RACE 1 (R023) MAIDEN – 1400m(lc)

OVERLORD which was down 16kgs and COMECATCHME which was up 22kgs in body weight since their last run, were checked by the Club Veterinary Surgeon prior to the race and were passed fit to start.

The Panel of Stewards confirmed that Jockey J Daniel was entitled to claim 2kgs which was not shown on this race card and in Race 5 and 8.

WALTERS BAY (App I Firdzriel) jumped away awkwardly outwards, taking COMECATCHME (SS Vanan) out onto OVERLORD (KC Wong) which in turn, was bumped by FIRST SUCCESS (J De Souza). OVERLORD lost ground in this incident and showed no pace despite being urged.

MAT SMART (J Daniel) which was racing greenly, made awkward strides passing the 1300M.

INVICTUS WARRIOR (HS Gill) raced keenly in the middle stages of the race and had to be steadied on several occasions.

INVICTUS WARRIOR laid in away from the whip passing the 150M and approaching the 50M, had to be steadied.

Approaching the finish, UNSHADOWED GENERAL (SU Lim) laid out away from the whip, taking MAT SMART and D’GREAT CHANCE (R Rueven) wider on the track. Jockey SU Lim, the rider of UNSHADOWED GENERAL was shown the vision of the incident and was advised to exercise greater care under similar circumstances in future.

Post-race veterinary examinations of OVERLORD, INVICTUS WARRIOR and FIRST SUCCESS revealed no obvious abnormality.

RACE 2 (R024) CLASS 5(B) – 1400m(lc)

MAGICAL TALENT and SNOW DANCER, both course scratching as they had sustained a bruised near fore fetlock and bruised both hind fetlock respectively, will each be required to pass a veterinary examination before being declared to race again.

SWIFT (S Salee) was examined by the Club Veterinary Surgeon behind the barriers and was passed fit to start.

Jockey SS Vanan, the rider of ROOTER who was kicked by MAYWEATHER (App S Saddam) behind the barrier, was examined by the Club Medical Officer and was passed fit to ride.

RED EASTERN (HS Gill) jumped away awkwardly and shortly after the start, shifted in, resulting in SWIFT being tightened onto MAYWEATHER which also had to be steadied.

THE MILLIONAIRE (App R Lingarajan) raced wide from the 800M until entering the straight.

ELITE GUSTAVO (App CK Khaw) had to steady passing the 1200M to avoid the heels of SEMIFREDDO (App S Hafis), when taken in by GET THE LOTSKI (Z Khairil).

App S Saddam, the rider of MAYWEATHER reported that his mount was not striding out freely. A post-race veterinary examination of MAYWEATHER revealed no obvious abnormality. The gelding which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.

A post-race veterinary examination of THE MILLIONAIRE revealed no obvious abnormality.

The Club Veterinary Surgeon reported that ROOTER (SS Vanan) returned with a bruised left elbow and as such, will be required to pass a veterinary examination before being declared to race again.

RACE 3 (R025) CLASS 5(A) – 1400m(lc)

CHERISH which was up 15kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

Jockey Z Khairil who was kicked by another runner behind the barriers, was examined by the Club Medical Officer and was declared unfit to ride. He was stood down for the remainder of his engagements today. As such, the Panel of Stewards ordered the withdrawal of SASA LADY at 2.57pm.

GOLD COAST CAPTAIN (HK Cheng) was examined by the Club Veterinary Surgeon behind the barriers and was passed fit to start.

CHERISH (KC Wong) was slow to begin when the gates were released and lost ground.

Jockey C Goon, the rider of LIM’S BULLET reported that his mount was not striding out freely. A post-race veterinary examination of LIM’S BULLET revealed no obvious abnormality. The gelding which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.

RACE 4 (R026) CLASS 5(B) – 1600m(lc)

TOP TURF which was up 17kgs and RAMZES which was down 21kgs in body weight since their last run, were checked by the Club Veterinary Surgeon prior to the race and were passed fit to start.

The Panel of Stewards permitted Jockey M Yusri to replace Jockey Z Khairil as the rider of POLO MASTER when the latter was medically stood down.

RAMZES (S Salee) was examined by the Club Veterinary Surgeon behind the barriers and was found to be lame off fore. The Panel of Stewards ordered its withdrawal at 3.24pm and as such, the gelding will be required to pass a test (1000M/vet) before being declared to race again.

Acting on veterinary advice that POLO MASTER (M Yusri) which was fractious and had sustained a bruised left flank, the Panel of Stewards ordered its withdrawal at 3.28pm and as such, the gelding will be required to pass a veterinary examination before being declared to race again.

JUSTICE GRACE (J Chuah) which was difficult to be loaded, was withdrawn by order of the Panel of Stewards at 3.33pm and will be required to pass one starting stall test before being declared to race again.

MAGICAL PARK (KC Wong) jumped away awkwardly and slow to begin.

ELITE KINGDOM (C Goon) was slow into stride.

A post-race veterinary examination of ELITE KINGDOM revealed that the gelding returned with epiglotic entrapment and as such, will be required to pass a test (1000M/vet) before being declared to race again.

ASTRA, a course scratching as it had nail bind off fore foot, will be required to pass a veterinary examination before being declared to race again.

HAPPY SIXTYSIX which was up 26kgs in body weight since their last run, were checked by the Club Veterinary Surgeon prior to the race and were passed fit to start.

HAPPY SIXTYSIX (App S Hafis) jumped away awkwardly.

LIM’S PERSHING (SU Lim) pulled hard in the middle stages of the race and was difficult to settle.

PENTAGON (WK Yan) raced wide from the 700M to the 500M.

Jockey J Daniel, the rider of KING POWER reported that his mount was not striding out freely. A post-race veterinary examination of KING POWER revealed no obvious abnormality.

Post-race veterinary examinations of PARTY GIRL (HS Gill) and HAPPY START (HK Cheng) revealed no obvious abnormality.

