App I Firdzriel, the rider of AGUERO reported that his mount was not striding out freely.  A post-race veterinary examination of the gelding revealed no obvious abnormality.

A post-race veterinary examination of FOLLOW THE WIND (App YY Oon) revealed no obvious abnormality. The gelding which raced poorly will be required to pass a test (1000M/vet) before being declared to race again.

RACE 2 (R834)  CLASS 5(B) –  1300M     

HANDSOME BAB which was up 23kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

CLASSIC KING (S Muniandy) jumped away awkwardly. 

AMISTAD (M Yusri) was slow to begin.

PARISBAS (App R Ruwaidy) was disappointed for a run at the 200M and had to shift inwards for clear running. 

A post-race veterinary examination of D’GREAT LORD (KC Wong) revealed that the mare returned with multiple cuts on the off hind pastern.

Prior to the ‘All Clear’ being given, an objection was lodged by Jockey R Rueven, the rider of MAYWEATHER, placed second against GOLDEN EXPLORER (App I Firdzriel), being declared the winner, on the grounds of alleged interference over the final 200M.  After considering the evidence and viewing the vision of the race, the Racing Stewards were of the opinion that the alleged interference had materially affected the chances of MAYWEATHER. The objection was upheld and the placings were amended to read:

At the conclusion of an Inquiry today, App I Firdzriel, the rider of GOLDEN EXPLORER, in the presence of his Acting Trainer, HS Lim pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that he permitted his mount to shift outwards and caused interference to MAYWEATHER (R Rueven) over the final 200M.  App I Firdzriel was suspended from riding in races for a period of two (2) race days with effect from Monday, 19th October 2020 and to expire on Saturday, 31st October 2020, both days inclusive. He was advised of his Right of Appeal (3.35 pm).

VENUS DE MILO (S Salee) should be handicapped at 52½ kg instead of 52 kg. due to a misprint in the Official Programme.

This race was rescheduled to start at 3.25 pm.

The cross nose band of MEGUSTO (R Rueven) was incorrectly fitted and had to be re-adjusted at the barrier.  Trainer C Robert was fined RM250/- for negligence under MRA Rule 152(5)(a). 

LOUEY VELOCE (HK Cheng) and MEGUSTO which raced poorly will each be required to pass a test (1000M/vet) before being declared to race again.

The State of Track was upgraded to “SOFT” after the running of this race.

RACE 4 (R836) BANDED 51-74 (SW)  – 1400M

                            (ONLY APPRENTICE ALLOWANCE PERMITTED)  

Emergency acceptors, TERMS OF REFERENCE and ANONYMOUS were both withdrawn due to a capacity field. 

GEORGETOWN which was down 16kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

STAR GENIUS (F Yap) which jumped away awkwardly, struck the outside gate and dislodged its rider will be required to pass one (1) starting stall test before being declared to race again.  Jockey F Yap was exempted from weighing in, examined by the Club Medical Officer and was certified fit to continue riding for the remainder of the day.

MAESTRO (App I Firdzriel) was slow to begin.

Post-race veterinary examinations of CALVADOS (Z Khairil), TONGARIRO (HK Cheng) and MODRIC (S Salee) revealed no obvious abnormality. 

Prior to the ‘All Clear’ being given, an objection was lodged by App P Haris, the rider of RAGNAR, placed second, against MAZANZE (S Anandan) being declared the winner on the grounds of alleged interference over the final 50M.  After considering the evidence and viewing the vision of the race, the Racing Stewards were of the opinion that the alleged interference had not materially affected the result of the race. The objection was overruled and the result stood. 

After hearing the objection, the Racing Stewards were advised that Jockey KC Wong, as the rider of the 4th place getter CITY OF DREAM, had weighed in to scale 1kg below the weight he had weighed out.  After considering the circumstances, CITY OF DREAM was disqualified as the 4th place getter and ZAC ACE (App S Rosmizan) was declared 4th and the “All Clear” given. 

At the conclusion of an Inquiry today, evidence was taken from the Clerks of Scale, Jockey KC Wong and the valet Shamsul Hasdy bin Ismail.  Jockey KC Wong, the rider of CITY OF DREAM was found guilty under MRA Rule 121(2) in that as the rider of CITY OF DREAM, he had weighed in to scale 1kg below the weight he had weighed out.  When deciding on the penalty, the Stewards took into account the circumstances of the matter, Jockey KC Wong’s mitigating factors and his riding record.  Jockey KC Wong was suspended from riding in races for a period of one (1) month with effect from Monday, 19th October 2020 and to expire on Wednesday, 18th November 2020, both days inclusive.  He was advised of his Right of Appeal (6.00 pm).

