RACE 1 (R1014) CLASS 5(A) – 1100M

Emergency acceptor, GHOST AFFAIR was withdrawn due to a capacity field.

MISS MICHELLE (HS Gill) jumped awkwardly outwards, crowding CASTLE CHOICE (App A Azizi).

At approximately the 200M-mark, Jockey S Saddam, the rider of LION CONQUEROR,

accidentally struck COME ON JIMMY (S Ruzaini) across the head.

At the conclusion of an Inquiry, Jockey S Ruzaini, the rider of COME ON JIMMY, pleaded guilty to a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The particulars of the charge were that whilst riding COME ON JIMMY, he failed to ride with sufficient vigour and determination and thereby failed to ride to the satisfaction of the Stewards. When deciding on penalty, the Stewards took into account his guilty plea and the facts of this case, Jockey S Ruzaini’s points of mitigation and his riding record. Jockey S Ruzaini was suspended from riding in races for a period of three (3) months with effect from Monday, 20^th December 2021 and to expire on Saturday, 19^th March 2022, both days inclusive. In addition, Jockey S Ruzaini was fined a sum of RM10,000/- (Ringgit Malaysia Ten Thousand). He was advised of his Right of Appeal (5.45pm).

RACE 2 (R1015) CLASS 5(A) – 1100M

TWILL GUY which was up 28kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

HEART FEELING (AM Aizat) over-raced in the early stages of the race.

At approximately the 600M-mark, POWERFUL DRAGON (HK Cheng) rolled outwards onto the hind quarters of CITY KNIGHT (App CC Foo) and had to be steadied.

CITY KNIGHT rolled inwards at approximately the 75M-mark onto HOSTWIN QUEEN (J Low), inconveniencing HOSTWIN QUEEN slightly. The Stewards were of the opinion that this incident had no effect on the result of the race.

Trainer B Ng was questioned with regards to the improved performance of CITY KNIGHT today. The only explanation he could offer was that the horse appeared to be very suited to the “Heavy” track today coupled with the fact that App CC Foo claimed 4kg. His explanation was noted.

RACE 3 (R1016) CLASS 4(B) – 1100M

Emergency acceptors, PERFECT RUN, PURE SPARK and MR DAVID were all withdrawn due to a capacity field.

BALL AND CHAIN which was down 19kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

The Stewards permitted Jockey Y Aify to replace Jockey J Daniel on SPEEDY DEMON when the latter was certified unwell.

Trainer MP Thwaites was fined RM100/- under MRA Rule 65(5)(c) for failing to produce the declared colours for SPEEDY DEMON.

Passing the 200M-mark, Jockey HS Gill, the rider of MAZANZE, was struck by a clod.

The Club Veterinary Surgeon reported that ORIENT EXPRESS (HK Cheng) returned having cast its near fore plate.

The state of track was upgraded to “Soft” after the running of this race.

RACE 4 (R1017) CLASS 4(A) – 1100M

Emergency acceptors, POLO BOY, D’GREAT JOURNEY and GENERAL NIX were all withdrawn due to a capacity field.

FIGHTING WARRIOR and SOMAR, which were up 15kgs and 20kgs respectively in body weight since their last run, were checked by the Club Veterinary Surgeon prior to the race and were both passed fit to start.

Trainer CC Ooi was fined RM1,000/- under MRA Regulation 20.6 as read with MRA Regulation 20.3.1 for failing to ensure the vaccination status (Equine Influenza) was current for KANTE. KANTE was withdrawn by order of the Stewards at 1.20 pm.

The Stewards permitted Jockey CK Tan to replace Jockey J Daniel as the rider of FIGHTING WARRIOR.

The Stewards ordered the withdrawal of AYAAN (HS Gill) at 3.00 pm acting on veterinary advice that the gelding sustained a cut off fore. AYAAN will be required to pass a veterinary examination before being declared to race again.

PURPLE RAIN (S Saddam) was slow into stride.

A post-race veterinary examination of FLYING BABY (App I Firdzriel) revealed that the gelding returned cut off fore.

BAGHDAD which was up 16kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

The Stewards permitted Jockey CK Tan to replace Jockey J Daniel as the rider of TWENTYSIXTWELVE.

Trainer PK Leong was fined RM100/- under MRA Rule 65(5)(c) for failing to produce the declared colours for SPEEDY SWALLOW (M Yusri).