RACE 6 (R028) CLASS 5(B) – 1000m(sc)

ALAN, a course scratching as it had sustained a nail prick near fore foot, will be required to pass a veterinary examination before being declared to race again.

NEVERUNCONDITIONAL (HS Gill) jumped away awkwardly.

The saddle on DETERMINE TO WIN (WK Yan) slipped backwards shortly after the start, which was confirmed by the Panel of Stewards.

DETERMINE TO WIN rolled in passing the 900M and as a result, tightened NEVERUNCONDITIONAL onto DARK EXPRESS (SU Lim) which lost its position. After viewing the films and considering the saddle on DETERMINE TO WIN had slipped, placing its rider at a disadvantage, the Panel of Stewards took no further action.

Prior to the ‘All Clear’ being given, an objection was lodged by Jockey HS Gill, the rider of NEVERUNCONDITIONAL placed 4^th against DETERMINE TO WIN (WK Yan), placed 2^nd on grounds of alleged interference from the 900M to the 800M. After considering all the evidence, the Panel of Stewards were of the opinion that the alleged interference had not affected the result of the race. The objection was overruled and the Judge’s results stood.

Post-race veterinary examinations of SUPER GOOD (KC Wong) revealed no obvious abnormality.

MR DREYFUSS (App S Saddam) was examined by the Club Veterinary Surgeon behind the barriers and was passed fit to start.

MIGHTY PHOENIX (App I Firdzriel) stood as the gates were released and lost ground.

SOLID BRISK (App S Hafis) and FRANCES (App L De Souza) were slow into stride.

MAGIC RANGER (App CT Lee) jumped away awkwardly and shifted out, causing SOLID BRISK to check and lost its position and MR DREYFUSS to be taken wider. MAGIC RANGER continued to hang out severely and raced wide throughout from the 900M until entering the straight. MAGIC RANGER which raced very ungenerously, will be required to pass a test (1000M/vet) before being declared to race again.

Passing the 800M, MIGHTY PHOENIX laid out, causing SOLID BRISK to race wider.

Jockey R Rueven, the rider of RAPTOR reported that his mount was not striding out freely.

Post-race veterinary examinations of MIGHTY PHOENIX and RAPTOR (R Rueven) revealed no obvious abnormality.

STAGESHOW which was up 26kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

SING ROULETTE (M Yusri) and CASH IS KING (App I Firdzriel) were both slow to begin.

Jockey J Daniel, the rider of EMIRATES WARRIOR reported that his mount was not striding out freely. A post-race veterinary examination of EMIRATES WARRIOR revealed that the gelding had returned with severe lameness off fore and as such, will be required to pass a test (1000M/vet) before being declared to race again.

Post-race veterinary examinations of STAGESHOW (C Goon) and MON ENERGY (SU Lim) revealed no obvious abnormality.

MYSTIC MASTER which was up 17kgs and POMP which was down 21kgs in body weight since their last run, were checked by the Club Veterinary Surgeon prior to the race and were passed fit to start.

The Panel of Stewards permitted Jockey HS Gill to replace Jockey Z Khairil as the rider of NOVA RANGER when the latter was medically stood down.

CRAZY DREAMS (App WW Cheah) which dislodged its rider behind the barriers and ran a considerable distance, was withdrawn by the Panel of Stewards at 6.06pm. The gelding will be required to pass one starting stall test before being declared to race again.

SPEEDY DEMON (S Salee) which was fractious and cast its leg in the barrier partition, was withdrawn by order of the Panel of Stewards at 6.08pm on veterinary advice. The gelding will be required to pass one starting stall test before being declared to race again.

STIRLING (C Goon) had to steady shortly after the start to avoid the heels of ALWAYS D’GREAT (J De Souza).

Post-race veterinary examinations of MY FIRST MILLION (App P Mogun) revealed no obvious abnormality.

RACE 1 (R1448) CLASS 5(A) – 1100m(str) BALLISTIC 2000 HANDICAP

CLASSIC KING (App S Rosmizan) jumped away awkwardly.

HIGHLAND FALCON (J De Souza) and GHOST SPIRIT (S Anandan) bucked on jumping away.

POWER EXPRESS (App SN Shiva) had to be steadied racing to the 400M, when SUNTZU (Z Khairil) shifted out for clear running. Jockey Z Khairil, the rider of SUNTZU was shown the vision of this incident and advised to exercise greater care under similar circumstances in future. He was also warned for dropping his whip at about the 300M.

Jockeys J Chuah and R Rueven, the riders of STAR CHOICE and DON’T FORGET THIS respectively, both reported that their mounts were not striding out freely. Post-race veterinary examinations of STAR CHOICE and DON’T FORGET THIS revealed no obvious abnormality.

App S Saddam, the rider of LOYALTY’S ANGEL reported that his mount could not handle the going today.

Post-race veterinary examinations of HIGHLAND FALCON and GOLDEN ROOSTER revealed no obvious abnormality. GOLDEN ROOSTER was impounded.

The Panel of Stewards questioned Jockey HS Gill, the rider of GOLDEN ROOSTER into that gelding’s poor performance today. He stated that he did not think GOLDEN ROOSTER was suited by the straight course and the soft going today. His explanations were noted. Trainer PK Leong, the trainer of GOLDEN ROOSTER stated that in his opinion, the gelding could not handle the going today.

The Panel of Stewards also questioned Trainer F Maynard, the trainer of SUNTZU as to the gelding’s improved performance today. He explained that SUNTZU had suffered interference at its previous start and he felt that the gelding is better-suited on a straight course and expected to run a good race. His explanations were noted.

READY TO SMILE (App L De Souza) jumped away awkwardly and was slow into stride.

PURPLE RAIN LADY (Z Khairil) and LEON (S Muniandy) bumped on jumping away.

