GENERAL REPORT – PNTC

STIPENDIARY STEWARDS’ INQUIRY INTO THE RUNNING AND HANDLING OF “D’GREAT LUCK” IN RACE 1 (R1347) [CLASS 5(A) – 1400M] 2nd DAY, SUNDAY, 28th OCTOBER 2018, PENANG OCTOBER MEETING 2018

The Stipendiary Stewards concluded an inquiry into the running and handling of D’GREAT LUCK ridden by App KC Wong in the above race, at the Perak Turf Club on Friday, 16th November 2018.

Evidence was taken from App KC Wong, the rider of D’GREAT LUCK in the presence of his master Trainer KL Chong and Trainer S Cook, the trainer of D’GREAT LUCK.

Trainer S Cook’s instructions were to get a good jump, travel comfortably, mid-field.

App KC Wong explained that after getting a fair jump, he managed to settle mid-field until racing to the 1100M, when BM POWER (Z Khairil) threw its head up and lost ground, resulting in D’GREAT LUCK which was following, having to steady and lose ground and as a consequence, got further back in the field than anticipated.

App KC Wong further explained that from the 600M, the gelding only responded fairly to his riding and when he put D’GREAT LUCK under pressure from the 300M, it only ran on fairly.

The Stewards noted their explanations and no further action was taken.

STIPENDIARY STEWARDS’ INQUIRY INTO THE RUNNING AND HANDLING OF “NOVA DASHING” IN RACE 6 (R1352) [CLASS 5(A) – 1200M] 2nd DAY, SUNDAY, 28th OCTOBER 2018, PENANG OCTOBER MEETING 2018

The Stipendiary Stewards concluded an inquiry into the running and handling of NOVA DASHING ridden by App KC Wong in the above race, at the Perak Turf Club on Friday, 16th November 2018.

Evidence was taken from App KC Wong, the rider of NOVA DASHING in the presence of his master Trainer KL Chong and Trainer S Cook, the trainer of NOVA DASHING.

Trainer S Cook’s instructions were to get a good jump, travel comfortably, mid-field.

App KC Wong explained that NOVA DASHING was slow to begin and then showed no early pace despite being urged.  He further stated that at about the 1000M, SUPER HARD (S Ruzaini) raced tight on his outside and he had to steady at the 800M.  Shortly thereafter, racing to the 600M, SUPER HARD rolled in, resulting in him having to steady again.   From thereon, when he drew the whip at the 250M, the horse failed to respond and was disappointing.

Trainer S Cook explained that on the morning of the race, he had called the PNTC Veterinary Surgeon to inspect NOVA DASHING and after inspection, the horse was declared fit to race.

Trainer S Cook reported that upon returning to the stables at PRTC, NOVA DASHING underwent antibiotic treatments for 4 days.   The Stewards accepted their explanations and no further action was taken.

RACE 2 (R1272) CLASS 5(A) – 1600m(lc) – PASIR SALAK HANDICAP

2nd DAY, SUNDAY – 14th OCTOBER 2018 – PERAK OCTOBER MEETING 2018

At the conclusion of an inquiry today, Tuesday, 16th October 2018, App P Mogun, the rider of EVIL TRAIN in the presence of his master Trainer S Cook pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that whilst riding EVIL TRAIN in the above race at the 1400M, he shifted in when insufficiently clear, resulting in MESSI (S Sandana) being taken in onto BATTLE PLAN (J Mallyon), which had to be checked and shifted inwards, resulting in BALBOA (HS Gill) having to be steadied.

In assessing the penalty, the Panel of Stewards took into consideration App P Mogun’s guilty plea and his disciplinary records.  App P Mogun was suspended from riding in races for a period of two (2) Malaysian race days, effective from today, Tuesday, 16th October 2018 and to expire on Sunday, 21st October 2018, both dates inclusive.   He was advised of his right of appeal (10.25am).

INQUIRY INTO AN ALLEGATION OF FORGED MRA DOCUMENT AND FAILURE TO NOTIFY THE IMPOSITION OF A FINE.

