RACE 1 (R367) CLASS 5 (A) – 1700M

BALBOA (HS Gill) jumped away awkwardly.

App S Saddam, the rider of TOP TURF and Jockey S Ruzaini, the rider of NATURAL WATER, both reported that their mounts were not striding out freely.  Post-race veterinary examinations of both geldings revealed no obvious abnormality.  NATURAL WATER which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.  NATURAL WATER was impounded for further veterinary and analytical examination.

A post-race veterinary examination of BALBOA revealed no obvious abnormality.  BALBOA which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.

The Stewards questioned Trainer HS Lim, the trainer of NATURAL WATER (S Ruzaini) into that gelding’s poor performance.  Trainer HS Lim stated that his instructions were the same as usual, to be forward and he had no tangible explanation for its poor performance today.  The Stewards noted his explanation and his attention was drawn to the Rules regarding “in-and-out running (MRA Rule 117(3)).  Trainer HS Lim was advised to report back to the Stewards should he find anything amiss with NATURAL WATER during the week.   

The Stewards questioned Trainer K Coetzee, the trainer of BALBOA into that gelding’s poor performance and inconsistent running.  Trainer K Coetzee explained that Jockey HS Gill reported to him that BALBOA jumped away awkwardly and travelled fairly and approaching the 400M, failed to respond to his riding.  The Stewards noted his explanation and  his attention was drawn to the Rules regarding “in-and-out running (MRA Rule 117(3)).  Trainer K Coetzee was advised to report back to the Stewards should he find anything amiss with BALBOA during the week.

RACE 2 (R368)  CLASS 5 (B) –  1300M

Emergency acceptors, BIG GHOST and BASTION were both withdrawn due to a capacity field.

LEE’S SURPRISE, a course scratching as it had sustained cellulitis off fore,  will be required to pass a veterinary examination before being declared to race again.

DELTA WING (J Low) was slow into stride and showed no early pace despite being urged.

CASPER (App S Hafis) commenced to shift out from the 200M, resulting in SPEEDY NANCHO (S Muniandy), AMISTAD (App A Zaimuddin), LOYALTY’S ANGEL (Z Khairil) and MARIO ATTILA (M Hanif) finishing wider on the track.

Post-race veterinary examinations of D’GREAT ARES (KC Wong), LOYALTY’S ANGEL and MARIO ATTILA revealed no obvious abnormality.

The Stewards permitted Jockey Y Aify to replace Jockey HS Gill as the rider of BLACK GHOST as the latter was medically stood down.

D’GREAT TALENT (J Low) over-raced between the 1000M and 800M and got its head up on several occasions. 

Passing the 200M, Jockey S Ruzaini, the rider of MARCO POLO, had his whip accidentally struck from his hand by Jockey J Low, the rider of D’GREAT TALENT.

Post-race veterinary examinations of HEART FEELING (App A Zaimuddin) and EQUALLY OPTIMISTIC (Z Khairil) revealed no obvious abnormality.

App A Zaimuddin was fined RM500/- for negligence under MRA Rule 152(5)(a) as read with MRA Rule 107(10) for failing to make the carded weight on EASTWOOD.  The Stewards permitted App S Hafis to replace App A Zaimuddin as the rider of EASTWOOD.   

 Jockey S Muniandy was fined RM500/-for negligence under MRA Rule 152(5)(a) as read with MRA Rule 107(10) for failing to make the carded weight on POLO TYCOON.  The Stewards permitted Jockey J Low to replace Jockey S Muniandy as the rider of POLO TYCOON.

UNCHAINED MELODY (App CT Lee) which was kicked on the left elbow at the Parade Ring, was checked by the Club Veterinary Surgeon behind the barriers and was passed fit to race.

Shortly after the start, App R Ruwaidy, the rider of SUPREME SASSO, lost the use of his near side iron and was at a severe disadvantage throughout the race, was unable to ride the gelding in his normal manner and was dislodged on pulling up.  App R Ruwaidy was unhurt in this incident.  The Stewards confirmed that the saddle on SUPREME SASSO had slipped severely to the off side.