SECOND CHANCE (App S Saddam) jumped away awkwardly and shortly thereafter, had to check to avoid the heels of WEATHER MAN (J De Souza) and as a result, App S Saddam became unbalanced for a short distance.

The Club Veterinary Surgeon reported that READY TO SMILE bled and as such, the mare will be barred from racing for a period of three (3) months under MRA Rule 92(3)(a)&(b) and thereafter, will be required to pass a bleeder’s test before being declared to race again.

L’APPRENTI SORCIER, a course scratching as it had sustained multiple small cuts, will be required to pass a veterinary examination before being declared to race again.

As there is no suitable senior rider available, the Panel of Stewards permitted App CK Khaw to replace Jockey KC Wong as the rider of SACRED EMPIRE.

Heavy rain fell prior to and during the running of this race and the state of track was down-graded to ‘Heavy.’

HUSSONATOR (App L De Souza) and ARIF (App S Rosmizan) jumped away awkwardly.

TIME ODYSSEY (S Salee) and EL TORDILLO (S Anandan) which both raced poorly, will each be required to pass a test (1000M/vet) before being declared to race again.

Post-race veterinary examinations of D’GREAT TIMING (J Low), HUSSONATOR and TILSWORTH JACOBI (R Rueven) revealed no obvious abnormality.

All riders returned an average of 1kg over.

Following the running of this race, a delegation of Riders and Trainers approached the Panel of Stewards with respect to the safety issue concerning the state of the track. The Panel of Stewards advised all riders that Race 6 is on the 1000M short course. All riders of Race 6 agreed to ride.

The Panel of Stewards permitted Jockey HK Cheng to replace Jockey Z Khairil as the rider of ODE TO JOY when the latter was medically unwell and was stood down by the Club Medical Officer.

CELERITAS (B Pinheiro) and OK KID (R Shafiq) jumped away awkwardly.

LIM’S CASINO (SU Lim) raced keenly in the early stages of the race.

RELAU STAR (App S Saddam) shifted in under pressure approaching the 200M and had to be steadied to avoid the heels of LIM’S CASINO and then, shifted out to obtain a clear running.

Following the running of Race 6, the Panel of Stewards heard representations from a delegation of riders in respect to the racing conditions. After consideration, the Panel of Stewards abandoned the remainder of the races.

PHAN NEE STAR which was up 23kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

Acting on veterinary advice that RAIDEN HERO was lame near fore, the Panel of Stewards ordered its withdrawal at 1.15pm. The gelding will be required to pass a test (1000M/vet) before being declared to race again.

GRIDIRON (HS Gill) was slow to begin.

PURAVI (App S Saddam) stood when the gates were released and lost ground.

App S Saddam, the rider of PURAVI was fined the sum of RM250/- under MRA Rule 152(5)(a) for negligence for dropping his whip at about the 400M.

Jockey J Chuah, the rider of DETERMINE TO WIN reported that his mount was not striding out freely. A post-race veterinary examination of DETERMINE TO WIN revealed no obvious abnormality.

Jockey HS Gill, the rider of GRIDIRON reported that his mount could not handle the going today.

RACE 2 (R1442) CLASS 5(B) – 1400m(lc) DYNAMITE TRIO 1992 HANDICAP

SING ENERGY (HS Gill) and MAGICAL PARK (SU Lim) were slow to begin.

Passing the 1200M, SPARKLER (R Shafiq) over-raced and had to be checked to avoid the heels of MAGICAL PARK and then continued to over-race and thereafter, raced wide from the 700M until entering the straight.

SING ENERGY raced wide from the 700M until entering the straight.

Prior to the ‘All Clear’ being given, an objection was lodged by App J Daniel, the rider of QUEEN FORCE placed 2^ND against MR O’REILLY (J Low), being declared the winner on grounds of alleged interference at about the 150M. After considering all the evidence, the Panel of Stewards were of the opinion that the alleged interference had affected the results of the race. The objection was upheld and the results were amended as follows:-

MAJOR GREEN (HK Cheng) raced wide from the 800M until entering the straight.

Post-race veterinary examinations of RACING MAN (App S Saddam) and SEMIFREDDO (Z Khairil) revealed no obvious abnormality and MAJOR GREEN returned broken-winded. As such, MAJOR GREEN will be required to pass a test (1000M/vet) before being declared to race again.

The Panel of Stewards questioned Trainer K Coetzee, the trainer of MORALES into the gelding’s improved performance today. Trainer K Coetzee could offer no explanation, apart that he had advised App CT Lee to be more aggressive on the gelding. His explanations were noted.

RACE 5 (R1445) RESTRICTED MAIDEN – 1000m(sc) KING’S SEAL 1993 STAKES [3YO’s ONLY] [WEIGHT-FOR-AGE]

CALM AND TRANQUIL (R Shafiq) which was difficult to be loaded, broke free at the barriers, ran a considerable distance and after being captured, was withdrawn by order of the Panel of Stewards at 3.54pm. CALM AND TRANQUIL will be required to pass a test (1000M/vet) before being declared to race again.

BAOYE CHAMPION (App S Saddam) jumped away awkwardly and veered inwards sharply, losing considerable ground, will be required to pass a test (1000M/vet) before being declared to race again.

MAESTRO ECLIPSE (J Low) raced greenly in the straight.

Jockey Y Aify, the rider of RAGNAR dropped his whip at about the 100M and was warned that a repetition may lead to a penalty being imposed in future.

Post-race veterinary examinations of TILSWORTH MICK (R Rueven) and BAOYE CHAMPION revealed no obvious abnormality.

Shortly after the start, the saddle on NOVA FALCON (Y Aify) slipped forward, placing its rider at a disadvantage throughout the race.

Passing the winning post on the first occasion, Jockey KC Wong, the rider of MOMENT OF JUSTICE was dislodged. An Inquiry into this incident will be held on a date to be fixed.

