RACE 1 (R0685) CLASS 5(A) – 1200m (lc) ADAGIO HANDICAP

STORM TO WIN and SUPER HERO, both are course scratching. STORM TO WIN had sustained sole bruised near fore whilst SUPER HERO had sustained bruised near fore fetlock. Each will be required to pass a veterinary examination before being declared to race again.

Acting on veterinary advice that FIRE AWAY (S Ruzaini) was lame near fore, the Panel of Stewards ordered its withdrawal at 1.11pm and the gelding will be required to pass a test (1000M/vet) before being declared to race again.

BAKUTEH (S Hafis) was slow into stride.

Near the 250M-mark, GEORGETOWN (R Rueven) had a tendency to shift in from the whip.

Jockey A Suriya, the rider of ELITE SAINT reported that his mount was not striding out freely. A post-race veterinary examination of ELITE SAINT revealed that the gelding had returned with respiratory distress and as such, will be required to pass a test (1000M/vet) before being declared to race again.

A post-race veterinary examination of GOLDEN CUP (Y Aify) revealed no obvious abnormality.

RACE 2 (R0686) CLASS 5 (B) – 1200m (lc) GLENGETTIE HANDICAP

WINNING SMILE, a course scratching as it had sustained bruised both fore fetlocks, will be required to pass a veterinary examination before being declared to race again.

App N Shahronnizam was fined RM250/- for negligence under MRA Rule 152(5)(a) as read with MRA Rule 44(2) for failing to arrive on-course at least one hour prior to his ride on SUPER WHIRLWIND in this race.

CHERISH (R Rueven) was examined by the Club Veterinary Surgeon behind the barriers and was passed fit to start.

USA CAPTAIN (AM Aizat) was slow to begin.

The Panel of Stewards opened an inquiry into the running and handling of USA CAPTAIN today. Evidence were taken from Jockey AM Aizat, the rider of USA CAPTAIN and Trainer K Coetzee, the trainer of USA CAPTAIN. After reviewing all angles of the race and taking all evidence into consideration, Jockey AM Aizat was charged for a contravention of MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The inquiry was adjourned to a later date to enable Jockey AM Aizat to produce his witness.

At approximately the 700M-mark, AUSSIE EAGLE (S Ruzaini) ran up to the heels of ASIAN JET (A Suriya) which had to be steadied.

CHERISH was shifting in away from the whip in the home straight.

A post-race veterinary examination of PURPLE RAIN (S Saddam) revealed that the gelding had returned lame off fore and as such, will be required to pass a test (1000M/vet) before being declared to race again.

A post-race veterinary examination of USA CAPTAIN revealed no obvious abnormality.

Trainer P Lee was questioned with regards to the improved performance of THAI BAHT today. The only explanation that he could offer is that in his opinion, the good track today suited THAI BAHT and his attention was drawn to MRA Rule 117(3) regarding in-and-out running.

RACE 3 (R0687) CLASS 4(A) – 1200m (lc) ROOIBOS HANDICAP

MOONGATE LIGHT, BALIN and DOCTOR GINGER, all are course scratching. MOONGATE LIGHT had sustained respiratory allergy. BALIN had sustained sole bruised off fore whilst DOCTOR GINGER had sustained sole bruised near fore. Each will be required to pass a veterinary examination before being declared to race again.

STAR LEGEND (Y Aify) which could not be boxed, was withdrawn by order of the Panel of Stewards at 2.23pm. The gelding will be required to pass one (1) starting stall test before being declared to race again.

LUPIN (HS Gill) over-raced in the early and middle stages.

Upon straightening, STAR GLORY (App P Haris) shifted out from the whip, carrying CAVANA (KC Low) wide. App P Haris was shown the video of this incident in the presence of his master, trainer K Coetzee and he is expected to stop using his whip in the left hand and straighten his mount, failing which action may be taken in future.

BORN TO WIN (AK Lim) was hanging out throughout.

The Club Veterinary Surgeon reported that MR G (AM Aizat) returned having cast its off hind plate.

VINCENT’S STAR, a course scratching as it had sustained respiratory allergy, will be required to pass a veterinary examination before being declared to race again.

TEOCHEW KID (S Ruzaini) jumped awkwardly inwards, resulting in slight cramping to AHTIMS KLIS (App Z Syafifie) shortly after the start.

At approximately 900M-mark, LEONG MA BISCUIT (AK Lim) rolled inwards, in anticipation of the short course turn.

Jockey Y Aify, the rider of SILENT BOSS reported that his mount was not striding out freely. A post-race veterinary examination of SILENT BOSS revealed no obvious abnormality.

Trainer P Lee was questioned with regards to the improved performance of TEOCHEW KID today. The only explanation that he could offer is that this horse was only having its 2^nd run for him after a long spell.

RAGNAR (S Ruzaini) jumped awkwardly.

At approximately the 700M-mark, RAGNAR was momentarily crowded and had to be steadied when PEER GYNT (App P Haris) rolled inwards.

A post-race veterinary examination of RAGNAR revealed no obvious abnormality.