The near fore plate of MAKE U FAMOUS (HK Cheng) was re-adjusted at the barriers and the gelding was passed fit to race by the Club Veterinary Surgeon.

MYSTICAL STAR (AM Aizat) was slow into stride.

MASTRO GEPPETTO (HS Gill) rolled out under pressure in the latter stages of the race, brushing DROUGHT (App S Hafis).

Jockey Y Aify, the rider of WILDFIRE, reported that his mount was not striding out freely. A post-race veterinary examination of WILDFIRE revealed no obvious abnormality.

Jockey CK Tan, the rider of TWENTYSIXTWELVE, reported that his mount was making abnormal respiratory noises. A post-race veterinary examination revealed that the gelding returned broken-winded and as such, will be required to pass a test (1000M/vet) before being declared to race again.

At approximately the 250M-mark, YOU ARE SPECIAL (App S Hafis) rolled inwards and had to be steadied off the heels of YULONG DREAM (J Low).

Jockey HS Gill, the rider of ROCK ME EASY, reported that his mount did not act in the going.

Jockey Y Aify, the rider of SILVER SIXTYSIX, reported that his mount was not striding out freely. A post-race veterinary examination revealed no obvious abnormality.

RACE 2 (R938) CLASS 5(A) – 1600M

MONACO ACE, a course scratching as it had sustained cellulitis near fore fetlock, will be required to pass a veterinary examination before being declared to race again.

JEFFREY (App R Narendran) threw its head up on jumping.

At approximately the 900M mark, JEFFREY rolled outwards, inconveniencing ALWRICH (HK Cheng) onto YULONG DREAM (J Low). Shortly thereafter, ALWRICH rolled outwards, brushing SECOND CHANCE (S Saddam).

ALWRICH entered the home straight wide. Jockey HK Cheng, the rider of ALWRICH, dropped his whip at the 200M.

Jockey HS Gill, the rider of SONNY BILL, reported that his mount was not striding out freely. A post-race veterinary examination revealed that the gelding returned with epiglottis entrapment and as such, will be required to pass a test (1000M/vet) before being declared to race again.

A post-race veterinary examination of FIRST SUCCESS (App P Haris) revealed that the gelding returned having cast its near fore plate. FIRST SUCCESS which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.

The Club Veterinary Surgeon reported that SECOND CHANCE returned with a cut in both fore legs and YULONG DREAM returned with a speedy cut in the near hind.

SACRED TONIC (AM Aizat) jumped awkwardly.

Shortly after the start, COME ON JENNY (S Ruzaini) and XENA (App I Firdzriel) came together.

Passing the 1000M mark, MOONGATE LIGHT (App WW Cheah) shifted inwards, making contact with WHY NOT (J Low).

At approximately the 800M mark, SACRED TONIC steadied off the heels of MAGNOLIA BLVD (App A Azizi) and thereafter made contact with ROYAL RULER (App AR Aiman) which rolled outwards.

At the conclusion of an Inquiry into an incident at about the 1000M to the 800M, App WW Cheah, the rider of MOONGATE LIGHT, in the presence of his Employing Master, Trainer R Lines, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that passing the 1000M mark, he shifted MOONGATE LIGHT inwards, causing interference to WHY NOT. App WW Cheah was suspended from riding in races for a period of two (2) race days with effect from Monday, 22^nd November 2021 and to expire on Sunday, 28^th November 2021, both days inclusive. He was advised of his Right of Appeal (2.50pm).

SACRED SURFER, a course scratching as it had sustained cellulitis both hind legs, will be required to pass a veterinary examination before being declared to race again.

IAMBUTTER and PULAU PINANG which were up 25kgs and down 17kgs in body weight respectively since their last run, were checked by the Club Veterinary Surgeon prior to the race and were passed fit to start.

The Stewards permitted Jockey J Low to replace Jockey AK Lim as the rider of CITY OF DREAM.

ALCATRAZ (S Salee) was slow into stride.

At approximately the 1100M mark, ACE’S WILD (CK Khaw) which was pulling hard was tightened between ALCATRAZ and ON THE RAZZ (R Rueven) and was inconvenienced.

IAMBUTTER (S Ruzaini) was obliged to race wide on the turn and was hanging inwards in the straight.

Jockey HS Gill, the rider of YOGI, reported that his mount was making respiratory noises. A post-race veterinary examination revealed that YOGI returned exhibiting signs of respiratory distress and as such, will be required to pass a test (1000M/vet) before being declared to race again.