BLIXEM (KC Wong) was hampered racing to the 800M when he was aware of the rider on SUPREME SASSO in difficulty and as a consequence, raced wide from the 800M until entering the straight. 

App L De Souza, the rider of TRIPLE ONE D’GREAT, reported that his mount was not striding out freely.  A post-race veterinary examination revealed no obvious abnormality.

The Club Veterinary Surgeon reported that UNCHAINED MELODY returned having cast its off hind plate.

Post-race veterinary examinations of MR DREYFUSS (Z Khairil), MODRIC (S Salee) and GORDON G (HK Cheng) revealed no obvious abnormality.

Jockey Z Khairil, the rider of MR DREYFUSS was fined RM250/- under MRA Rule 152(5)(b) for disobeying the order of the Stewards on weighing out for the next race.

Trainer KF Wong was fined RM250/- for negligence under MRA Rule 152(5)(a)  for failing to confirm  with Jockey S Muniandy before declaring him on COLORADO PRINCE.   The Stewards permitted Jockey KC Wong to replace Jockey S Muniandy as the rider of COLORADO PRINCE.

PURPLE RAIN LADY (F Yap) steadied to avoid the heels of COLORADO PRINCE at the 200M when COLORADO PRIINCE rolled in.

Post-race veterinary examinations of GRAND CANYON (S Ruzaini), IKING (SS Vanan), PURPLE RAIN LADY and COLORADO PRINCE revealed no obvious abnormality.

HARVEYWALLBANGER (App L De Souza) reared and jumped away awkwardly at the start.

FLYING WINNER (F Yap) jumped awkwardly, shifted out and bumped STAR KING             (S Ruzaini) which lost ground.  STAR KING was then slow to recover and showed no early pace despite being urged.

STIRLING (CK Tan) showed no early pace despite being urged. 

HARVEYWALLBANGER had to be checked when racing tight at the 900M to avoid the heels of KING FORCE (HK Cheng).

HARVEYWALLBANGER again had to be checked to avoid the heels of KING FORCE at the 800M when over-racing.

KING FORCE raced very greenly in the straight and had to be checked to avoid the heels of STAR KING at the 200M and then raced very greenly to the finish. 

STAR KING had to be checked to avoid the heels of YOU ARE GENIUS (App S Saddam) at the 500M.

Jockey S Anandan, the rider of LUMINIFF LAD, reported that his mount was not striding out freely.  A post-race veterinary examination revealed no obvious abnormality.

A   post-race veterinary examination of KING FORCE revealed no obvious abnormality.  KING FORCE was impounded for further veterinary and analytical examination.

The Stewards permitted Jockey SS Vanan to replace Jockey S Muniandy as the rider of CASTLE CHOICE when Jockey S Muniandy could not make the weight on CASTLE CHOICE.

LION CONQUEROR (App S Saddam) reared as the gates were released and jumped away awkwardly. 

App CK Khaw, the rider of PISCES STAR reported that his mount was not striding out freely.  A post-race veterinary examination revealed no obvious abnormality.

Post-race veterinary examinations of DISCRETELY RED (Z Khairil), CASTLE CHOICE and SUPER GENIUS (M Yusri) revealed no obvious abnormality.

The Stewards inquired into an incident at the 400M as to why App A Zaimuddin, the rider of  HAPPY BABY shifted out at the 400M and his right arm made contact with  Jockey S Ruzaini, the rider of PULAU PINANG.  Both riders were shown the video of the incident and were advised that they should avoid making physical contact in similar circumstances.

At the conclusion of an Inquiry, App A Zaimuddin, the rider of HAPPY BABY, in the presence of his Acting Master, Trainer T Asogan, pleaded guilty to a charge of foul riding under MRA Rule 44(9)(b)(i) in that over the concluding 100M, he shifted out and his right arm made physical contact with Jockey S Ruzaini, the rider of PULAU PINANG on several occasions. 