RACE 6 (R0690) CLASS 5(A) – 1400m (sc) BIGELOW HANDICAP

Acting on veterinary advice that AMORE AMORE (App P Haris) was lame near fore, the Panel of Stewards ordered its withdrawal at 3.41pm and the gelding will be required to pass a test (1000M/vet) before being declared to race again.

STARHARMONY (App Z Syafifie) jumped awkwardly and was slow into stride.

Approaching the first turn at approximately the 1200M-mark, HOSAYLIAO (AK Lim) rolled outwards onto RULE THE WORLD (App N Shahronnizam), resulting in FAST AND SUPER (S Saddam) and TAUBOSS (A Suriya) being carried wide and were inconvenienced.

HOSAYLIAO broke down at approximately the 500M-mark. LANKARAN (S Ruzaini) and FAST AND SUPER which were following, were slightly inconvenienced and had to take evasive action.

Jockey AK Lim, the rider of HOSAYLIAO was exempted from weighing in.

The Club Veterinary Surgeon reported that HOSAYLIAO had dislocated its right shoulder and was humanely euthanized.

NOVA PHOENIX (HK Cheng) had a tendency to shift in from the whip in the straight.

Jockey AK Lim, the rider of SUPER ATAS reported that his mount was not striding out freely. A post-race veterinary examination of SUPER ATAS revealed no obvious abnormality.

As Trainer R Lines was not present at this meeting today, he would be questioned with regards to the improved performance of TRAFALGAR (AM Aizat).

CITY KNIGHT is a course scratching as it had injured its near fore bulb and will be required to pass a veterinary examination before being declared to race again.

Acting on veterinary advice that INTROIT (AM Aizat) was lame near fore, the Panel of Stewards ordered its withdrawal at 5.13pm and the gelding will be required to pass a test (1000M/vet) before being declared to race again.

YES BOSSY (S Saddam) which could not be boxed, was withdrawn by order of the Panel of Stewards at 5.22pm. YES BOSSY will be required to pass one (1) starting stall test before being declared to race again.

TAIWAN CAPTAIN (App N Shahronnizam) was slow into stride.

KNIGHT LOVE (HS Gill) was obliged to race wide on the turn, entering the home straight wide.

GOLD SKY EXPRESS (AK Lim) was hanging out in the later stages.

Jockey R Rueven, the rider of KING POWER reported that his mount was not striding out freely. A post-race veterinary examination of KING POWER revealed no obvious abnormality.

POST-RACE ANALYSIS (EQUINE):

29^th June 2024 – PERAK JUNE MEETING 2024

The report dated 11^th July 2024 (V24/105) from the Chief Analyst of Usains Biomics Laboratory stated that 30 coded urine and 30 sets of coded blood samples from the above- mentioned race meeting were received on 29^th June 2024, for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

RACE 1 (R0617) CLASS 5(B) – 1300m (lc) GALAO HANDICAP

GOOD LUCK CHARM, a course scratching as it had sustained bruised off knee, will be required to pass a veterinary examination before being declared to race again.

CHERISH (L De Souza) and COUNTRY LAW (S Saddam) were examined by the Club Veterinary Surgeon behind the barriers and were passed fit to start.

TRAFALGAR (KP Lim) showed no early pace, despite being urged.

YULONG DREAM (KC Low) was obliged to race wide on the turn and finished the race wide.

THAI BAHT (S Hafis) was hanging in in the straight. Jockey S Hafis was shown the video of the incident and was warned that when his horse is shifting in, he should have changed his whip into his left hand and not use it with his right hand.

A post-race veterinary examination of THAI BAHT revealed no obvious abnormality.

Trainer EP Tan was questioned with regards to the improved performance of TURF PRINCESS today. The only explanation that he was able to offer is that TURF PRINCESS was racing in a weaker field, having formerly being a Class-3 horse. His attention was drawn to MRA Rule 117(3) regarding in-and-out running.

SUNNY FIGHTER, a course scratching as it had sustained respiratory allergy, will be required to pass a veterinary examination before being declared to race again.

CHAR KWAY TEOW (S Hafis) reared jumping awkwardly as the start was effected and was then slow into stride.

DIAMOND PEGASUS (App A Azizi) brushed the rail at approximately the 1000M-mark when racing tight on the inside of AUSSIE EAGLE (KP Lim).

App N Shahronnizam, the rider of MIGHT IS RIGHT reported that his mount was not striding out freely. A post-race veterinary examination of MIGHT IS RIGHT revealed that the gelding had returned with entrapped epiglottis and as such, will be required to pass a test (1000M/vet) before being declared to race again.

Jockey HS Gill, the rider of READY TO SEVENLUCK reported that he was held up at approximately the 1000M-mark. An inquiry will be held into the running and handling of READY TO SEVENLUCK on a date to be fixed when Trainer R Line is available. A post-race veterinary examination of READY TO SEVENLUCK revealed no obvious abnormality.

The Club Veterinary Surgeon reported that BEIHAI TURBO (App P Haris) returned having cast its off fore plate and MYSTICAL STAR (KC Low) returned lame off fore. As such, MYSTICAL STAR will be required to pass a test (1000M/vet) before being declared to race again.