At about the 300M, LITTLEBITOFJOY (App S Hafis) rolled out and brushed SHOQEET(B Pinheiro) and over the concluding 100M, SHOQEET shifted in, taking LITTLEBITOFJOY inwards.

Jockey KC Wong, the rider of MOMENT OF JUSTICE was exempted from weighing in and was stood down by the Club Medical Officer. He was subsequently sent to hospital for observations.

NOVA DASHING (B Pinheiro) and RAISE ME UP (App P Haris) both jumped away awkwardly and lost ground.

SING DARCI (HS Gill), ARECIBO (App L De Souza) and MAGICAL TALENT (App WW Cheah) stood when the gates were released and lost ground.

KEEN DRAGON (App S Rosmizan) had to be steadied passing the 1200M, got its head up and lost ground.

Post-race veterinary examinations of SING DARCI and ROBBEN (S Salee) revealed no obvious abnormality and SOLID BRISK (App S Hafis) returned lame off fore. As such, SOLID BRISK will be required to pass a test (1000M/vet) before being declared to race again.

PRTC Official Barrier Practice on Tuesday, 12 November 2019

MY FIRST MILLION (H133), trained by Trainer Peter Lee which was difficult and could not be boxed, had to be withdrawn during the above official barrier practice and as such, will be required to pass a test (one starting stall test) before being declared to race again.

PRTC Trackwork – Tuesday, 12 November 2019

Trainer Evert van Breukelen was fined RM250/- for negligence under MRA Rule 152(5)(a) for presenting RACER KING (N572) with the wrong training saddle cloth number for trackwork on Tuesday, 12th November 2019 at 8.15am during the Perak November (Coronation Cup) Meeting 2019.

PRTC Trackwork – Thursday, 14 November 2019

Senior Track Rider Magendran A/L Gunasilan (STR.106) was fined RM250/- under MRA Rule 152(5)(a) for negligence in that he rode PURAVI (C430) on the No.1 Straight Course track on Thursday, 14 November 2019 at 8.50am, which was designated as closed for trackwork.

Trainer Peter Lee, the employing Trainer of STR Magendran A/L Gunasilan (STR.106) was advised by the Panel of Stewards on Thursday (14/11/2019) at 11.00am that an Inquiry into the conduct of STR Magendran A/L Gunasilan will be held at a date to be fixed and STR Magendran A/L Gunasilan will be stood down from all duties until the conclusion of the inquiry.

At the conclusion of an Inquiry today, Senior Track Rider Magendran A/L Gunasilan (STR.106) in the presence of his employing trainer, Trainer Peter Lee, pleaded guilty to a charge for misconduct under MRA Rule 152(5)(a) in that he was argumentative and disrespectful to the Stewards at the Stable Block 15A, Perak Turf Club at about 9.15am on Thursday, 14^th November 2019.

When deciding on a penalty, the Panel of Stewards took into consideration his record, guilty plea and the mitigating factors by his employing trainer, Trainer Peter Lee. Senior Track Rider Magendran A/L Gunasilan was fined the sum of RM1,000/= and was also required to provide a urine sample for analysis. He was also advised of his right of appeal (12.20pm).

The Panel of Stewards inquired into a report from the PRTC Security Department that staff employed by Trainer S Edwards [Track Rider Muhamad Aiman bin Abdul Roni (MRA Pass No.TR.99) and Syce Anwar (MRA Pass No. S.898)] had entered PRTC compound near the ‘A’ gate entrance at about 11.16pm on 15^th November 2019, when they were not authorized to do so.

Trainer S Edwards was charged under MRA Rule 33(1) as read with MRA Rule 152(5)(a) in that it is his responsibility to ensure that his staff do not misconduct themselves. He was fined the sum of RM200/=

The report dated 14th November 2019 (V19/141) from the Chief Analyst of USains Biomics Laboratory stated that 43 bottles of coded urine samples and 53 sets of coded blood samples from the above mentioned race meeting were received on 4th November 2019 for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

GENERAL REPORT – SLTC

RACE 1 (R1404) CLASS 5 (B) – 1300M (LONG COURSE B), SATURDAY, 9 NOVEMBER 2019, SELANGOR TURF CLUB NOVEMBER SPECIAL MEETING 2019

The Stewards, on 12 November 2019 at the Selangor Turf Club, concluded an inquiry into the riding of SATELLITE GENIUS. Evidence was taken from Jockey S Ruzaini and Trainer S Edwards, the rider and trainer of SATELLITE GENIUS respectively.

Jockey S Ruzaini, the rider of SATELLITE GENIUS, was found guilty of a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The particulars of the charge were that:

In the opinion of the Stewards, he failed to ride in a positive manner from the start to take up a more prominent position;
Passing through the 600M, he made no endeavour to shift out or improve his position when able to do so;
The Stewards considered that his whip use and his manner of riding SATELLITE GENIUS out in the straight were not consistent with what the Stewards considered his proper normal riding style.

In assessing the penalty, the Stewards took into consideration Jockey S Ruzaini’s previous riding record and his submissions on penalty. Jockey S Ruzaini was suspended from riding in races for a period of three (3) months with immediate effect from 12 November 2019 and to expire on 11 February 2020, both dates inclusive, to be served consecutively with any other penalty. He was also fined RM20,000/- and advised of his Right of Appeal (3:45pm).

Jockey S Ruzaini subsequently exercised his right of appeal and applied for a Stay of Sentence, which was not granted. The Appeal will be held at a date to be fixed.

RACE 11 (R1414) CLASS 5 (B) – 1300M (LONG COURSE B), SATURDAY, 9 NOVEMBER 2019, SELANGOR TURF CLUB NOVEMBER SPECIAL MEETING 2019

The Stewards, on 12 November 2019 at the Selangor Turf Club, inquired into the riding of SHENBAO. Evidence was taken from Jockey S Ruzaini, the rider and trainer of SHENBAO respectively.