The Stewards acting under MRA Rule 21(1)(b) opened an inquiry on 25 May 2018 into Ms Anna Scott’s allegation lodged on 12 March 2018.

Ms Anna Scott’s allegation was that an MRA Notification of Fine (NOF) form had been forged and that she had not been advised of a fine with respect to “ALL WEALTH” returning positive to a prohibitive substance Boldernone, at the conclusion of an inquiry held on 6 October 2016.

The inquiries scheduled on 25 May and 6 July were adjourned as Ms Anna Scott declined to attend.  Subsequently, the adjourned inquiries into the matter were held in her absence on 27 July 2018 at PNTC and 5 October 2018 at SLTC.

The Stewards took evidence from MRA Stipendiary Stewards, Mr Jarry Chong Kok Heng and Mr. Devaraj a/l S.Arujunen.  Submissions from PNTC’s Professional Racing Steward Mr. David Fisher and SLTC Stipendiary Steward, Mr. Nigel Chong were also tendered into evidence at the inquiry held at PNTC on 27 July 2018.

At the inquiry on 5 October 2018, the Stewards took further evidence from SLTC Stipendiary Steward, Mr. Nigel Chong and reviewed all the documentation.

After considering all the evidence, the Stewards were satisfied that the NOF had been in the custody of the Stewards from 6 October 2016 until 9 October 2016.   The Stewards were also satisfied that the NOF had not been forged and concluded that there was no evidence supporting the allegation made by Ms Anna Scott.

Furthermore, the Stewards were satisfied that Ms Anna Scott knew of the imposition of the “ALL WEALTH” fine at the conclusion of the inquiry on 6 October 2016, and at the subsequent Appeal to the Racing Stewards on 17 July 2017 and via MRA’s reminder notices of 17 November 2016, 6 December 2016 and 9 February 2018 and this inquiry was concluded.

The Stewards also confirmed that Ms Anna Scott was placed on the forfeit list effective 15 March 2018.

RACE 11 (R1066)  CLASS 5 (A)  – 1400m (sc) – DWARF LAURENTII HANDICAP

Acting on veterinary advice that DIRAC (Lou Ho) was lame near fore, the Panel of Stewards ordered the withdrawal of DIRAC at 6.28pm and the gelding will be required to pass a test (1000M & vet exam) before being declared to race again.

ONE O NINE jumped away awkwardly and got its head down, causing Jockey J Low to be dislodged.

RAJA MAHESA (App CK Khaw) jumped away awkwardly and got its head up.

I’M A GENIUS (M Yusri) jumped away awkwardly outwards, resulting in LUCKY GIANT (Y Aify) to be checked.

RUSH (J Mallyon) was checked shortly after the start to avoid the heels of LUCKY GIANT.

LUCKY GIANT had to be checked to avoid the heels of the riderless ONE O NINE at the 1200M.  Shortly thereafter, D’GREAT LUCK (App KC Wong) had to be steadied to avoid its heels.

The saddle on D’GREAT LUCK slipped forward racing to the 1200M, resulting in App KC Wong being placed at a disadvantage and had to ease the horse out of the straight.  The Panel of Stewards examined his gear and were satisfied that it was in satisfactory condition.

RUSH  which raced poorly, will be required to pass a test (1000M & vet exam) before being declared to race again.

Prior to the ‘All Clear’ being given, an objection was lodged by Jockey R Rueven, the rider of LUCK HAPPY placed 2nd horse against EMPIRE BAY (SS Vanan) being declared the winner on grounds of alleged interference at the final 100M.

After considering all the evidence and viewing the films, the Panel of Stewards were of the opinion that the alleged interference did not affect the results of the race.   The objection was overruled and the Judges’ placings stood.

Jockey SS Vanan, the rider EMPIRE BAY was shown the vision of the incident and was advised to exercise greater care under similar circumstances in future.

Jockey J Low was examined by the Club Medical Officer and was certified fit.

The Panel of Stewards questioned Trainer Peter Lee, the trainer of EMPIRE BAY as to the improved performance of EMPIRE BAY today.  He stated that the gelding had been working well and he could offer no further explanation.