SATELLITE TURBO, PENANG GENERAL (App S Saddam) and CHINA CAPTAIN       (App CT Lee) all bumped on jumping away.

Post-race veterinary examinations of AMAZING ECLIPSE and MONACO ACE                   (App YY Oon) revealed no obvious abnormality.

PEARL KING  and LUCKY SIXTYSIX, both course scratching as they had sustained a bruised near fore fetlock and a sore off fore foot respectively, will each be required to pass a veterinary examination before being declared to race again.

BATTLE HORSE which was down 18kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

The Stewards permitted Jockey CK Tan to replace Jockey M Yusri on BATTLE HORSE when the latter was medically stood down by the Club Medical Officer.

Jockey HK Cheng replaced Jockey R Rueven as the rider of SECKILL with the permission of the Stewards. 

MYSTICAL STAR (App CT Lee) was slow to begin.

A post-race veterinary examination of ROBBEN (App S Rosmizan) revealed no obvious abnormality.

Jockey F Yap, the rider of the 2nd place getter PRATT STREET, was fined RM500/- for negligence under MRA Rule 152(5)(a) for dropping his whip at about the 350M.

GENERAL REPORT(S)

RACE 5 (R817) CLASS 4(A) – 1300M, SUNDAY, 11TH OCTOBER 2020, 1ST DAY, PENANG OCTOBER MEETING 2020 

At the conclusion of an Inquiry today (17th October 2020), evidence was taken from Trainer CC Ooi, the trainer of FLYING BABY.  After hearing further evidence from App P Haris, the rider of FLYING BABY, in the presence of his Employing Trainer, HS Lim and viewing the vision of the race, App P Haris was found guilty of a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards.  The particulars of the charge were that:- 

  1. From shortly after the start until the 900M, he failed to ride FLYING BABY with sufficient vigour and determination to get a  midfield position as instructed; 

  1. From the 900M to the 600M, he unnecessarily restrained FLYING BABY; 

  1. From the 500M to the finish of the race, he failed to ride FLYING BABY with sufficient vigour and determination. 

When deciding on the penalty, the Stewards took into account the facts of this case, App           P Haris’ points of mitigation and his riding record.  App P Haris was suspended from riding in races for a period of two (2) months with effect from Monday, 19th October 2020 and to expire on Friday, 18th December 2020, both days inclusive.  He was advised of his Right of Appeal (12.41pm).


PRE-RACE BLOOD TEST – 2ND DAY, SATURDAY, 17TH OCTOBER 2020

PENANG TURF CLUB OCTOBER MEETING 2020 

The report dated 17th October 2020 (PNTC #V20/12) from the Chief Analyst of Veterinary Forensic Laboratory stated that 82 coded blood samples were received from the above- mentioned race meeting for analysis under the MRA Rules and Regulations.   All the samples were analyzed and passed the pre-race testing criteria.

SATELLITE TURBO which was up 18kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

AMERICA TYCOON (App CT Lee) jumped away awkwardly.

The saddle on EASTWOOD (App R Narendran) slipped backwards at about the 600M.

The Stewards questioned App CK Khaw, the rider of BAYMAX, in the presence of his Acting Master Trainer HS Lim, into his ride.  App CK Khaw stated that his instructions were to get a good jump and race where the gelding is comfortable.  He further stated that racing to the 900M, he had to steady and lost some ground when SUPREME SASSO (App S Ruwaidy) rolled in.  Thereafter, from the 800M until the 600M, he was unable to improve as he got held up on the heels of EASTWOOD and SUPREME SASSO and was unable to improve until entering the straight.  He also stated that over the final 400M, BAYAX finished the race off fairly.  The Stewards noted his explanation.

MYSTICAL STAR, a course scratching as it had sustained a sore near fore fetlock, will be required to pass a veterinary examination before being declared to race again.

EMKI EMPRESS and GERMANIC which were up 17kgs and 16kgs in body weight respectively since their last run, were checked by the Club Veterinary Surgeon prior to the race and were passed fit to start.

OVERSEER (Z Khairil) was slow into stride and raced wide from the 800M until entering the straight.

CHINA CAPTAIN (App CT Lee) had to steady to avoid the heels of CLOUD SHADOW     (App P Haris) passing the 300M.