A post-race veterinary examination of RAGNAR (App I Firdzriel) revealed no obvious abnormality. ALCATRAZ and ACE’S WILD both returned having cast their off fore plate.

App YY Oon, the rider of MOONSHINE MISTRESS, reported that his mount was not striding out freely. A post-race veterinary examination revealed that MOONSHINE MISTRESS returned lame off fore and as such, will be required to pass a test (1000M/vet) before being declared to race again.

SILENT BOSS, a course scratching as it was bruised near hind fetlock, will be required to pass a veterinary examination before being declared to race again.

The Stewards permitted Jockey F Yap to replace Jockey AK Lim as the rider of SECKILL.

The Stewards ordered the withdrawal TWILL GUY at 4.01 pm acting on veterinary advice that the gelding was fractious in the saddling stable and sustained a cut in the near hind leg. TWILL GUY will be required to pass a veterinary examination before being declared to race again.

COME ON JIMMY (App P Haris) jumped awkwardly.

SECKILL (F Yap) and COME ON JIMMY brushed shortly at the start.

COME ON JIMMY rolled out at approximately the 200M mark, making contact with DROUGHT (App A Nazir).

The Club Veterinary Surgeon reported that D’GREAT CHANCE (AM Aizat) returned having cast its near hind plate.

A post-race veterinary examination of COME ON JIMMY revealed no obvious abnormality.

RACE 8 (R944) CLASS 5(A) – 1200M

LEESTOWN EXPRESS and MAJULAH, both course scratching as they had a small cut at the left cheek and a sore back respectively, will each be required to pass a veterinary examination before being declared to race again.

SUNNY FIGHTER and MR SHORTIE’S which were down 15kgs and up 15kgs in body weight respectively since their last run, were checked by the Club Veterinary Surgeon prior to the race and were passed fit to start.

The Stewards permitted Jockey HS Gill to replace Jockey AK Lim as the rider of WELL DESERVED.

App I Firdzriel replaced App Z Ahmad as the rider of ZILFIKAR by order of the Stewards.

The Stewards permitted Jockey R Rueven to replace App P Haris as the rider of PERFECT KIARA when the latter was stood down by the Club Medical Officer and there was no other suitable apprentice jockey available.

Approaching the 1000M mark, JULIUS CAESAR (App YY Oon) had to check when CASTLE CHOICE (App A Najib) shifted inwards. At a subsequent Inquiry, App A Najib, in the presence of his Employing Master, Trainer F Maynard, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii). App A Najib was suspended from riding in races for a period of two (2) race days with effect from Monday, 22nd November 2021 and to expire on Sunday, 28th November 2021, both days inclusive. He was advised of his Right of Appeal (5.20pm).

Approaching the 200M mark, MR SHORTIE’S (App A Azizi) shifted outwards, carrying SUNNY FIGHTER (S Saddam) outwards onto ZILFIKAR (App I Firdzriel), resulting in CITY KNIGHT (HK Cheng) becoming crowded and having to check. At a subsequent Inquiry, App A Azizi, in the presence of his Acting Trainer, HS Lim, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii). He was suspended from riding in races for a period of two (2) race days with effect from Monday, 22nd November 2021 and to expire on Sunday, 28th November 2021, both days inclusive. He was advised of his Right of Appeal (5.30pm).

RACE 5 (R933) CLASS 4(B) – 1300M, SATURDAY, 20^TH NOVEMBER 2021

The Stewards today (21^st November 2021) concluded their Inquiry into the running and handling of KRATOS (App P Haris). After taking further evidence from App P Haris in the presence of his Employing Master, Trainer HS Lim, and Trainer CC Ooi, the trainer of KRATOS, Senior Track Rider Razali bin Musa (witness for App P Haris) and reviewing the films, App P Haris was found guilty of a charge under MRA Rule 44(8) as read with MRA Rule 44(8)(a) in that whilst riding KRATOS in the above race, he failed to take all reasonable and permissible measures to ensure that KRATOS was given full opportunity of obtaining the best possible placing.

The particulars of the charge were that:-

he sat against his horse at approximately the 500M for some distance;

upon entering the straight, he had a strong hold of his horse with his right hand;

from the 300M, he unbalanced KRATOS by bouncing up and down on his horse whilst continuing to restrain it;

he feigned the use of his whip on several occasions in the straight.

