follow.


RACE 10 (R0875)     CLASS 5A – 1600M (LC A), SUNDAY, 8 SEPTEMBER 2024, SELANGOR TURF CLUB SEPTEMBER MEETING 2024

The Stewards, on Thursday, 12 September 2024 at SLTC, concluded an inquiry into the running and handling of TIN’S MACHINE and took evidence from Jockey KC Tham and Trainer WC Lim, the rider and trainer of TIN’S MACHINE respectively. 

After reviewing the films of the incident and considering the evidence tendered, the Stewards found Jockey KC Tham guilty of a charge under MRA Rule 44(9)(b)(iii) for Incompetent Riding. The particulars of the charge being that in Race 10 on Sunday, 8 September 2024, his riding on TIN’S MACHINE was a deviation of the standard of expertise and judgement required of a reasonably competent rider in that:

  1. The method he adopted to ride his mount was lacking in urgency, vigour and rhythm which resulted in TIN’S MACHINE losing position between the 500M and the 350M; and

  2. His whip use in the straight was weak and lacking in vigour and rhythm; and

  3. His decision to remove his face mask was unjustified under the circumstances and resulted in TIN’S MACHINE being prejudiced.

In assessing the penalty, the Stewards took into consideration Jockey KC Tham’s mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of one (1) month, to be deferred, with effect from 16 September 2024 and to expire on 15 October 2024, both dates inclusive. He was advised of his Right of Appeal.


INQUIRY INTO A REPORT RELATING TO A PRE-RACE BLOOD SAMPLE CODED “255197” TAKEN FROM THE HORSE “HENG XING” AND A PRE-RACE BLOOD SAMPLE CODED “255251” TAKEN FROM THE HORSE “THUNDER” WHICH WERE WITHDRAWN FROM RACE 3 AND RACE 6 RESPECTIVELY, ON SUNDAY, 24 AUGUST 2024 AT THE SELANGOR TURF CLUB AUGUST MEETING 2024

The Stewards concluded an inquiry into the above matters on Thursday, 12 September 2024 at the Selangor Turf Club, and evidence was taken from Trainer L Moy, the Trainer of HENG XING and THUNDER.

Trainer L Moy pleaded guilty to a charge under MRA Rule 134(6)(a) as read with MRA Rule 134(14) in that he was the trainer and person responsible for HENG XING when he administered an alkalinizing agent, bicarbonate soda on the morning of the race day to be run at the SLTC Meeting on 24 August 2024, and HENG XING failed a pre-race test after a sample taken from this horse on 24 August 2024 prior to the running of Race 3 run at SLTC disclosed upon analysis, the presence of TCO2 above the threshold of 36 mmol per liter of plasma, with the level detected being 36.9 mmol per liter of plasma.

Trainer L Moy pleaded guilty to a charge under MRA Rule 134(6)(a) as read with MRA Rule 134(14) in that he was the trainer and person responsible for THUNDER when he administered an alkalinizing agent, bicarbonate soda on the morning of the race day to be run at the SLTC Meeting on 24 August 2024, and THUNDER failed a pre-race test after a sample taken from this horse on 24 August 2024 prior to the running of Race 6 run at SLTC disclosed upon analysis, the presence of TCO2 above the threshold of 36 mmol per liter of plasma, with the level detected being 37.8 mmol per liter of plasma.

In assessing the penalty, the Stewards took into consideration the type of drug, the nature of the drug involved, Trainer L Moy’s guilty plea on both charges, his mitigating factors and previous record. Trainer L Moy was fined RM30,000/- for each charge (total of RM60,000/-) and was advised of his Right of Appeal.

Trainer L Moy subsequently exercised his Right of Appeal against the severity of the sentence. The appeal hearing will be held at a date to be fixed.


RACE 3 (R0629) CLASS 4B – 1100M (SC A4), SUNDAY, 30 JUNE 2024, SELANGOR TURF CLUB JUNE MEETING 2024

The Stewards, on Sunday, 15 September 2024 at SLTC, concluded an inquiry into the running and handling of OUR FINAL OFFER and took evidence from App R Nuqman, the rider of OUR FINAL OFFER, in the presence of his Employing Trainer, BT Lim. The Stewards also took consideration of the evidence tendered in previous inquiries on 24 August 2024 and 8 September 2024.

After considering the expert evidence which was produced by App R Nuqman, the Panel decided not to charge App R Nuqman. However, App R Nuqman was advised that he will be restricted from riding in races until such time that he provides sufficient evidence to the Stewards through his riding in trackwork and in trials, that he could reasonably compete under the rigors of race riding.