RACE 3 (R0619) CLASS 5(A) – 1300m (lc) CON PANNA HANDICAP

STARHARMONY jumped awkwardly, resulting in its rider, jockey S Saddam becoming unbalanced and was slow into stride.

FIRE AWAY (KP Lim) jumped outwards.

Jockey KP Lim, the rider of FIRE AWAY reported that his mount was not striding out freely. A post-race veterinary examination of FIRE AWAY revealed no obvious abnormality.

At the conclusion of an inquiry today, Jockey KP Lim, the rider of FIRE AWAY pleaded guilty to a charge for contravention of MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards.

The details of the charge are that he failed to make sufficient effort to ride to his instructions and thereafter, failed to ride with sufficient vigour and determination in the straight, thereby failing to ride to the satisfaction of the Stewards.

When deciding on a penalty, the Panel of Stewards took into account Jockey KP Lim’s riding record and mitigating factors. He was suspended from riding in races for a period of four (4) months, effective 30^th June 2024 and to expire on 29^th October 2024, both dates inclusive. In addition, he was fined the sum of RM20,000/- He was advised of his right of appeal (4.00pm).

RACE 4 (R0620) CLASS 5 (B) – 1600m (lc) FRAPPE HANDICAP

MAGICAL PARK (S Hafis) was examined by the Club Veterinary Surgeon behind the barriers and was passed fit to start.

SPEEDY SWALLOW (L De Souza) which was unable to be boxed, was withdrawn by order of the Panel of Stewards at 2.22pm. Due to its adverse history, the gelding will be required to pass two (2) starting stall tests before being declared to race again.

VILLAGE TYCOON (How Yang) and TARZAN (App M Lukman) were slow into stride.

MAGICAL PARK (S Hafis) shifted in from the whip in the straight.

Jockey HK Cheng, the rider of PENANG GENERAL was shown the video of his ride in the straight and was questioned with regards to stopping riding early. He explained that he had felt something amiss. He was instructed that in future, should he feel something amiss, he must immediately make a report to the Stewards and/or the Club Veterinary Surgeon after the race.

PENANG GENERAL (HK Cheng) and UNLIMITED STAR (S Saddam) which both raced poorly, will each be required to pass a test (1000M/vet) before being declared to race again.

Jockeys SU Lim, WW Cheah and S Saddam, the riders of TRINITY HONOR, THE JEWELLER and UNLIMITED STAR respectively, all reported that their mounts were not striding out freely. Post-race veterinary examinations of TRINITY HONOR, THE JEWELLER and UNLIMITED STAR revealed no obvious abnormality.

Trainer S Shanmugam was questioned with regards to the improved performance of SUPREME SUCCESS today. The only explanation that he was able to offer was that the going for this horse the last start was extremely bad. He also kept SUPREME SUCCESS fresh since then. This in his opinion, accounted for the improved performance today.

App M Lukman, the rider of SUPER ATAS reported that his mount was not striding out freely. A post-race veterinary examination of SUPER ATAS revealed no obvious abnormality.

The Club Veterinary Surgeon reported that KING RAVANA (AK Lim) returned lame near fore and as such, the gelding will be required to pass a test (1000M/vet) before being declared to race again.

The Club Veterinary Surgeon reported that GOLDEN TYCOON (Y Aify) collapsed in the Parade Ring on returning due to Exercise-Induced Pulmonary Hemorrhage (EIPH) and was humanely euthanized.

The state of track was upgraded to “Yielding” after the running of this race.

SUSPICIOUS MIND and GOLDEN SHOW, both are course scratching. SUSPICIOUS MIND had sustained bruised both fore fetlock whilst GOLDEN SHOW had sustained sole bruised off fore. Each will be required to pass a veterinary examination before being declared to race again.

PERFECT MISSION which was down 15kgs in body weight since its last run, was checked by the Club Veterinary Surgeon and was passed fit to start.

BEAT THE LIGHT (Y Aify) had a tendency to lay out in the straight.

DISCRETELY RED (S Saddam) was drifting out under pressure.

Jockey How Yang, the rider of VILLAGE WARRIOR reported that his mount was coughing. At the conclusion of an inquiry today, Trainer KC Tiang, the trainer of SUPER HAPPY pleaded guilty to a charge to a contravention of MRA Rule 152(5)(a) as read with MRA Rule 134(2)(b) for negligence in that he had failed to ensure that SUPER HAPPY, which finished third placing was presented to the post-race samples collections area immediately after the running of this race as required. He was fined a sum of RM2,000/- and was informed of his right of appeal (11.33am).

Post-race veterinary examinations of KANTHAKA revealed that the gelding had returned lame near fore and SILENT BOSS revealed no obvious abnormality. KANTHAKA will be required to pass a test (1000M/vet) before being declared to race again.

All riders returned an average of 1.5kg over.

At the conclusion of an Inquiry into the running and handling of QIJI DIAMOND, App A Azizi, the rider of QIJI DIAMOND in the presence of his master, Trainer NM Selvan was found guilty to a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards.