When deciding on penalty, the Stewards took into consideration the facts of this case, App P Haris’s riding record and his points of mitigation. After considering the provisions of MRA Rule 44(8)(a), App P Haris was disqualified for a period of one (1) year with immediate effect from Sunday, 21^st November 2021 and to expire on Sunday, 20^th November 2022, both days inclusive. He was advised of his Right of Appeal (5.45pm).

Trainer CC Ooi was advised that the Stewards would inquire regarding his evidence at the above Inquiry at a date to be fixed.

AMISTAD which was up 15kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

Shortly after the start, AMISTAD (K Eirwan) shifted inwards, resulting in interference to GOLDEN SHOW (S Ruzaini) which clipped its heels and stumbled. At a subsequent Inquiry, Jockey K Eirwan, the rider of AMISTAD pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) and was suspended from riding in races for a period of two (2) race days with effect from Monday, 22^nd November 2021 and to expire on 28^th November 2021, both days inclusive. Jockey F Yap was fined RM500/- for negligence under MRA Rule 152(5)(a) for failing to make the carded weight on L’KEN. The Stewards permitted Jockey L De Souza to replace him as the rider of L’KEN.

CAPE LINCOLN (S Ruzaini) and SUCCESS STREET (App I Firdzriel) came together on jumping.

Approaching the crossing at the 1500M, TIN’S MACHINE shied, dislodging its rider, Jockey AK Lim. In this incident, RELIC WARRIOR (HK Cheng), CAPE LINCOLN and CROWN DELIGHT (App WW Cheah) suffered varying degrees of interference.

RAISE ME UP (SS Vanan) shifted away from the whip, having to be straightened in the straight.

A veterinary examination was requested on SUCCESS STREET which revealed no obvious abnormality.

WEST NORTH HILL (App YY Oon) which raced poorly will be required to pass a test (1000M/vet) before being declared to race again.

THUNDER DRAGON which was up 28kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

Jockey I Amirul was fined RM1,000/- for negligence under MRA Rule 152(5)(a) for failing to comply with PNTC Covid-19 SOPs in that on 20^th November 2021, he entered the Club premises without providing a clear Covid-19 test as required. Jockey I Amirul was instructed to leave the Club premises immediately. The Stewards permitted Jockey F Yap to replace him as the rider of ANDADO.

FLYING BABY (App P Haris) was slow into stride.

Approaching the 400M mark, the right side stirrup bar on the saddle of FLYING BABY broke, resulting in App P Haris being dislodged. He was exempted from weighing in. APPEAL BY APPRENTICE JOCKEY ANIS RUWAIDY BIN ROSMIZI (APP R RUWAIDY) AGAINST THE FINDING AND THE PENALTY OF ONE-YEAR DISQUALIFICATION IMPOSED BY THE STIPENDIARY STEWARDS UNDER MRA RULE 44(8) AS READ WITH MRA RULE 44(8)(a) FOR THE RUNNING AND HANDLING OF “LOUEY VELOCE” IN RACE 4 (R781) CLASS 4(B) – 1200M ON SATURDAY, 16^TH OCTOBER 2021, PENANG TURF CLUB OCTOBER (HOME-BASED) MEETING 2021

The Penang Turf Club Racing Stewards today (16^th November 2021) heard the above Appeal.

After considering the submissions from App R Ruwaidy, his Employing Trainer Mr Cecil Robert, and the Chief Stipendiary Steward, and reviewing the video replays, the Racing Stewards exercised their powers under MRA Rule 149(1)(c) and substituted the charge to MRA Rule 44(10) for failing to ride LOUEY VELOCE to the satisfaction of the Stewards. App R Ruwaidy in the presence of his Employing Trainer then pleaded guilty to the charge and the Racing Stewards imposed a penalty of nine (9) months’ suspension with effect from Sunday, 17^th October 2021 and to expire on Saturday, 16^th July 2022, both dates inclusive. App R Ruwaidy’s deposit was forfeited.

SLTC STEWARDS’ REPORT – WEDNESDAY, 17 NOVEMBER 2021

INQUIRY INTO A REPORT RELATING TO POST-RACE URINE SAMPLE CODED “30645” WHICH WAS TAKEN FROM THE HORSE “FLASH ONE” WHICH FINISHED SECOND IN RACE 9 ON SUNDAY, 10 OCTOBER 2021 AT THE SELANGOR TURF CLUB OCTOBER MEETING 2021 AND THE SAMPLE WAS FOUND TO CONTAIN “PARECOXIB & VALDECOXIB”

The Panel of Stewards, on 16 November 2021 (Tuesday), inquired into a report from the Chief Analyst of Usains Biomics that the post-race urine sample taken from FLASH ONE contained “parecoxib & valdecoxib”.