Jockey HS Gill, the rider of BIG SUPER, reported that his mount was making respiratory noises.  A post-race veterinary examination of the gelding revealed no obvious abnormality.

PULAU PINANG which was up 31kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start. 

The Stewards ordered the withdrawal of ASTRA (Z Khairil) at 2.25pm acting on veterinary advice that the gelding was sore near fore cannon.  ASTRA will be required to pass a veterinary examination before being declared to race again. 

PULAU PINANG (App N Narendran) jumped away awkwardly and shifted in, resulting in MAGIC CITY (S Ruzaini) and SACRED EMPIRE (App A Nazir) losing their position.  App   R Narendran, in the presence of his Employing Trainer, C Robert was shown the vision of the incident and advised to exercise greater care in similar circumstances. 

Post-race veterinary examinations of STREET TAIPAN (S Anandan) and ROYAL RULER (App A Saran) revealed no obvious abnormality.

POLO BOY which was up 26kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

MAZANZE (S Ruzaini) had to be checked racing to the 900M to avoid the heels of POLO BOY (M Yusri) which steadied when SUNNY FIGHTER rolled in.

SUNNY FIGHTER (App S Hafis) had to steady racing to the 600M to avoid the heels of AWATERE (J Low).

Jockey S Ruzaini, the rider of MAZANZE, had to regather the use of his off side rein at about the 300M.

The Club Veterinary Surgeon reported that POLO BOY bled and will be barred from racing for a period of three (3) months under MRA Rule 92(3)(a)&(b) and thereafter will be required to pass a bleeder’s test before being declared to race again.

The Stewards opened an inquiry into the running and handling of MAZANZE.  After taking evidence from Jockey S Ruzaini, the inquiry was adjourned to a date to be fixed.

MARCO POLO which was up 16kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

GOLD SEAL (HS Gill) was checked by the Club Veterinary Surgeon behind the barrier and was passed fit to race.

The Stewards ordered the withdrawal of GRIDIRON (Y Aify) at 5.31pm acting on a report from the Official Starter that the gelding was unable to be loaded.  GRIDIRON will be required to pass one (1) starting stall test before being declared to race again.

L’KEN (App CT Lee) stood when the gates were released and lost considerable ground.  The gelding will be required to pass one (1) starting stall test before being declared to race again.

GERMAN SPEED reared when the gates were released and dislodged its rider, App A Azizi.  The gelding will be required to pass one (1) starting stall test before being declared to race again.

ALWRICH (HK Cheng) was slow to begin.

The Club Veterinary Surgeon reported that GOLD SEAL returned with a fractured off hind fetlock and was humanely euthanized.

GERMAN SPEED (App A Azizi) dislodged its rider behind the barriers, was apprehended, checked by the Club Veterinary Surgeon and was passed fit to race.

DANE’S ANATOMY (App S Hafis) was slow to begin.

GOLDEN EXPLORER (HS Gill) was slow into stride.

A post-race veterinary examination of GOLDEN EXPLORER revealed no obvious abnormality.

The Stewards questioned Trainer T Asogan, the trainer of GOLDEN EXPLORER into the gelding’s poor performance today.  Trainer T Asogan was unable to offer any tangible explanation, however stated that Jockey HS Gill, the rider of GOLDEN EXPLORER reported to him that the gelding was restless in the barrier and did not handle today’s track conditions.  However, Trainer T Asogan was advised to report to the Stewards should he find anything amiss with the gelding during the week.

MARINE TREASURE and GEORGETOWN which were down 17kgs and 18kgs respectively in body weight since their last run, were checked by the Club Veterinary Surgeon prior to the race and were passed fit to start.

Acting on veterinary advice that ARAGORN (App CT Lee) was sore off hind, the Stewards ordered the withdrawal of ARAGORN at 3.33 pm.  The gelding will be required to pass a veterinary examination before being declared to race again.

MAGIC CITY (Y Aify) had to steady shortly after the start to avoid the heels of ANONYMOUS (J Daniel).

The Club Veterinary Surgeon reported that SILVER WIND (App S Hafis) returned having cast its off fore plate. 

A post-race veterinary examination of MARINE TREASURE (R Rueven) revealed no obvious abnormality, however, the gelding had cast its near fore plate on returning.

The Stewards questioned Jockey Z Khairil, the rider of DIAMOND SET, into the gelding’s poor performance today.  He stated that DIAMOND SET failed to handle the going and he could not ride the gelding out in his normal manner.