Jockey S Ruzaini, the rider of SHENBAO, pleaded guilty to a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The particulars of the charge were that:

He restrained SHENBAO in the early part of the race when there was no need to do so, given the idiosyncrasies of the mare;
He made no effort to obtain a position close to the fence or take up a better position between the 1000M and the turn into the straight.
His riding of SHENBAO with the whip action were not consistent with what the Stewards know as his normal positive manner.

In assessing the penalty, the Stewards took into consideration Jockey S Ruzaini’s previous riding record, guilty plea and his submissions on penalty. Jockey S Ruzaini was suspended from riding in races for a period of three (3) months with effect 12 February 2020 and to expire on 11 May 2020, both dates inclusive, to be served consecutively with any other penalty. He was also fined RM10,000/- and advised of his Right of Appeal (3:47pm).

Jockey S Ruzaini subsequently exercised his right of appeal and applied for a Stay of Sentence, which was not granted. The Appeal will be held at a date to be fixed.

MONDAY, 11 NOVEMBER 2019, SELANGOR TURF CLUB

The Stewards placed an embargo on App S Zulfikri for him to only accept rides at 53kgs and above.

Jockey KC Wong (PANCA DELIMA) stated that he had been instructed to ride in second or third position but had to push PANCA DELIMA to go forward with the gelding hanging outwards near the 1000M, finishing wide on the track. He believed that PANCA DELIMA may have broken down and had not ridden it out in the straight.

ARTEMISTER (App P Mogun) had to be steadied and lost its position racing to the 800M, when EMPIRE BAY (HK Cheng) rolled out and at the same time, SING DARCI (HS Gill) rolled in.

App S Saddam, the rider of BALL AND CHAIN dropped his whip at about the 400M and he was warned that a repetition may lead to a penalty being imposed.

The Panel of Stewards questioned Trainer S Shanmugam into the improved performance of BALL AND CHAIN today. Trainer S Shanmugam explained that the gelding is better-suited by the going today and the extra distance, as against its last start. His explanations were noted.

Post-race veterinary examinations of GOLD COAST CAPTAIN (KC Wong), JEFFREY and RACING MAN (Y Aify) revealed no obvious abnormality and ARTEMISTER returned with respiratory distress. As such, ARTEMISTER will be required to pass a test (1000M/vet) before being declared to race again.

INVICTUS WARRIOR (KC Wong) had to be steadied racing to the 1300M, when bumped by D’GREAT LOVE (App L De Souza) which was taken in by OSCAR ECLIPSE (J Low) due to NOT USUAL PRINCE (HS Gill) shifting in. Jockey HS Gill, the rider of NOT USUAL PRINCE was shown the video of the incident and advised to exercise greater care under similar circumstances in future.

The breastcheck on INVICTUS WARRIOR broke passing the 1200M and as a consequence, the saddle slipped back, placing its rider at a disadvantage for the remainder of the race.

Jockey S Salee, the rider of SHREDDER reported that his mount was not striding out freely. A post-race veterinary examination of SHREDDER revealed no obvious abnormality.

The Panel of Stewards questioned Jockey SU Lim, the rider of INDOMITABLE SPEED in the presence of Trainer Evert van Breukelen, into his ride. Trainer Evert van Breukelen explained that his instructions were to be midfield and in his opinion, INDOMITABLE SPEED is better-suited in firmer going and longer distance. Jockey SU Lim explained that after the incident at the 1300M, he was unable to carry out his instructions and passing the 800M, he came back and shifted in to avoid being caught wide and that in the straight, INDOMITABLE SPEED had a tendency to shift ground outwards. He also explained that the gelding only responded to his whip-riding fairly. After considering all evidence and reviewing the video, the Panel of Stewards advised Jockey SU Lim that he must ride all his mounts so as to leave no room for query. Trainer Evert van Breukelen’s explanations were noted.

The Appellate Panel of Stewards heard the above appeal on Tuesday, 5th November 2019.

After hearing submissions from App R Ruwaidy, in the presence of his Employing Trainer, Mr. C Robert and the Acting Chief Stipendiary Steward, Mr. Philip Anderson, the Appellate Panel dismissed the appeal, however, the fine of RM20,000/- was reduced to RM10,000/- and App R Ruwaidy’s deposit forfeited.

The Panel of Stewards questioned Trainer K Coetzee and Jockey HS Gill, the trainer and rider of SING DARCI respectively into the gelding’s poor performance today. Jockey HS Gill stated that SING DARCI jumped fairly, but never handled the going and was very disappointing today. Trainer K Coetzee explained that in its previous start, the gelding was drawn a wide barrier and today, from a good barrier draw, he was surprised SING DARCI did not jump better and he agreed that the gelding could not handled the going today. Trainer K Coetzee was advised that if he finds anything amiss with the gelding during the week, he must report back to the Stewards. SING DARCI which raced poorly, will be required to pass a test (1000M/Vet) before being declared to race again and was impounded.

GOLDEN ROOSTER, a course scratching as it had sustained a bruised off fore sole, will be required to pass a veterinary examination before being declared to race again.

THE JEWELLER which was up 18kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

The Panel of Stewards ordered the withdrawal of JABBAR (J De Souza) at 2.12pm acting on veterinary advice that the gelding was lame near fore. JABBAR will be required to pass a test (1000M/Vet) before being declared to race again.

SWISS ROLL (App S Hafis) which was difficult to be loaded, was withdrawn by order of the Panel of Stewards at 2.22pm. The mare will be required to pass one starting stall test before being declared to race again.

BANGALORE (App A Suriya) was slow to begin.

GOLDEN STATES (App P Haris) jumped away awkwardly and shifted onto D’GREAT OCEAN (AK Lim) which lost its position.

BALL AND CHAIN and GOOD BROTHER, both course scratching as they both had sustained a bruised off fore sole and GOLD SEAL which had sustained bruised hips on both sides, will each be required to pass a veterinary examination before being declared to race again.