Evidence was taken from the trainer of FLASH ONE, Trainer KC Tiang, SLTC Chief Veterinary Surgeon, Dr Shri Kanth and one of Trainer KC Tiang’s Syces.

Trainer KC Tiang pleaded guilty to a charge under MRA Rule 134(6) with having presented FLASH ONE to race in Race 9 on Sunday, 10 October 2021 at the Selangor Turf Club, the post-race urine sample having had detected in it “parecoxib & valdecoxib”.

In assessing the penalty, the Stewards took into consideration the nature of the prohibited substance, Trainer KC Tiang’s guilty plea, mitigating factors and previous record. Trainer KC Tiang was fined RM10,000/- and was advised of his Right of Appeal.

In addition, in terms of MRA Rule 134(11), FLASH ONE was disqualified from the race and the results amended to:

2^nd – DIAMOND SET (App A Suriya)

3^rd – SUPER BB (AK Lim)

4^th – BAOYE CHAMPION (App AB Riduan)

The clearing sample (report dated 4 November 2021) which was taken from FLASH ONE, trained by Trainer KC Tiang, revealed that no prohibited substance was detected and as such, FLASH ONE is cleared to race under MRA Rule 134(12).

RACE 2 (R885) CLASS 5 (A) – 1400M (LONG COURSE), SATURDAY,

App WW Cheah (UNLIMITED STAR) subsequently exercised his Right of Appeal and applied for a Stay of Sentence. The Stewards considered the application for a stay which was granted. The Appeal will be held at a date to be fixed.

A post-race veterinary examination of QUASAR (App P Haris) revealed no obvious abnormality.

An Inquiry was opened into the running and handling of CALVADOS in this race. After taking evidence from Jockey Z Khairil and Trainer S Hamilton, the rider and trainer of CALVADOS respectively and reviewing the films, Jockey Z Khairil pleaded guilty to a charge under MRA Rule 44(8) as read with 44(8)(a) in that he failed to take all reasonable and permissible measures to ensure that CALVADOS was given full opportunity of winning or of obtaining the best possible placing.

The particulars of the charge were:-

That having jumped on terms from barrier 1 at the 1400M on CALVADOS, he continually restrained his mount in the back straight;

That at the 600M mark, he shifted out approximately 4 horses’ width when there was a clear run on the inside next to the rail behind AWATERE (KC Wong) thereby covering unnecessary ground.

When deciding on penalty, the Stewards took into consideration the facts of this case, Jockey Z Khairil’s guilty plea, his riding record and points of mitigation. Jockey Z Khairil was disqualified for a period of one (1) year with effect from Sunday, 17^th October 2021 and to expire on Sunday, 16^th October 2022, both days inclusive. He was advised of his Right of Appeal (6.50pm).

EL PRIMERO which was up 23kgs and D’GREAT EMINENCE which was down 20kgs in body weight since their last run, were checked by the Club Veterinary Surgeon prior to the race and were both passed fit to start.

Jockey Z Khairil was fined RM500/- for negligence under MRA Rule 152(5)(a) for failing to make the carded weight on MOONSHINE MISTRESS. The Stewards permitted Jockey S Saddam to replace him as the rider of MOONSHINE MISTRESS.

The Stewards permitted Jockey R Rueven to replace Jockey HK Cheng as the rider of MISS MICHELLE when the latter was stood down by the Club Medical Officer.

DESTINY KNIGHT (App YY Oon) was slow into stride and thereafter raced poorly trailing the field. DESTINY KNIGHT which raced poorly will be required to pass a test (1000M/vet) before being declared to race again.

Approaching the 800M mark, ZAC ACE (AM Aizat) rolled out slightly, carrying SHEN LONG (S Muniandy) outwards who had to steady onto the heels of MOONSHINE MISTRESS.

An Inquiry was opened into the running and handling of LOUEY VELOCE in this race. After taking evidence from App R Ruwaidy, the rider of LOUEY VELOCE and Trainer C Robert, the trainer of LOUEY VELOCE and the Master of App R Ruwaidy, and reviewing the films, App R Ruwaidy was found guilty to a charge under MRA Rule 44(8) as read with 44(8)(a) in that he failed to take all reasonable and permissible measures to ensure that LOUEY VELOCE was given full opportunity of winning or of obtaining the best possible placing.