The details of the charge are that:

1) From the 400M-mark to the finish, he failed to ride with sufficient vigour and determination when his mount was running on strongly.

In assessing the penalty, the Panel of Stewards took into consideration App A Azizi’s riding record and mitigating factors. App A Azizi was suspended from riding in races for a period of four (4) months, with effect from 17^th June 2024 and to expire on 16^th October 2024, both dates inclusive. In addition, he was also fined the sum of RM20,000/- (Malaysian Ringgit Twenty Thousand only). He was advised of his right of appeal (5.20pm).

Trainer NM Selvan, the trainer of QIJI DIAMOND was found guilty in contravention of MRA Rule 152(5)(a) for misconduct, in that he condoned what was clearly a contentious ride of App A Azizi’s ride on QIJI DIAMOND. He was fined the sum of RM10,000/- (Malaysian Ringgit: Ten Thousand Only) and was advised of his right of appeal (5.30pm)

FIRE AWAY (S Ruzaini) was examined behind the barriers by the Club Veterinary Surgeon and was passed fit to start.

In the concluding stages, an objection was lodged by Jockey L De Souza, the rider of the 2^nd–placed TURF PRINCESS, against STRAIGHT N ARROW (J Daniel) being declared the winner on grounds of interference in the later stages. After consideration, the Panel of Stewards overruled the objection and confirmed the results as declared by the Judge. Furthermore, Jockey L De Souza was warned that in future, he must ensure that he has got sufficient grounds of objection before making a decision, failing which, he may be charged and fined in terms of MRA Rule 122(3).

App SN Shiva, the rider of AMORE AMORE was dislodged on pulling up. He was exempted from weighing-in and was sent to the hospital for observations.

The Panel of Stewards permitted App Z Syafifie to replace App SN Shiva as the rider of ULURU when the latter was certified unwell for the remainder of the day.

THAI BAHT (S Hafis) was slow into stride.

At approximately the 600M-mark, AUSSIE EAGLE (S Ruzaini) was crowded when racing tight on the inside of WINNING SMILE (J Daniel), which was racing tight on the inside of USA CAPTAIN (HS Gill). In this incident, AUSSIE EAGLE struck the inside running rails, losing some ground. In this incident, the saddle on AUSSIE EAGLE slipped back. The Stewards deemed this to be a racing incident and were unable to blame any one particular rider or horse. However, Jockeys HS Gill, the rider of USA CAPTAIN and J Daniel, the rider of WINNING SMILE were shown the video of this incident and were both warned that in future, they must ensure that they give sufficient room to runners on their inside.

Passing the 450M-mark, RAINBOW FISH (KP Lim) was inconvenienced when MGR ROCKET (App A Azizi) rolled in.

His attention was drawn to MRA Rule 117(3) regarding ‘in-and-out’ running.

Post-race veterinary examinations of BARBARIAN (App A Azizi) and CIRCUIT STAR revealed no obvious abnormality and EKRAAR PHOENIX had returned lame off fore. As such, EKRAAR PHOENIX will be required to pass a test (1000M/vet) before being declared to race again.

The saddle on MIRACLE STAR slipped on jumping, resulting in Jockey KP Lim being unable to assist his mount which was racing keenly and at approximately the 800M-mark, MIRACLE STAR rolled inwards, carrying BALL AND CHAIN (AK Lim) inwards, resulting in AUTUMN BLITZ (SU Lim) becoming crowded and having to check. HARVEYWALLBANGER (S Ruzaini) which was following, had to steady in this incident, losing ground.

In the later stages, Jockey KP Lim, the rider of MIRACLE STAR lost the use of both his stirrup irons due to his saddle having slipped sideways. In view of the fact that his saddle slipping sideways, the Panel of Stewards decided to take no further action over the above incident.

After consideration, the Panel of Stewards overruled the objection and the results stood as declared by the Judge.

Jockey AK Lim appeared before the Stewards and was warned that in future, before he lodges an objection, he must ensure that he has sufficient grounds to do so, failing which action may be taken against him.

RACE 2 (R0407) CLASS 5 (A) – 1600m (lc) GUA TEMPURUNG HANDICAP

D’GREAT MAGIC and SIR ELTON both are course scratching. D’GREAT MAGIC had sustained a float injury whilst SIR ELTON had sustained sole bruised off fore. Each will be required to pass a veterinary examination before being declared to race again.

EKRAAR PHOENIX (S Ruzaini) was examined by the Club Veterinary Surgeon behind the barriers and was passed fit to start.

EL MACHO (App R Nuqman) jumped awkwardly and was slow into stride.

ROCK N ROLL (App A Nazir) jumped awkwardly inwards.

At the top of the straight, MASTER JIANGMEN (App N Shahronnizam) had a tendency to lay in and shortly thereafter, EKRAAR PHOENIX shifted out over the heels of MASTER JIANGMEN to obtain a clear run. Trainer K Coetzee, the trainer of EKRAAR PHOENIX, placed 2^nd lodged an objection regarding this incident as well as alleged crowding in the later stages against MASTER JIANGMEN (App N Shahronnizam), being declared the winner on grounds of alleged interference at the straight. After consideration, the Panel of Stewards overruled the objection and confirmed the results as declared by the Judges.