LIKE A JET which was up 51kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

The Stewards permitted App CT Lee to replace App A Azizi as the rider of MIROTIC when the latter was stood down by the Club Medical Officer.

L’KEN (App R Narendran) refused to jump with the field and lost considerable ground at the start.  The gelding will be required to pass one (1) starting stall test before being declared to race again.

The saddle on MARTELLO (AM Aizat) slipped back during the running of the race.

The Club Veterinary Surgeon reported that NUMERO UNO (SS Vanan) bled and will be barred from racing for a period of three (3) months under MRA Rule 92(3)(a)&(b) and thereafter will be required to pass a bleeder’s test before being declared to race again.

Jockey AM Aizat, the rider of MARTELLO, reported that his mount was making respiratory noises.  A post-race veterinary examination of the gelding revealed no obvious abnormality.

PNTC SECURITY DEPARTMENT REPORT DATED 30TH APRIL 2020 AGAINST TRAINER HS LIM FOR BRINGING UNAUTHORISED GUESTS TO THE PNTC PREMISES AT ABOUT 8.45 AM ON 30TH APRIL 2020 DURING MCO (MOVEMENT CONTROL ORDER) PERIOD

Following an investigation into the above report, the Stewards advised Trainer HS Lim that he must comply with PNTC Standing Instructions and Regulations in light of the Covid-19 SOP, failing which action may be taken against him.


PNTC SECURITY DEPARTMENT REPORT DATED 16TH JULY 2020 REGARDING MISCONDUCT OF MR CHUAH CHONG AIK (MRA PASS NO. SC 43), AN EMPLOYEE OF TRAINER HS LIM

Following an investigation into the above matter, the Stewards warned Mr. Chuah Chong Aik (MRA Pass No. SC 43) for misconducting himself towards a PNTC Security Guard at about     9.00 am on 16th July 2020 at the PNTC premises.  

Trainer HS Lim was advised to ensure proper conduct of his employees.

PENANG TURF CLUB SEPTEMBER MEETING 2020

The report dated 12th September 2020 (PNTC #V20/10) from the Chief Analyst of Veterinary Forensic Laboratory stated that 103 coded blood samples were received from the above- mentioned race meeting for analysis under the MRA Rules and Regulations.   All the samples were analyzed and passed the pre-race testing criteria.

GIGANTE DEL ANDRE (Y Aify) bucked shortly after the start, lost considerable ground and trailed the field.  The Stewards checked the respective gear which was satisfactory.  A post-race veterinary examination of GIGANTE DEL ANDRE revealed no obvious abnormality.   The gelding will be required to pass a test (1000M/vet) before being declared to race again.

LUCKY SIXTYSIX (App S Hafis) had to be steadied when held up for clear running to avoid the heels of GRAND KNIGHT (S Anandan) passing the 400M.

Jockeys CK Tan and R Rueven, the respective rider of KING POWER and POLO BOY, reported that their mounts were not striding out freely.   Post-race veterinary examinations of  both geldings revealed no obvious abnormality.

A post-race veterinary examination of GENERAL CHENG (S Muniandy) revealed no obvious abnormality. 

The Stewards questioned Trainer CC Ooi into the improved performance of RAGNAR             (S Ruzaini) today.  He stated that RAGNAR was better suited by the good going today which contributed to its improved performance.  His explanation was noted.

PNTC STABLE INSPECTION – MONDAY, 10TH AUGUST 2020

At the conclusion of an Inquiry today (30th August 2020), Trainer CC Ooi was found guilty of a charge for negligence under MRA Rule 152(5)(a) as read with MRA Rule 37(3)&(4) for failing to ensure that his employees named JOHARI BIN SUBNI (NRIC No. 620107-O7-5227), HARDI IZAM BIN HASSAN (NRIC No. 730118-07-5601), IRWADI BIN MUHAMAT (NRIC No. 801214-07-5279) and MOHAMED JUFRI BIN NASRUN (NRIC No. 910926-07-5177) are licensed or registered with the MRA during a routine Stable Inspection on Monday, 10th August 2020 at about 7.50 am by PNTC Stewards and the Security Department.  Trainer CC Ooi was fined the sum of RM1,000/- (RM250/- per employee) and informed of his Right of Appeal (1.05 pm).