The particulars of the charge were:-

That after jumping well from barrier 1 at the 1200M mark, he restrained his mount getting it to a position worse than mid field which was contrary to his instructions;
That from the 600M mark, he shifted off and away from the inside running rail when he had clear running to a position behind ZAC ACE (AM Aizat) thereby covering unnecessary ground;
That upon entering the straight, he feigned the use of the whip on a number of occasions.

When deciding on penalty, the Stewards took into consideration the facts of this case, App R Ruwaidy’s riding record and points of mitigation. App R Ruwaidy was disqualified for a period of one (1) year with effect from Sunday, 17^th October 2021 and to expire on Sunday, 16^th October 2022, both days inclusive. He was advised of his Right of Appeal (6.13pm).

NO REGRETS (S Salee) and TILSWORTH MICK (S Saddam) were both slow into stride.

At approximately the 200M mark, NO REGRETS was inconvenienced momentarily when CASTLE OCEAN (App A Nazir) rolled inwards from the whip.

Jockey K Eirwan, the rider of SO ON reported that his mount was not striding out freely. A post-race veterinary examination of SO ON revealed no obvious abnormality

MYSTICAL STAR (SS Vanan) was slow to begin.

ARIF (App AR Aiman) laid out racing to the 350M and brushed MYSTICAL STAR.

GUNFORHIRE (S Saddam) commenced to shift out from the 300M, resulting in ARIF changing course inwards for clear running.

Over the final stages of the race, ARIF laid out, resulting in GUNFORHIRE taking MYSTICAL STAR wider on the track. Jockey SS Saddam was shown the vision of the incident and advised to exercise greater care in similar circumstances.

Prior to the ‘All Clear’ being given, an objection was lodged by Jockey SS Vanan, the rider of MYSTICAL STAR, placed second against ARIF (App AR Aiman), being declared the winner, on the grounds of alleged interference from the 350M. After considering the evidence and viewing the video, the Racing Stewards were of the opinion that the alleged interference had not affected the result of the race. The objection was overruled and the result stood.

GENERAL REPORT(S)

At the conclusion of an Inquiry today (15^th May 2021), Trainer T Asogan was charged with negligence under MRA Rule 152(5)(a) in that he lodged an outdated MRA SE1 Form even after he was advised to use the latest MRA SE1 Form by the Stipendiary Steward.

Trainer T Asogan pleaded guilty to the charge and was fined a sum of RM200/-.

PNTC TRACK WORK

Trainer CC Ooi was fined RM1,500/- for negligence under MRA Rule 152(5)(a) in that he disobeyed the directive of a PNTC Steward not to permit his employee Irwan Bin Muhamat to ride track work on 11^th and 14^th May 2021 at the main track and the horse-walker area and was advised of his Right of Appeal (12.45pm).

RACE 6 (R411) 4YO SPECIAL STAKES (SW) – 1200M, SUNDAY, 9^TH MAY 2021,

Jockey F Yap (MAGNOLIA BLVD) subsequently exercised his Right of Appeal on 11^th May 2021 against the 2 months’ suspension imposed by the Stipendiary Stewards under MRA Rule 121(2). On 12^th May 2021, Jockey F Yap sought permission from the Racing Stewards to withdraw his appeal.

The Racing Stewards acceded to Jockey F Yap’s request to withdraw his appeal and his deposit was refunded.

ROYAL RULER (S Salee) had to check to avoid the heels of THE DODGER (CK Tan) racing to the 800M when THE DODGER was tightened for galloping room and became unbalanced when KERAUNO (App S Rosmizan) which was racing tight on the inside of LAUS DEO (AM Aizat) rolled in. App S Rosmizan, in the presence of his Employing Trainer, S Hamilton, was shown the vision of the incident and was advised to exercise greater care in similar circumstances.

SNEAKY GETAWAY (App A Nazir) broke through the barrier and after being re-captured, was withdrawn by order of the Stewards at 4.23pm. The mare will be required to pass one (1) starting stall test before being declared to race again.

Post-race veterinary examinations of MAESTRO ECLIPSE (K Eirwan) and GENERAL NIX (Z Khairil) revealed no obvious abnormality. Both geldings which raced poorly, will each be required to pass a test (1000M/vet) before being declared to race again.

Jockey F Yap, the rider of MAGNOLIA BLVD which finished in the 8^th placing, weighed in to scale 1.8 kg below the weight he had weighed out.