SWIFT (HK Cheng) was examined by the Club Veterinary Surgeon behind the barriers and was passed fit to start.

ACIPENSER (HS Gill) was slow to begin.

EASTERN TOWKAY (R Shafiq) broke down at about the 50M, dislodging its rider. Jockey R Shafiq was exempted from weighing in and was examined by the Club Medical Officer who certified him unfit and was medically stood down.

A post-race veterinary examination of EASTERN TOWKAY revealed that the gelding fractured its near fore mid-cannon bone and was humanely-euthanized.

Jockey SU Lim, the rider of ONE O NINE reported that his mount was not striding out freely. A post-race veterinary examination of ONE O NINE revealed that the gelding had respiratory distress and as such, will be required to pass a test (1000M/Vet) before being declared to race again.

The Panel of Stewards question Trainer SY Lim, the trainer of FLY HIGH into the gelding’s improved performance today. He explained that FLY HIGH was down 11kgs from its last racing weight and he was surprised with FLY HIGH’s performance and thought that the gelding may be suited by soft track condition today. His explanations were noted.

Following the running of this race, a delegation of Jockeys approached the Panel of Stewards and stated that after heavy rainfall during the previous race, they considered the track conditions deteriorated and were not prepared to continue riding. The Panel of Stewards then called representations from Trainers who stated that they supported the Jockeys’ views. The Panel of Stewards then advised that Race 7 was on a short course and the Jockeys after consideration, agreed to ride in Race 7 and review the situation after Race 7.

After the running of this race, the Panel of Stewards heard another delegation from the Jockeys who advised that they were not prepared to continue to ride. After consideration, the Panel of Stewards abandoned the remainder of the races at 5.10pm, due to the inclement weather and the state of the track.

GENERAL REPORT – PRTC

The following horses had undergone corrective surgery at PRTC Equine Hospital between 22nd August 2019 to 21st September 2019 and as such, will each be required to pass a Steward’s Embargo Test before being declared to race again:-

1. PULAU PINANG (H207) – Tr C Robert – Arthroscopy left knee – 1000M/Vet

2. READY TO CHEERS (E211)- Tr R Lines – Arthroscopy left hind fetlock- 1000M/Vet

The Panel of Stewards inquired into a report from the PRTC Security Department that syces employed by Trainer W Lim [Syces Muhamad Zaidi bin Zainal (MRA Pass No.S.708), Muhammad Faris Imadi bin Saupi (MRA Pass No. S.922) and Mohamad Amir bin Zakaria (MRA Pass No. S.594)] and Trainer S Siva (Syce Mohamad Irfan bin Abdullah – MRA Pass S.734) had entered PRTC compound near the ‘A’ gate entrance at about 10.10pm on 10^th October 2019, when they were not authorized to do so.

Trainers W Lim and S Siva were both charged under MRA Rule 33(1) as read with MRA Rule 152(5)(a) in that it is their responsibility to ensure that their staff do not misconduct themselves. Trainer W Lim was fined the sum of RM300/= and Trainer S Siva was fined the sum of RM100/=.

GENERAL REPORT – SLTC

TUESDAY, 8 OCTOBER 2019, SLTC OFFICIAL BARRIER TEST

A post-trial veterinary examination of L’APPRENTI SORCIER revealed that it returned exhibiting signs of respiratory distress and as such will be required to pass a 1000M/vet test before being declared to race again.

RACE 5 (R1239) METRO A – 1700M (SHORT COURSE A), SINGAPORE POOLS TROPHY, SUNDAY, 29 SEPTEMBER 2019, SELANGOR TURF CLUB SEPTEMBER MEETING 2019

Jockey Y Aify (OUT OF NOWHERE) subsequently exercised his right of appeal and applied for Stay of Sentence, which was granted. The Appeal hearing will be held at a date to be fixed.

AMENDMENT

RACE 8 (R1274) CLASS 5 (A) – 1200M (SHORT COURSE A), SUNDAY, 6 OCTOBER 2019, SELANGOR TURF CLUB OCTOBER MEETING 2019

At the conclusion of an inquiry, Jockey KC Wong, the rider of YES BOSSY, was found guilty of a charge of careless riding under MRA Rule 44(9)(a)(ii) in that whilst riding YES BOSSY at the 400M, he caused JUBILATION (App N Varmah) to be restrained.

In assessing the penalty, the Stewards took into consideration Jockey KC Wong’s mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of three (3) Malaysian race days with effect from 14 October 2019 and to expire on 2 November 2019, both dates inclusive. Acting on the provisions of MRA Rule 48(5), the Stewards deferred the commencement of his suspension. He was advised of his Right of Appeal (6:35pm).

AMENDMENT

INQUIRY IN RELATION TO URINE SAMPLE CODED “J-4127” WHICH WAS TAKEN ON 21 SEPTEMBER 2019 AT THE SELANGOR TURF CLUB SEPTEMBER SPECIAL MEETING 2019 AND WAS FOUND TO CONTAIN “FUROSEMIDE”, WHICH IS A PROHIBITED SUBSTANCE IN TERMS OF MRA RULES

The Stewards concluded an inquiry into the above matter on 11 October 2019 at the Selangor Turf Club. Evidence was taken from App M Akmazani, in the presence of his Employing Trainer, Trainer F Maynard.

At the conclusion of the inquiry, App M Akmazani pleaded guilty to a charge under MRA Rule 136(3)(b) and the particulars of the charge were that a urine sample coded “J-4127” submitted by him on 21 September 2019 at the Selangor Turf Club September Special Meeting 2019, on analysis, revealed the presence of “furosemide”, which is a prohibited substance under the MRA Rules.

In deciding on penalty, the Stewards took into account the nature of the drug, his clean record and his guilty plea. App M Akmazani was suspended for a period of three (3) months backdated with effect from 22 September 2019 and to expire on 21 December 2019, both dates inclusive. He was advised of his Right of Appeal (3:16pm).