In the pull-up area, DISCRETELY RED threw its head up, striking App P Haris on his face and dislodged. He was exempted from weighing-in and was sent to hospital for observations. App P Haris was stood down for the remainder of the day.

Jockey SU Lim and App R Nuqman, the riders of CHER and EL MACHO respectively, both reported that their mounts were not striding out freely. Post-race veterinary examinations of CHER and EL MACHO revealed no obvious abnormality.

Trainer T Asogan was questioned with regards to the improved performance of MASTER JIANGMEN today. He was unable to offer any explanations and his attention was drawn to MRA Rule 117(3) regarding ‘in-and-out’ running.

AMORE AMORE (App SN Shiva) and RULE THE WORLD (App A Nazir) were both slow into stride.

KING RAVANA (SU Lim) was hanging out in the straight and upon straightening, inconvenienced NORTHERN STAR (HK Cheng) which had to steady off its heels.

ARION SUCCESS (S Salee) which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.

App R Nuqman, the rider of SUSPICIOUS MIND was dislodged on pulling-up and he was exempted from weighing-in. He was stood down by the Club Medical Officer for the remainder of the day.

A post-race veterinary examination of SUSPICIOUS MIND revealed no obvious abnormality.

RACE 5 (R0410) CLASS 5(A) – 1400M(sc) IPOH RAILWAY STATION HANDICAP

TRAFALGAR and VAIN TYCOON both are course scratching. TRAFALGAR had sustained stone bruised off fore whilst VAIN TYCOON had sustained bruised off croup. Each will be required to pass a veterinary examination before being declared to race again.

Trainer R Lines made a representation to the Panel of Stewards and requested that Jockey KP Lim rides MAGIC KID, as he felt that the gelding is a difficult horse. The Panel of Stewards acceded to his request.

Acting on veterinary advice that STARHARMONY (App M Lukman) got its hind leg entangled in the barrier, the Panel of Stewards ordered its withdrawal at 2.53pm.

JULIUS CAESAR (App N Shahronnizam) jumped awkwardly.

BEIHAI TURBO (S Ruzaini) was obliged to race wide on the turn.

BRISTOL DIAMOND, LIM’S HOPEFULLY and RAINBOW FISH all are course scratching. BRISTOL DIAMOND had sustained bruised off fore fetlock. LIM’S HOPEFULLY had sustained stone bruised off fore foot whilst RAINBOW FISH had sustained sore back. Each will be required to pass a veterinary examination before being declared to race again

ONE MILLION which was down 16kgs in body weight since its last run, was checked by the Club Veterinary Surgeon and was passed fit to start.

As there was no suitable apprentice available, the Panel of Stewards permitted Jockey J Chuah to replace App R Nuqman as the rider of THE SWAN.

As there was no suitable rider available, the Panel of Stewards acceded to a request from Trainer K Coetzee to withdraw POWER EXPRESS at 3.03pm.

USA CAPTAIN (App SN Shiva) was slow into stride.

The Club Veterinary Surgeon reported that WINNING SMILE (App Z Syafifie) returned having cast its off fore plate.

A post-race veterinary examination of YOU ARE SPECIAL (AK Lim) revealed that the gelding had returned lame near fore and as such, will be required to pass a test (1000M/vet) before being declared to race again.

KRUGER, a course scratching as it had sustained a bruised off fore fetlock, will be required to pass a veterinary examination before being declared to race again.

As there was no suitable apprentice available, the Panel of Stewards permitted Jockey J Low to replace App R Nuqman as the rider of SILENT BOSS.

Acting on Starter’s advice that VILLAGE PRINCESS (KC Tham) was difficult to be boxed, the Panel of Stewards ordered its withdrawal at 3.49pm and the mare will be required to pass one (1) starting stall test before being declared to race again.

FIRE AWAY (A Suriya) was slow into stride.

Jockey KP Lim, the rider of D’GREAT JOURNEY reported that his mount was not striding out freely. A post-race veterinary examination of D’GREAT JOURNEY revealed no obvious abnormality.

A post-race veterinary examination of SILENT BOSS (J Low) revealed that the gelding had returned with epiglotic entrapment and as such, will be required to pass a test (1000M/vet) before being declared to race again.

Trainer Peter Lee was fined RM100/- under MRA Rule 65(5)(c) for failing to produce the declared colours on SAGE WARRIOR (App N Shahronnizam).

General Report- PRTC

INQUIRY INTO THE POST-RACE URINE SAMPLE CODED “34551” TAKEN FROM RACEHORSE “SPEEDY SWALLOW” WHICH FINISHED 2^ND PLACING IN RACE 2 (MRA 0226) CLASS 5(B) 1600M(lc) – SWEET PEA HANDICAP, SUNDAY, 3^RD MARCH 2024 – PERAK TURF CLUB MARCH RACE MEETING 2024 WHICH RETURNED POSITIVE TO “3-HYDROXY MEPIVACAINE; MEPIVACAINE”, A PROHIBITED SUBSTANCEIN TERMS OF MRA RULES.