At the conclusion of an Inquiry today, evidence was taken from the Clerks of Scale, Trainer F Maynard and Jockey F Yap, the trainer and rider of MAGNOLIA BLVD respectively. Jockey F Yap was found guilty to a charge under MRA Rule 121(2) in that as the rider of MAGNOLIA BLVD, he had weighed in to scale 1.8kg below the weight he had weighed out.

When deciding on the penalty, the Stewards took into account the circumstances of the matter, Jockey F Yap’s mitigating factors and his riding record. Jockey F Yap was suspended from riding in races for a period of two (2) months with effect from Monday, 10^th May 2021 and to expire on Friday, 9^th July 2021, both days inclusive. He was advised of his Right of Appeal (5.25pm).

In addition, MAGNOLIA BLVD which finished in the 8^th placing, was disqualified and the placing was amended accordingly.

Trainer S Hamilton explained that HARLEY FLAME was difficult to provide a urine sample during the post-race urine collection process, and as the Syce attending the horse had to leave the holding area to attend to a personal emergency, she had to arrange for another stable syce to witness the post-race collection process of HARLEY FLAME. Trainer S Hamilton’s attention was drawn to Clause 12(b) of the PNTC Official Programme pertaining to the matter that she is required to seek prior permission from the Chief Stipendiary Steward before changing the syce, failing which action may be taken.

The gelding will be required to pass a veterinary examination before being declared to race again.

Acting on the Official Starter’s report that RED EASTERN (App R Ruwaidy) was difficult and could not be boxed, the Stewards ordered the withdrawal of RED EASTER at 4.00 pm. RED EASTERN will be required to pass one (1) starting stall test before being declared to race again.

Trainer HS Lim was fined RM250/- for negligence under MRA Rule 152(5)(a) for presenting JEFFREY (K Eirwan) with blinkers which was not a declared gear and it was removed by order of the Stewards behind the barrier.

JACKS SECRET (S Saddam) was slow to begin.

The Club Veterinary Surgeon reported that MR WOLFF (Z Khairil) bled and will be barred from racing for a period of three (3) months under MRA Rule 92(3)(a)&(b) and thereafter will be required to pass a bleeder’s test before being declared to race again.

A post-race veterinary examination of JACKS SECRET revealed that the gelding returned having cast its near fore plate and exhibiting signs of respiratory distress. JACKS SECRET will be required to pass a test (1000M/vet) before being declared to race again.

The Stewards concluded their inquiries into the reasons for: STRAP MARKS in Race 8 and DESIRE SKY in Race 9 being late withdrawals on Sunday, 25 April 2021.

Trainer R Lines advised that his stable staff numbers and composition had been severely curtailed and changed due to a considerable number of personnel being isolated because of Covid-19 Standard Operating Procedures (SOPs). He had taken it upon himself not to attend the races.

With his non-attendance and reduced staff, this had resulted in a lack of personnel who would normally check all race day preparation details. He further advised of several personal issues that had compounded the problem of both horses not being presented to race.

In considering the elements of the case, the Stewards were satisfied that the unique circumstances due to Covid-19 SOP lockdown, had brought about the error and took no further action.

WITHDRAWAL OF APPEAL BY JOCKEY CALVIN GOON (C GOON) AGAINST THE SUSPENSION OF SIX (6) WEEKS FOR CONTRAVENTION OF MRA RULE 44(10) IMPOSED BY THE STIPENDIARY STEWARDS IN CONNECTION WITH HIS RIDING OF RACEHORSE “SPIN FIRE” IN RACE 11 (R183) ON SUNDAY, 14 MARCH 2021, SELANGOR TURF CLUB MARCH MEETING 2021

Jockey C Goon who lodged an appeal against his suspension of six (6) weeks for failing to ride to the satisfaction of the Stewards under MRA Rule 44(10), applied to withdraw his appeal on 4 May 2021.

After consideration, the Racing Stewards acceded to his application and his deposit will be refunded. His suspension commenced on 5 May 2021 and to expire on 16 June 2021, both dates inclusive.

The following horses, YULONG HONOR (App P Haris), BM POWER (HK Cheng), CAPE LINCOLN (R Rueven) and SILVER SIXTYSIX (App R Ruwaidy) had to take evasive action to avoid the fallen rider. App AR Aiman was exempted from weighing in.

A post-race veterinary examination of LEEDSTHEWAY revealed no obvious abnormality.