REPORT OF ANALYSIS ON CLEARING SAMPLE

A Clearing Sample taken from App M Akmazani on 6 October 2019, was analysed by USAINS BIOMICS [report dated 10 October 2019 (V19/130)] and reported to be negative to prohibited substances.

TUESDAY, 10 OCTOBER 2019, SLTC TRACKWORK

Trainer S Edwards was fined RM250/- for negligence under MRA Rule 152(5)(a) for contravening the SLTC Track Regulations for presenting BLUE DANUBE (R579) for slow work on the grass track during trackwork.

RACE 7 (R1230) STAYER STAKES C – 2000M (SHORT COURSE A), THE ROYAL BANGKOK SPORTS CLUB TROPHY, SATURDAY, 28 SEPTEMBER 2019, SELANGOR TURF CLUB SEPTEMBER MEETING 2019

The Stewards, on 4 October 2019 at the Selangor Turf Club, concluded an inquiry into the tactics and the riding of runners in the above race with the exception of the winner, SING EXPRESS (HS Gill). Evidence was taken from Jockey Y Aify and Trainer L Moy (TARZAN), Jockey J Low and Trainer SY Lim (SUNNY), Jockey KC Wong (ENCOSTA ZONE), Jockey B Pinheiro (MOONSHINE MISTRESS), Trainer S Edwards, Jockey S Ruzaini (NOVA SPIRIT), Jockey AK Lim (SHANGHAI NIGHTS), App A Suriya (WEATHER MAN), Trainer C Leck and Jockey R Shafiq and Trainer S Dunderdale (FIRST SUCCESS).

The Stewards relied on first extrapolated data of sectional times of individual runners collated from the patrol videos of the race. It was established that several runners had limited or no experience over the distance of 2000M. Whilst the sectional times run by SING EXPRESS (HS Gill) in winning were substantial, his winning time was outside the track record for 2000M (short course). Primarily, the Stewards focused on the reason that the entire field sat some 20 lengths behind SING EXPRESS between the 1000M to the 800M.

The Stewards were satisfied that after runners were put under pressure at this stage, that one horse, FIRST SUCCESS (R Shafiq) was tiring from having been checked badly at the 1600M, and of the remainder, four (4) horses were being ridden forward with two (2) horses impeded for clear running at this stage.

The Stewards considered that they could not substantiate a charge against any individual rider for failing to improve their positions in the middle stages, however, issued a reprimand to Jockey S Ruzaini (NOVA SPIRIT) and Jockey Y Aify (TARZAN) which were running third and fourth passing the 800M, for failing to attempt to make ground when in a position to do so.

App P Haris was fined RM500/- for negligence under MRA Rule 152(5)(a) as read with MRA Rule 107(10) for failing to make the carded weight on NATURAL WATER. The Panel of Stewards permitted App S Rosmizan to replace him as the rider of NATURAL WATER.

SNAGGLE PUSS (M Hanif) commenced to lay out at about the 250M and as a result, SING ENERGY (HS Gill) and EMPIRE BAY (AK Lim) were taken outwards. Shortly thereafter, SNAGGLE PUSS continued to shift outwards under whip-riding. Jockey M Hanif, the rider of SNAGGLE PUSS was shown the vision of the incident and was advised to exercise greater care under similar circumstances in future.

ELUSIVE GENIUS, a course scratching as it had sustained a bruised near fore sole, will be required to pass a veterinary examination before being declared to race again.

CONSENSE which was up 17kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

As there is no suitable rider available, the Panel of Stewards permitted Jockey AK Lim to replace App L De Souza as the rider of MR EPIC, as the latter was certified unwell by the Club Medical Officer.

CLASSIC KING (App CT Lee) jumped away awkwardly.

MR EPIC (AK Lim) checked shortly after the start, when SWISS ROLL (App S Hafis) shifted in and at the same time, THE MILLIONAIRE (HK Cheng) was taken out by RANT AND RAVE (SS Vanan).

CLASSIC KING raced wide from the 700M until entering the straight.

Racing to the 500M, HANDSOME BAB (App CK Khaw) had to be steadied to avoid the heels of CHERON WARRIOR (SU Lim).

RANT AND RAVE had to be steadied racing to the 400M to avoid the heels of ROGER (Z Khairil).

Racing to the 300M, RANT AND RAVE had to be steadied to avoid the heels of EASY DANCER (B Pinheiro) and shifted out for a clear run.

ROGER shifted out over the final 100M, taking MR EPIC wider on the track. Jockey Z Khairil, the rider of ROGER was shown the vision of the incident and was advised to exercise greater care under similar circumstances in future.

At the conclusion of an Inquiry today, Jockey SU Lim, the rider of CHERON WARRIOR pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that at about the 250M, he shifted inwards when insufficiently clear of HANDSOME BAB, resulting in HANDSOME BAB having to check.

In assessing the penalty, the Panel of Stewards took into consideration Jockey SU Lim’s guilty plea and mitigating factors. Jockey SU Lim was suspended from riding in races for a period of two (2) Malaysian race days, effective from Monday, 26^th August 2019 and to expire on Sunday, 8^th September 2019, both dates inclusive. He was advised of his right of appeal (6.40pm).

Post-race veterinary examinations of CLASSIC KING and THE MILLIONAIRE revealed no obvious abnormality. CONSENSE (KC Wong) returned with respiratory distress and as such, the gelding will be required to pass a test (1000M & vet exam) before being declared to race again.

RACE 7 (R1039) – CLASS 5(B) – 1200M(sc) – 1st DAY, SATURDAY, 17th AUGUST 2019 – PERAK AUGUST MEETING 2019

The Panel of Stewards concluded an Inquiry today, Sunday, 25^th August 2019. Further evidence were taken from Trainer S Shanmugam, the trainer of REWARDING SMILE and App R Ruwaidy, the rider of REWARDING SMILE in the presence of his Trainer C Robert.