PNTC STABLE INSPECTION – MONDAY, 10TH AUGUST 2020

Syce HAFIZAL BIN IBRAHIM (MRA Pass No. S159) was fined RM100/- for misconduct under MRA Rule 152(5)(a) for trespassing into Trainer CC Ooi’s stables  without permission during a routine Stable Inspection on Monday, 10th August 2020 at about 7.50 am by PNTC Stewards and the Security Department.

PENANG TURF CLUB AUGUST MEETING 2020

The report dated 30th August 2020 (PNTC #20/09) from the Chief Analyst of Veterinary Forensic Laboratory stated that 129 coded blood samples were received from the above- mentioned race meeting for analysis under the MRA Rules and Regulations.   All the samples were analyzed and passed the pre-race testing criteria.

The Club Veterinary Surgeon reported that FOLLOW THE WIND (App YY Oon) returned lame off fore and as such will be required to pass a test (1000M/vet) before being declared to race again.

Post-race veterinary examinations of ORION (KC Wong) and VENUS DE MILO (S Salee) revealed no obvious abnormality.

The Stewards questioned Jockey Z Khairil with regard to his ride on OVERSEER.   Jockey Z Khairil stated that his instructions from a wide barrier were to get a good jump and sit mid field which he was able to carry out.  He further stated that from the 800M until entering the straight, he raced in tight galloping room and did not obtain clear running until passing the 300M.  Jockey Z Khairil said that OVERSEER responded to his whip riding and finished the race well.  The Stewards noted his explanation.

TERMS OF REFERENCE (S Salee) laid in racing to the 200M, obliging its rider to stop riding and straighten the gelding.  

Jockey K Eirwan, the rider of SO ON reported that his mount was not striding out freely.  A post-race veterinary examination of the gelding revealed no obvious abnormality.  SO ON which raced poorly will be required to pass a test (1000M/vet) before being declared to race again.

A post-race veterinary examination of CALLIXTUS revealed that the mare returned cut into its off hind medial cannon. 

The Stewards questioned Jockey Y Aify, the rider of FLYING BABY into his ride on that gelding.  Jockey Y Aify stated that his instructions from a wide barrier was to be in a mid field position.  After a clear jump, he settled mid field and on straightening, commenced to ride forward and from the 400M, he commenced to ride with the whip.  He further stated that FLYING BABY was only one-paced and failed to respond to the whip.  His explanation was noted.

A post-race veterinary examination of CLASSIC KING (Z Khairil) revealed no obvious abnormality.

Prior to the ‘All Clear’ being given, an objection was lodged by App R Ruwaidy, the rider of BIG SUPER, the second place getter against SECKILL (AK Lim), being declared the winner, on the grounds of alleged interference over the final 200M. After considering the evidence and viewing the vision of the incident, the Racing Stewards were of the opinion that the alleged interference had not affected the result of the race. The objection was overruled and the results stand.  The Racing Stewards imposed a fine of RM2,000/- on App R Ruwaidy in the presence of his employing trainer, C Robert, under MRA Rule 122(3) for lodging a  frivolous objection.

The Club Veterinary Surgeon reported that D’GREAT TALENT (J De Souza) and VICTORY MARCH (CK Tan) bled and both will be barred from racing for a period of three (3) months under MRA Rule 92(3)(a)&(b) and thereafter will be required to pass a bleeder’s test before being declared to race again.

The Stewards questioned Trainer HY Cheng and Jockey J Low, the trainer and rider of AGNI respectively into the mare’s performance today.  Trainer HY Cheng explained that AGNI was having its first start in Malaysia and had not raced since 6th October 2019 and his instructions were to sit midfield.  Jockey J Low explained that AGNI jumped fairly and raced with its head up on several occasions in the middle stages of the race.  Jockey J Low stated that he was able to sit midfield as instructed and from about the 300M when placed under the whip, AGNI ran on fairly.  Their explanations were noted.

PRE-RACE BLOOD TEST – 3RD   DAY, SUNDAY, 26TH JULY 2020

PENANG TURF CLUB JULY MEETING 2020 

The report dated 26th July 2020 (PNTC #V20/07) from the Chief Analyst of Veterinary Forensic Laboratory stated that 101 coded blood samples were received from the above- mentioned race meeting for analysis under the MRA Rules and Regulations.   All the samples were analyzed and passed the pre-race testing criteria.