In deciding on the penalty, the Stewards took into account his guilty plea, his riding record and mitigating factors.  App A Zaimuddin was suspended from riding races for one (1) month from Monday, 25th March 2019 and to expire on Wednesday, 24th April 2019, both dates inclusive.  He was advised of his right of appeal (6.20 pm).

The Stewards permitted Jockey J Low to replace Jockey M Hanif as the rider of BATTLE HORSE, and Jockey M Yusri to replace Jockey F Yap as the rider of SING ROULETTE as both Jockeys M Hanif and F Yap were medically stood down.

BATTLE HORSE was checked shortly after the start when SING ROULETTE shifted out and lost ground. 

BERCHAM (App S Hafis) was difficult to settle in the early and middle stages of the race.

SING ROULETTE had to be steadied to avoid the heels of MAZANDARAN (S Muniandy) racing to the 1100M. 

A post-race veterinary examination revealed that BATTLE HORSE returned broken-winded and had dorsal displacement of soft palate and as such, will be required to pass a test (1000M/vet) before being declared to race again.

MESSI which was down 20kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

The Stewards permitted Jockey HK Cheng to replace Jockey M Hanif as the rider of NO NONSENSE as the latter was medically stood down.

NAPOLEON (App S Saddam) shifted out on jumping away and at the same time MESSI (App S Hafis) shifted in, resulting in GHOST CITY (SS Vanan), D’GREAT EASY (App L De Souza) and TONGARIRO (J Low) all being tightened for room and having to steady.  As a result, TONGARIRO and MESSI lost their positions.

SATELLITE TURBO (S Ruzaini) stood when the gates were released, was slow to jump and lost considerable ground.  SATELLITE TURBO will be required to pass one (1) starting stall test before being declared to race again.

SATELLITE TURBO failed to show any early pace despite being urged.

Post-race veterinary examinations of TONGARIRO and SATELLITE TURBO revealed no obvious abnormality.

GENERAL REPORT(S)

RACE 7 (R333) CLASS 5(A) – 1200M, 1ST DAY, SATURDAY, 16TH MARCH 2019,

PENANG MARCH MEETING 2019

At the conclusion of an Inquiry today (24th March 2019), evidence was taken from Jockey M Hanif and Trainer SY Lim, the rider and the trainer of SO ON respectively. 

Trainer SY Lim submitted a veterinary report from the SLTC Veterinary Surgeon that SO ON was lame off fore and as such, SO ON will be required to pass a test (1000M/vet) before being declared to race again.

However, the Stewards advised Jockey M Hanif that he should ride all his mounts out in a manner so as to leave no room for query.


APLICATION FOR  STAY OF SENTENCE:

JOCKEY AM AIZAT (CASTLE CHOICE) – DISQUALIFIED ONE (1) YEAR WHEN FOUND GUILTY UNDER MRA RULE 44(8) AS READ WITH MRA RULE 44(8)(a) FOR HIS RIDING AND HANDLING OF “CASTLE CHOICE” IN RACE 4  (R120) CLASS 4(B)- 1200M, 1ST DAY, SUNDAY, 27TH JANUARY 2019, PENANG JANUARY/ FEBRUARY MEETING 2019

Jockey AM Aizat exercised his Right of Appeal against the penalty and applied for a Stay of Sentence which was NOT GRANTED by the Stewards.  He was advised of his Right of Appeal  to the PNTC Racing Stewards against the decision of the Stipendiary Stewards.

(11.30 am).

The appeal proper will be heard at a date to be fixed.


PNTC RACING STEWARDS’ HEARING OF AN APPEAL FROM JOCKEY

R RUEVEN AGAINST THE 6-MONTH DISQUALIFICATION IMPOSED BY

THE STIPENDIARY STEWARDS UNDER MRA RULE 121(3) AS READ WITH

MRA RULE 152(5)(a) FOR FAILING TO WEIGH IN FOR “BLIXEM”, THE 3RD PLACE GETTER IN RACE 7 (R333) CLASS 5(A) – 1200M, 1ST DAY, SATURDAY,

16TH MARCH 2019, PENANG MARCH MEETING 2019

The PNTC Racing Stewards today (24th March 2019) heard the above appeal. 