After considering all evidence and reviewing the videos of the race, App R Ruwaidy, the rider of REWARDING SMILE pleaded guilty to a charge under MRA Rule 44(10) for failing to ride the horse to the satisfaction of the Stewards in that:

The particulars of the charge are:

From the 300M, he unnecessarily restrained REWARDING SMILE until to about the 150M;
Over the final 50M, he failed to ride with sufficient vigour to the end of the race.

When deciding on the penalty, the Panel of Stewards took into account App R Ruwaidy’s riding records and mitigating factors. App R Ruwaidy was suspended from riding in races for a period of six (6) months with effect from Monday, 26^th August 2019 and to expire on Tuesday, 25^th February 2020, both dates inclusive. In addition, App R Ruwaidy was fined a sum of RM20,000/- (Malaysian Ringgit: Twenty Thousand Only). He was advised of his right of appeal (11.55pm).

RACE 8 (R782) OPEN MAIDEN (WFA) – 1400m (sc) DENTENTURIUS 1959 STAKES – 1st DAY – SUNDAY – 23rd JUNE 2019 – PERAK JUNE (GOLD VASE) MEETING 2019

The Panel of Stewards concluded an Inquiry into App R Lingarajan, the rider of MONEY & ME, in the presence of his trainer K Coetzee, who was dislodged at the 600M in the above race. After reviewing the video, it was established that App R Lingarajan lost the use of his off side iron whilst trying to ride out his mount, became unbalanced and was dislodged. No other riders were involved in this incident and as such, App R Lingarajan was advised to exercise greater care under similar circumstances in future.

Post-race veterinary examinations of RAMIFICATIONS (J Low) and DESTINY KNIGHT revealed no obvious abnormality.

The Panel of Stewards questioned App CT Lee into his ride on THE MILLIONAIRE in the presence of his stand-in Employing Trainer Bonny Ng and Trainer K Coetzee, the trainer of THE MILLIONAIRE, as to why App CT Lee got well back in the field. Trainer K Coetzee explained that his instructions were to be mid-field and after jumping with the field, THE MILLIONAIRE had became unbalanced at the start and as a result, App CT Lee had got further back than expected. App CT Lee explained that after the awkward start, the pace of the race was too fast for THE MILLIONAIRE and that was the reason he got back in the race. The Panel of Stewards after considering all evidence and reviewing the films, advised App CT Lee that he must ride in a manner to leave no room for query and that he must show more initiative in his rides.

RACE 5 (R1045) CLASS 5 (A) – 1400m (lc)

COLORADO PRINCE (App S Saddam) shifted out on jumping away and crowded QUEEN FORCE (HK Cheng) which had to check and lost its position.

ULTIMATE HERO (App R Ruwaidy) jumped away awkwardly.

COLORADO PRINCE had to be checked racing to the 800M when it laid out onto the heels of DAWN PROSPECT (F Yap) and as a consequence, when being checked, COLORADO PRINCE shifted out and bumped EMPIRE BAY (AK Lim).

EMPIRE BAY had to check to avoid the heels of FORTUNE SPIRIT (S Anandan) racing to the 600M when FORTUNE SPIRIT rolled in.

Approaching the 100M, ARTEMISTER (App P Mogun) shifted out and bumped SONIC-X (Z Khairil).

Jockey S Anandan, the rider of FORTUNE SPIRIT reported that his mount was not striding out freely. A post-race veterinary examination of FORTUNE SPIRIT revealed no obvious abnormality.

Prior to the ‘All Clear’ being given, an objection was lodged by Jockey Z Khairil, the rider of SONIC-X placed 4th against ARTEMISTER (App P Mogun), being declared the winner on grounds of alleged interference inside the final 200M. After considering all the evidence, the Panel of Stewards were of the opinion that the alleged interference had not affected the result of the race. The objection was overruled and the results stood.

At the conclusion of an inquiry today, App P Mogun, the rider of ARTEMISTER pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that over the final 100M, he shifted out when insufficiently clear of SONIC-X, resulting in SONIC-X having to check and shift ground inwards to obtain clear running.

In assessing the penalty, the Panel of Stewards took into consideration App P Mogun’s guilty plea and mitigating factors. App P Mogun was suspended from riding in races for a period of two (2) Malaysian race days, effective from Monday, 19^th August 2019 and to expire on 25^th August 2019, both dates inclusive. He was advised of his right of appeal (3.55pm)

Since the freshening up, PARTY GIRL had regained her conditions and had trialed well. Trainer K Coetzee further stated that he expected the mare to run a good race today. RACE 10 (R1014) CLASS 5 (A) – 1400M (SHORT COURSE A), SUNDAY, 11 AUGUST 2019, SELANGOR TURF CLUB AUGUST MEETING 2019

The Stewards, on 13 August 2019 at the Selangor Turf Club, concluded an inquiry into the riding of NOVA DASHING. Evidence was taken from Jockey AK Lim and Trainer S Siva, the rider and trainer of NOVA DASHING respectively.

When questioned, Trainer S Siva advised that after NOVA DASHING’s win on 23 June 2019, the horse had injured its forehead and had subsequently missed considerable work for about 9 months thereafter. Further, it had been ascertained that NOVA DASHING suffered from ulcers and had been medicated accordingly. He also said that he expected NOVA DASHING would take up a prominent position and hopefully lead, although having a wide barrier. He had been very disappointed in the performance of the gelding.

After assessing NOVA DASHING’s work regime and particularly its last piece of work on Wednesday, 31 July 2019, the Stewards instructed that NOVA DASHING be required to pass a 1000M/vet test before being declared to race again for having performed poorly. Further, both Trainer S Siva and Jockey AK Lim would be expected to give correct and concise evidence to all Stipendiary Stewards’ inquiries in future.