2ND DAY, SATURDAY, 25TH JULY 2020, PENANG JULY MEETING 2020

Following the running of Race 5 (R448) on Saturday, 25th July 2020, 2nd Day, Penang July Meeting 2020, it was reported to the  Stewards  that Trainer HS Lim, the trainer of GOLD SKY BILLION (S Ruzaini), the winning horse, had violated PNTC SOPs in light of the Covid-19 with respect to the number of owners present at the Winning Enclosure. 

At the conclusion of an Inquiry today (26th July 2020) into the matter, Trainer HS Lim pleaded guilty to a charge of misconduct under MRA Rule 152(5)(a) in that he failed to comply with the PNTC SOP Circular No. T12/20 dated 13th July 2020.  Trainer HS Lim was fined a sum of RM2,500/-  and was  informed of his  Right of Appeal (1.25pm).

The Stewards today (25th July 2020) investigated into the above report and after hearing evidence from Trainer B Ng and Assistant Security Officer Mr. Mahandaraj Singaravelu, it was established that both had an exchange of words over personal matters.  Both parties agreed to accept each other’s apology and no further action was taken.


PNTC LETTER DATED 17TH APRIL 2020 TO TRAINER B NG REGARDING HIS EMPLOYEE MR. CHOO CHUIN LEONG

The attention of Trainer B Ng was drawn to the PNTC Standing Instructions and Regulations via Circular No.T3/20 dated 28th March 2020.  Trainer B Ng was informed that all his staff must comply with the directive in the Circular in light of Covid-19 SOP,  failing which action may be taken against him.

The Stewards today (25th July 2020) investigated into the above report.  After taking evidence from Trainer HS Lim, the Stewards advised him that he must comply with PNTC Standing Instructions and Regulations in light of the Covid-19 SPO, failing which action may be taken against him.

At the conclusion of an Inquiry into the matter, Trainer S Hamilton pleaded guilty to a charge of misconduct under MRA Rule 152(5)(a) in that she failed to comply with the PNTC SOP Circular No. T12/20 dated 13th July 2020 and she was fined a sum of RM2,500/- .  She was  informed of her Right of Appeal (5.40pm).


GENERAL REPORT – SLTC

The inquiry into the reason for newly registered Track Rider Fandi Bin Ahmad riding LISTEN (J412) on the main grass was conducted on Wednesday, 22 July 2020.

Initial evidence was taken from Trainer MW Teh who was not present at the track at that time. Due to requirement to clarify Mr Teh’s statement, the inquiry was adjourned. Trainer MW Teh was instructed that until the inquiry was concluded, Track Rider Fandi would not be permitted to ride trackwork at SLTC under MRA Rule 21(1)(f).

 RACE 4 (R439) CLASS 4(A) – 1200M

 KANTE and AWATERE which were up 31kgs and 21kgs in body weight respectively since their last run, were checked by the Club Veterinary Surgeon prior to the race and were passed fit to start.

Trainer CC Ooi was fined RM100/- under MRA Rule 65(5)(c) for failing to produce the declared colours for GENERAL TYCOON (S Ruzaini).

 App S Saddam, the rider of SUNNY STAR, was dislodged en route to the start.  SUNNY STAR was apprehended, checked by the Club Veterinary Surgeon and was passed fit to race. 

 HUN YEANG ROAD (App S Hafis) and UNCHAINED MELODY (App P Haris) were both slow into stride.

At about the 300M, UNCHAINED MELODY attempted to take a run to the inside of GLORIA MARIS (M Ganeesh) and when doing so, GLORIA MARIS rolled in and as a consequence, UNCHAINED MELODY was tightened for galloping room and had to check to avoid the heels of GLORIA MARIS.  Jockey M Ganeesh was shown the vision of the incident and was advised to exercise greater care in similar circumstances.

Jockey S Muniandy, the rider of EMPEROR TAIZONG, reported that he had to steady at about the 1000M and again at the 800M.

The Club Veterinary Surgeon reported that DUTY FIRST (J Chuah) returned exhibiting signs of respiratory distress and as such, will be required to pass a test (1000M/vet) before being declared to race again.

Jockey R Rueven, the rider of KANTE and Jockey J Daniel, the rider of PURPLE RAIN, both reported that their mounts were not striding freely.  Post-race veterinary examinations of KANTE revealed no obvious abnormality and PURPLE RAIN returned exhibiting signs of respiratory distress. As such, PURPLE RAIN will be required to pass a test (1000M/vet) before being declared to race again.