The Panel of Stewards concluded an Inquiry into the above matter on Friday, 26^th April 2024 at Perak Turf Club.

Evidence were taken from Trainer Peter Lee Choong Leng, the trainer of SPEEDY SWALLOW, Dr Chan Sue Hay, Chief Analyst of Usains Biomics Laboratory, Dr Reza Singam, Senior Veterinary Surgeon, PRTC.

Trainer Peter Lee pleaded guilty to a charge under MRA Rule 134(6)(a) as read with MRA Rule 134(13) and punishable under MRA Rule 134(7) in that he, as the Trainer and person responsible for presenting and accepting to run SPEEDY SWALLOW in the above race in which it finished 2^nd placing and its post-race urine sample coded “34551” subsequently upon analysis, had returned positive to “3-Hydroxy mepivacaine; Mepivacaine”, a prohibited substance under the MRA Rules.

When deciding on the penalty, the Panel of Stewards took into account Trainer Peter Lee’s guilty plea, mitigating factors and his previous record. Trainer Peter Lee was fined a sum of RM30,000/- (Ringgit Malaysia: Thirty Thousand Only). He was informed of his Right of Appeal (11.25am).

In terms of MRA Rule 134(11), SPEEDY SWALLOW was disqualified from the above race and the results will be amended accordingly.

SPEEDY SWALLOW will be subjected to provide a clearing sample under MRA Rule 134(12) before being declared to race again.

A subsequent urine sample taken from SPEEDY SWALLOW on 7^th April 2024 was found to be negative to prohibited substances and as such, SPEEDY SWALLOW has been cleared to race by the Stewards under MRA Rule 134(12).

Track work – Perak April Race Meeting 2024

Trainer S Cook was fined RM250/- each (total RM750/-) under MRA Rule 152(5)(a) for negligence for working his horses namely:

STR Firdzriel Nur Haqiemi Bin Izham (STR 5) was fined RM500/- for misconduct under MRA Rule 152(5)(a) for being rude and show no respect to the club official when informed of his wrong doings for working the horse BEAT THE LIGHT (H232) on the straight course (No. 1 Track) which was designated as CLOSED for track work on 25^th April 2024 at 9.00am

Trainer P Lee was fined RM250/- for negligence under MRA Rule 152(5)(a) for failing to remove the cross-nose band and special bit on BRANDENBURG within the stipulated time.

The Panel of Stewards ordered the withdrawal of MISS MICHELLE (App R Nuqman) at 2.36pm when the mare was unable to be boxed. MISS MICHELLE will be required to pass one (1) starting stall test before being declared to race again.

LIM’S HOPEFULLY (Y Aify) jumped awkwardly and stumbled, losing some ground.

At approximately the 100M-mark, KIPEH (J Daniel) was racing tight between JAPAN CAPTAIN (App Z Syafifie) and BRANDENBURG (L De Souza) and then, KIPEH switched out over the heels of BRANDENBURG.

Prior to the ‘All Clear’ being given, an objection was lodged by Jockey J Daniel, the rider of KIPEH placed 2^ndagainst BRANDENBURG being declared the winner on grounds of alleged interference at about the 100M-mark. After considering all the evidence, the Panel of Stewards were of the opinion that the alleged interference had not affected the result of the race. The objection was overruled and the Judges’ results stood.

STORM TO WIN which was up 23kgs in body weight since its last run, was checked by the Club Veterinary Surgeon and was passed fit to start.

Trainer NM Selvan was fined RM250/- for negligence under MRA Rule 152(5)(a) for failing to remove the ear-muff on TORNADO PEGASUS within the stipulated time.

DR KARDO dislodged Jockey Y Aify enroute to the start. He was being attended by the Club Medical Officer and was sent to hospital for observations. DR KARDO was withdrawn at 3.57pm and the gelding will be required to pass one starting stall test (to be ridden unaided to the start) before being declared to race again.

At approximately the 1000M-mark, ARION SUCCESS (L De Souza) and STORM TO WIN (SU Lim) became crowded and had to steady when TORNADO PEGASUS (App A Azizi) rolled inwards. In the concluding stages, LANKARAN (S Ruzaini) shifted in, making contact with SHANGHAI CAPTAIN (AM Aizat) shortly before the line. An objection was lodged by Jockey AM Aizat, the rider of SHANGHAI CAPTAIN, placed 2^nd against LANKARAN (S Ruzaini), being declared the winner on grounds of alleged interference over the concluding stages. After considering all the evidence, the Panel of Stewards were satisfied that this incident had not affected the results of the race and as such, the objection was overruled and the Judge’s results stood.

At a subsequent inquiry, Jockey S Ruzaini, the rider of LANKARAN pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that whilst riding LANKARAN at about the final 50M-mark till the winning post, he allowed his mount to shift inwards, resulting in SHANGHAI CAPTAIN (AM Aizat) having to check.