At the conclusion of an Inquiry, Jockey AM Aizat, the rider of SUNTZU, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that racing to the 600M, he shifted inwards when insufficiently clear of LEEDSTHEWAY (App AR Aiman) resulting in the gelding clipping its heels and dislodged its rider. When deciding on the penalty, the Stewards took into account Jockey AM Aizat’s guilty plea, his riding record and mitigating factor. Jockey AM Aizat was suspended from riding in races for a period of two (2) race days. Acting on the provisions of MRA Rule 48(5), the Stewards deferred the commencement of Jockey AM Aizat’s suspension to take effect from Monday, 4^th January 2021 and to expire on Sunday, 10^th January 2021, both days inclusive. He was advised of his Right of Appeal (6.30pm).

After taking evidence from Valet Sophian Hadi bin Ismail, PNTC Assistant Security Officer Encik Mahendaraj Singaravelu and PNTC Security personnel Chong Wai Meng and Corporal Mohd Jamel bin Ismail, the Stewards adjourned the investigation to a date to be fixed.

APPEAL AGAINST THE ONE (1) MONTH SUSPENSION IMPOSED ON JOCKEY WONG KAM CHONG (KC WONG) BY THE STIPENDIARY STEWARDS UNDER MRA RULE 121(2) FOR WEIGHING IN 1 KG BELOW THE WEIGHT HE HAD WEIGHED OUT IN RACE 5 (R837) ON SATURDAY, 17^TH OCTOBER 2020, 2^ND DAY, PENANG OCTOBER MEETING 2020

The Penang Turf Club Racing Stewards today (20^th December 2020) heard the above appeal.

After considering submissions from Jockey KC Wong, his valet Shamsul Hasdy bin Ismail, Clerk of the Scales Mr Ling Beng Kooi and the Acting Chief Stipendiary Steward, the Racing Stewards dismissed the appeal. Jockey KC Wong’s one-month suspension was confirmed and will take effect from Monday, 21^st December 2020 and to expire on Wednesday, 20^th January 2021, both days inclusive. His deposit was forfeited.

The Stewards questioned Jockey Z Khairil, the rider of OVERSEER into his ride on the mare. He stated that his instructions were to jump and sit where comfortable. He further stated that from the 600M, he commenced to push forward but OVERSEER failed to respond and from the 400M when he used the whip, the mare again failed to respond to his riding. The Stewards also questioned Trainer S Hamilton, the trainer of OVERSEER. She confirmed her instructions and stated that she was of the opinion that the mare was not suited by the distance of today’s race. The explanations of Jockey Z Khairil and Trainer S Hamilton were noted.

In assessing the penalty, the Stewards took into consideration Jockey AK Lim’s guilty plea, mitigating factors and his submissions on penalty. He was suspended from riding in races for a period of three (3) Malaysian race days with effect from 26 October 2020 and to expire on 7 November 2020, both dates inclusive. He was advised of his Right of Appeal.

The Stewards opened an inquiry into App N Varmah’s riding of TARGET in Race 8 on 25 October 2020. The inquiry was adjourned to allow App N Varmah’s Employing Trainer, Charles Leck to attend.

Mr Leck has advised the Stewards that he is unable to attend the inquiry as he is currently in Singapore and has to fulfill Covid 19 quarantine protocols upon returning to KL.

As such, the inquiry will be conducted at a later stage.

The report dated 23 October 2020 (V20/077) from the Chief Analyst of Veterinary Forensic Laboratory stated that 33 bottles of coded urine samples and 33 sets of coded blood samples from the above mentioned race meeting were received on 18 October 2020, for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

The report dated 23 October 2020 (V20/078) from the Chief Analyst of Veterinary Forensic Laboratory stated that 2 bottles of coded urine samples from the above mentioned race meeting were received on 18 October 2020, for analysis under the MRA Rules and Regulations. No prohibited substances were detected except for sample coded “J-4179” which revealed the presence of mitragynine.

It was established that this sample was received from Jockey C Goon. Acting under the provisions of MRA Rule 136(3)(b), Jockey C Goon was stood down from riding in races / barrier trials / trackwork on 25 October 2020. An inquiry into this finding will be conducted at 2pm on Wednesday, 11 November 2020.

No prohibited substances were detected.

It was established that this sample was received from App L De Souza. Acting under the provisions of MRA Rule 136(3)(b), App L De Souza was stood down from riding in races / barrier trials / trackwork on 31 October 2020. An inquiry into this finding will be conducted at a date to be fixed.