GENERAL REPORT – TUESDAY, 7 JULY 2020

INQUIRY INTO THE CIRCUMSTANCES SURROUNDING AN ALTERCATION BETWEEN TRAINER S EDWARDS AND TRAINER MW TEH ON 19 FEBRUARY 2020 AT SELANGOR TURF CLUB (SLTC)

The Stewards concluded an inquiry into an altercation at trackwork on 19th February 2020.

Evidence was taken from Trainers S Edwards and MW Teh.  The Stewards also considered the video recordings of certain aspects of an exchange between the parties.

After considering the issue:

  • Trainer S Edwards was warned under the provisions of MRA Rule 152(5)(a) for misconduct in the manner he addressed Trainer MW Teh.

  • Trainer MW Teh was warned under the provisions of MRA Rule 152(5)(a) for misconduct in the manner in which he addressed Trainer S Edwards.

  • Both Trainers were reminded that common SLTC facilities were available to all trainers who were obliged to share respectfully.


INQUIRY INTO A REPORT RELATING TO TRAINER MW TEH’S MANNER TOWARDS A SYCE ON 4 MARCH 2020 AT THE SELANGOR TURF CLUB (SLTC)

Following a first-hand report from an attending Steward, Trainer MW Teh was questioned initially regarding the manner in which he addressed and referred to a Syce employed by another trainer on 4 March 2020.

After considering the evidence, the Stewards were satisfied that Trainer MW Teh had acted in an inappropriate verbal manner towards the Syce. Mr Teh was subsequently reprimanded under the provisions of MRA Rule 152(5)(a) for misconduct and advised that a repetition would lead to action being taken.


INQUIRY INTO THE CIRCUMSTANCES SURROUNDING THE PRE-RACE EXAMINATION OF TRINITY GRACE IN RACE 5 (R298) ON SATURDAY, 29 FEBRUARY 2020 AT THE SELANGOR TURF CLUB (SPECIAL MEETING).

The Stewards concluded the inquiry into the circumstances surrounding the pre-race veterinary examination of TRINITY GRACE in the above race.

In consultation with Dr Shri Kanth, Senior Veterinary Surgeon of SLTC, the Stewards identified from video footage that TRINITY GRACE was fractious after being placed in the stalls and exited rearward on two (2) occasions. On both occasions, TRINITY GRACE was examined by the Veterinarian at the start but from a considerable distance.

The Stewards considered that a close-up examination of the gelding may have revealed the minor injury.

As a result of the inquiry, Dr Shri undertook to formulate a Standard Operating Practice for Veterinarians attending at the start of races.

APPEAL BY JOCKEY CHENG HAN KOK (HK CHENG) AGAINST THE SUSPENSION OF EIGHT (8) MALAYSIAN RACE DAYS FOR CONTRAVENTION OF MRA RULE 44(9)(b)(ii) FOR IMPROPER RIDING IMPOSED BY THE STIPENDIARY STEWARDS IN CONNECTION WITH HIS RIDING OF RACEHORSE “READY TO RULE” IN RACE 3 (R183) CLASS 5 (A) – 1200M (SHORT COURSE), ON SATURDAY, 8 FEBRUARY 2020, SELANGOR TURF CLUB FEBRUARY MEETING 2020

The Selangor Turf Club (SLTC) Racing Stewards considered the above appeal.

Other than the grounds of appeal, no further evidence was adduced. However, the SLTC Racing Stewards considered a report from the Chief Stipendiary Steward (SLTC).

The SLTC Racing Stewards directed under MRA Rule 149(1)(c), that due to the extraordinary circumstances experienced during Covid 19 Movement Control Order (MCO) restrictions, that the following applies:

  1. Jockey HK Cheng plea of guilty to the improper riding charge is recorded and conviction stands;

  2. The penalty of eight (8) Malaysian race days be vacated.

  3. The deposit of RM2500/- be refunded.

 Stable Supervisor Dominique Cheah Soong Jin, licensed to Trainer WC Lim, was fined RM250/- under the provisions of MRA Rule 41(4)(b) for failing to wear a body protector whilst mounted during trackwork at the Selangor Turf Club on Friday, 26 June 2020. 


URINE SAMPLE CODED “28605” REPORTED TO BE TAKEN FROM “D’GREAT TALENT” AFTER THIS HORSE RACED AT PNTC ON 15TH SEPTEMBER 2019, UPON ANALYSIS, REVEALED THE PRESENCE OF “BOLDENONE SULPHATE”,  A PROHIBITED SUBSTANCE UNDER THE MRA RULES AND REGULATIONS

A subsequent ‘ Clearing Sample’ coded “35401” taken from “D’GREAT TALENT” on 8th July 2020 was analysed by USAINS Holding Sdn. Bhd. and reported to be negative for “Boldenone Sulphate”.  As such, the Stewards have cleared “D’GREAT TALENT” to resume racing with immediate effect under MRA Rule 134(12).