In assessing the penalty, the Panel of Stewards took into consideration Jockey S Ruzaini’s guilty plea, disciplinary record and mitigating factors. Jockey S Ruzaini was suspended from riding in races for a period of two (2) race days, effective 25^th March 2024 and to expire on 7^th April 2024, both dates inclusive. He was advised of his right of appeal (5.10pm).

Post-race veterinary examinations of DISCRETELY RED (J Daniel) and HELLO MONDAY (KC Tham) revealed no obvious abnormality.

The Club Veterinary Surgeon reported that VAIN TYCOON (Y Aify) returned broken-winded and as such, the gelding will be required to pass a test (1000M/vet) before being declared to race again.

At the conclusion of the above Inquiry today, Saturday, 23^rdMarch 2024, Jockey How Yang, the rider of SACRED GALAXY was warned that in future, he must make greater attempt to ride to instructions and furthermore, he was warned to ride all his mounts out in such a manner, so as to leave no room for query.

At the conclusion of the above Inquiry today, Saturday, 23^rdMarch 2024, Jockey J De Souza, the rider of WAR DRAGON in the above race, was found guilty of a charge under MRA Rule 44(7) as read with MRA Rule 44(8)(a) to ensure that WAR DRAGON be ridden on its merits.

The particulars of the charge are:

In that upon jumping from the 1300M-mark, Jockey J De Souza immediately took hold of and restrained WAR DRAGON until approximately the 700M-mark, resulting in WAR DRAGON throwing its head up on several occasions, thereby losing momentum and he has thereby committed an offence under MRA Rule 44(7) and punishable under MRA Rule 44(8)(a) for failing to ride WAR DRAGON on its merits.

When deciding on a penalty, the Panel of Stewards took into consideration Jockey J De Souza’s riding records and mitigating factors. He was disqualified from riding in races with immediate effect for a period one (1) year, effective from 23^rd March 2024 and to expire on 22^nd March 2025, both dates inclusive. In addition, he was fined the sum of RM30,000/-. He was advised of his right of appeal (12.05pm).

Trainer Lawson Moy, the trainer of WAR DRAGON which ran in the above race, was found guilty of a charge under MRA Rule 35(5) in that he gave an extremely vague instructions of “to sit where comfortable” which may have resulted in Jockey J De Souza, failing to ride WAR DRAGON on its merits. Trainer Lawson Moy was fined the sum of RM5,000/- and he was advised of his right of appeal (11.35am).

NORTHERN STAR (App AB Riduan) jumped awkwardly and thereafter, over-raced in the early stages.

THAILAND CAPTAIN (S Ruzaini) was over-racing in the backstraight.

At approximately the 700M-mark, AMORE AMORE (App SN Shiva) was momentarily inconvenienced when RULE THE WORLD (KC Tham) rolled inwards.

Shortly before straightening, STRONG N POWERFUL (S Anandan) dipped.

Passing the 500M-mark, Jockey SU Lim, the rider of THOUSAND MILE EYE had his whip struck off from his hand by Jockey S Anandan, the rider of STRONG N POWERFUL.

A post-race veterinary examination of STRONG N POWERFUL revealed no obvious abnormality.

At the conclusion of an Inquiry, Trainer HY Cheng, the trainer of THOUSAND MILE EYE pleaded guilty to a contravention of MRA Rule 152(5)(a) as read with MRA Rule 134(2)(b) for negligence, in that he had failed to ensure that THOUSAND MILE EYE, which finished third placing was presented to the post-race samples collections area immediately after the running of this race, as required. He was fined a sum of RM2,000/- and was informed of his right of appeal (3.35pm).

DISCRETELY RED (AM Aizat) over-raced in the early stages.

In the concluding stages, App P Haris, the rider of QIJI LOVE became momentarily unbalanced.

Jockey S Anandan, the rider of BANGKOK BOY reported that his mount was making abnormal respiratory noises. A post-race veterinary examination of BANGKOK BOY revealed that the gelding had returned broken-winded and as such, will be required to pass a test (1000M/vet) before being declared to race again.

A post-race veterinary examination of DISCRETELY RED revealed no obvious abnormality.

Trainer R Lines was questioned with regards to the improved performance of HARVEST today. He explained that HARVEST was normally very slow but today, it jumped better and was not as bad as previously. This in his opinion may have accounted for the improved performance. His explanations were noted and his attention was drawn to MRA Rule 117(3) regarding ‘in-and-out’ running.

CLARTON TREASURE and STAR TALENT, both are course scratching. CLARTON TREASURE had sustained a bruised near fore cannon, whilst STAR TALENT had sustained a bruised near fore suspensory ligament. Each will be required to pass a veterinary examination before being declared to race again.

STRETCHY FOUR (AM Aizat) was examined by the Club Veterinary Surgeon prior to the race and was certified fit to race.

Over the concluding stages, STRETCHY FOUR attempted to savage SUSPICIOUS MIND (S Anandan).

Prior to the ‘All Clear’ being given, an objection was lodged by Jockey S Anandan, the rider of SUSPICIOUS MIND, placed 2^nd against STRETCHY FOUR (AM Aizat), being declared the winner on grounds of alleged interference over the concluding stages. After considering all the evidence, the Panel of Stewards were satisfied that this incident had not affected the results of the race and as such, confirmed the decision of Judges. The objection was overruled and the results stood.

A post-race veterinary examination of SPIDERMAN (App SN Shiva) revealed no obvious abnormality.

The Club Veterinary Surgeon reported that LAGO DE COMO (SU Lim) collapsed after the running of this race and was humanely euthanized.

SHIMI GO and SPEEDY MISSILE both are course scratching. SHIMI GO had sustained sole bruised off fore, whilst SPEEDY MISSILE had sustained corneal ulcer on its right eye. Each will be required to pass a veterinary examination before being declared to race again.

WAR DRAGON (J De Souza) and TEOCHEW KID (How Yang) came together on jumping.

Jockey How Yang who rode his 40^th winner on TEOCHEW KID today, will now be entitled to claim 2kgs effective from Monday, 26^th February 2024.

SIEW YUK (AM Aizat) was slow into stride.

At approximately the 250M-mark, NINGALOO (SU Lim) drifted out, carrying CAVANA (App H Haikal) which bumped onto GOOD WARRIOR (App SN Shiva).

KRATOS (App P Haris) which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.

RACE 7 (R0210) CLASS 5 (B) – 1100m (sc)

As there was no suitable rider available, the Panel of Stewards ordered the withdrawal of WINTERFELL (S Ruzaini) at 3.31pm.

PROVOCATEUR (AM Aizat) was examined behind the barriers by the Club Veterinary Surgeon and was passed fit to start.

SECRET AGENT (App A Nazir) and ZAZU (L De Souza) came together on jumping.

INTROIT (App H Haikal) and BEIHAI TURBO (App P Haris) showed no early pace.

Jockey AM Aizat, the rider of PROVOCATEUR reported that his mount was not striding out freely. A post-race veterinary examination of PROVOCATEUR revealed that the gelding had returned lame off fore and as such, will be required to pass a test (1000M/vet) before being declared to race again.

The Club Veterinary Surgeon reported that BEIHAI TURBO and ZAZU returned having cast their off fore plate and near hind plate respectively.

Heavy rain fell with thunder and lightning prior to the running Race 8, the Panel of Stewards decided to cancel Race 8 to Race 10 for safety reasons.

RACE 8 (R0211) CLASS 5 (A) – 1400m (sc)

ROSES FOR ME, TRAFALGAR and BRISTOL DIAMOND all are course scratching. ROSES FOR ME had sustained bruised off hind cannon. TRAFALGAR had sustained injury near fore whilst BRISTOL DIAMOND had sustained sole bruised off fore. Each will be required to pass a veterinary examination before being declared to race again.

RACE 9 (R0212) CLASS 5 (B) – 1400m (sc)

PURPLE RAIN, a course scratching as it had sustained bruised near fore fetlock will be required to pass a veterinary examination before being declared to race again.

YULONG DREAM which was down 17kg in body weight since its last run, was checked by the Club Veterinary Surgeon and was passed fit to start.

RACE 10 (R0213) CLASS 4 (A) – 1400m (sc)

SILENT BOSS, a course scratching as it had sustained bruised both fore fetlocks, will be required to pass a veterinary examination before being declared to race again.

Trainer S Hamilton was fined RM500/- under PRTC Official Programme Clause 3.09 for scratching MODRIC (H206) without an official veterinary certificate.

RESUMPTION OF THE APPEAL BY APPRENTICE JOCKEY Z SYAFIFIE [MUHAMMAD SYAFIFIE BIN MOHD ZAILUDDIN] AGAINST THE ONE (1) YEAR DISQUALIFICATION IMPOSED BY THE PANEL OF STEWARDS UNDER MRA RULE 44(8) AS READ WITH MRA RULE 44(8) (a) IN CONNECTION WITH HIS RIDING AND HANDLING OF “JAKAMA PEGASUS” IN RACE 7 (R1172) – CLASS 5(B) – 1300M (LC) – SUNDAY, 29^th OCTOBER 2023 – PERAK TURF CLUB OCTOBER MEETING 2023.

The Appellate Panel of Stewards resumed the hearing of the above appeal today, Sunday, 25^th February 2024.

After hearing the submissions of Apprentice Jockey Z Syafifie and his master Trainer K Coetzee and the Chief Stipendiary Steward, and after due consideration, the Appellate Board, acting in terms of their powers under MRA Rule 168(1)(c), decided to substitute the original charge and finding of a contravention of MRA Rule 44(8) as read with MRA Rule 44(8)(a), which carried a mandatory one year disqualification imposed by the Inquiry Panel, to a contravention of MRA Rule 44(10).

Apprentice Jockey Z Syafifie was suspended from riding in races for a period of four (4) months, backdated to 4^th November 2023 and to expire on 3^rd March 2024 (both dates inclusive). In addition, he was fined the sum of RM10,000/- (Malaysian Ringgit Ten Thousand Only) and his deposit is refunded.