RACE 1 (R329) CLASS 5 (B) – 1100M

ALIEN (App CK Khaw) and GHOST SPIRIT (S Anandan) were checked by the Club Veterinary Surgeon behind the barriers and both were passed fit to race.

HEART FEELING (C Goon) which was weakening had to steady passing the 200M when YELLOW JADE HORSE (R Rueven) rolled outwards and at the same time ALIEN rolled inwards away from ROOTER (SS Vanan).

GHOST SPIRIT which was trailing the field, was eased out at about the 400M when Jockey S Anandan felt something amissed with the gelding.

The Club Veterinary Surgeon reported that HEART FEELING returned with a cut into its near hind foot.

App CK Khaw, Jockey R Rueven and Jockey S Anandan, the respective rider of ALIEN, YELLOW JADE HORSE and GHOST SPIRIT, reported that their mounts were not striding out freely.  Post-race veterinary examinations of ALIEN and YELLOW JADE HORSE revealed no obvious abnormality and GHOST SPIRIT returned lame off fore.  As such, GHOST SPIRIT will be required to pass a test (1000M/vet) before being declared to race again.

D’GREAT SONG (J De Souza) was tightened shortly after the start when SATELLITE GOLDEN (HS Gill) shifted outwards and at the same time THUNDERSTRUCK (App S Hafis) shifted inwards.  As a consequence, D’GREAT SONG lost its position.

MAMAMIA MAMAMIA (App P Haris) raced tight from the 800M between GOOD WARRIOR (Y Aify) on the outside and THUNDERSTRUCK on the inside and had to be steadied on several occasions until about the 600M when MAMAMIA MAMAMIA had to steady to avoid the heels of GOOD WARRIOR which rolled in.

D’GREAT LUCK (HK Cheng) was held up for clear running on the heels of MAMAMIA MAMAMIA from the 500M until entering the straight.

Jockey M Ganeesh, the rider of DAYFLIRT reported that his mount was making respiratory noises.  A post-race veterinary examination of the gelding revealed no obvious abnormality.

App CC Foo, the rider of POLO TYCOON, was shown the vision of the finish of the race in the presence of his Acting Trainer, SY Lim, and was severely reprimanded for failing to ride his mount out to the finish of the race, a repetition of which may result in action being taken against him.

APPEAL BY VISITING JOCKEY DANIEL JAGADISHAN  AGAINST THE 4 MONTHS SUSPENSION AND RM10,000/- FINE IMPOSED BY THE STIPENDIARY STEWARDS UNDER MRA RULE 44(10) IN CONNECTION WITH HIS RIDING AND HANDLING OF RACEHORSE “EMIRATES WARRIOR” IN RACE 4 (R1580) OPEN MAIDEN – 1200M (WEIGHT-FOR-AGE) ON SATURDAY, 21ST DECEMBER 2019, 1ST DAY, PENANG YANG DI-PERTUA NEGERI GOLD CUP DECEMBER MEETING 2019

The Penang Turf Club Racing Stewards today (6th  March 2020) heard the above Appeal and heard submissions from Jockey J Daniel and Trainer K Coetzee, the rider and trainer of EMIRATES WARRIOR respectively.

After considering the submissions from Jockey J Daniel, Trainer K Coetzee and the Acting Chief Stipendiary Steward and reviewing the video replays, the Racing Stewards dismissed Jockey J Daniel’s appeal.

However, the Racing Stewards reduced his suspension to two (2) months, effective from Monday, 9th March 2020 and to expire on Friday, 8th May 2020, both dates inclusive. 

Furthermore, the Racing Stewards waived the fine of RM10,000/-. 

Jockey J Daniel’s deposit was forfeited.


PRE-RACE BLOOD TEST – 2ND DAY, SATURDAY, 7TH MARCH 2020,

PENANG MARCH MEETING 2020

The report dated 7th March 2020 (PNTC #V20/03) from the Chief Analyst of Veterinary Forensic Laboratory stated that 85 coded blood samples were received from the above mentioned race meeting for analysis under the MRA Rules and Regulations.   All the samples were analyzed and passed the pre-race testing criteria.