After considering the submissions of Jockey R Rueven with the assistance of Trainer K Coetzee, the Racing Stewards allowed his Appeal and amended the penalty from six (6) months’ disqualification to six (6) months’ suspension effective from Sunday, 17th March 2019 and to expire on Monday, 16th September 2019, both dates inclusive.  His deposit was refunded.


GENERAL REPORT(S) – SLTC

THURSDAY, 21 MARCH 2019, OFFICIAL BARRIER PRACTICE

LAUS DEO (R247) which cast a shoe during the above Barrier Practice and was lame near fore as a consequence, will be required to undergo a veterinary examination before being declared to race again.


POST RACE URINE:

16 & 17 FEBRUARY 2019

SELANGOR TURF CLUB FEBRUARY MEETING 2019

A report dated 14 March 2019 (V19/026.2) from the Chief Analyst of Veterinary Forensic Laboratory stated that 57 coded urine and 63 sets of coded blood samples from the above mentioned race meeting were received on 17 February 2019, for analysis under the MRA Rules and Regulations. No prohibited substances were detected except for sample coded “25865” which revealed the presence of “3-Hydroxy Mepivacaine”. After decoding the sample number, it was established that this sample was reported to have been taken from the horse “TEEN ANGEL”, which ran in Race 1 (R201) on Saturday, 16 February 2019 at the Selangor Turf Club February Meeting 2019.

Trainer R Lines was advised of the contents of this report and his attention drawn to MRA Rule 134(12) which prohibits this horse from racing until it is cleared by the Stewards. On 17 March 2019, Trainer R Lines requested the Referee Sample to be sent to the Hong Kong Jockey Club Laboratory for analysis, under the provisions of MRA Rule 137(1). A date for inquiry will be fixed when a report has been received from the Referee Laboratory.

The report dated 15 March 2019 (V19/036) from the Chief Analyst of Veterinary Forensic Laboratory stated that 31 bottles of coded urine samples and 35 sets of coded blood samples from the above mentioned race meeting were received on 10 March 2019, for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

The report dated 15 March 2019 (V19/037) from the Chief Analyst of Veterinary Forensic Laboratory stated that 2 bottles of coded urine samples from the above mentioned race meeting were received on 10 March 2019, for analysis under the MRA Rules and Regulations. No prohibited substances were detected.

PERAK TURF CLUB FEBRUARY/MARCH MEETING 2019

A report dated 20th March 2019 (V19/033.1) from the Chief Analyst of Usains Biomics Laboratory stated that 53 bottles of coded urine samples and 55 sets of coded blood samples from the above mentioned race meeting were received on 3rd March 2019, for analysis under MRA Rules and Regulations.  No prohibited substances were detected, except for sample coded “26510” which revealed the presence of “Boldenone” and samples coded “26512” and “26514“, both  revealed the presence of “Phenylbutazone and metabolite.” 

After decoding the samples numbers, it was established that these samples were reported to have been taken from the horse “TOKO” (26510), “RACE FOR FAME” (26512)  and “EYEOFTHETIGER (26514).”

On 21st March 2019, Trainer T Asogan, the trainer of TOKO and Trainer PK Leong, the trainer of RACE FOR FAME and EYEOFTHETIGER were advised of the contents of these reports and their attentions were drawn to MRA Rule 134(12), which prohibits TOKO,  RACE FOR FAME and EYEOFTHETIGER from racing until it is cleared by the Stewards and MRA Rule 137(1)/MRA Regulation 46.1 & 46.2 relating to the referee samples.  Inquiries into these matters will be held at a date to be fixed.

Jockey HS Gill, the rider of WAR LORD, reported that his mount was not striding out freely.  A post-race veterinary examination revealed no obvious abnormality.

App S Saddam, the rider of HEAVENLY GIFT, reported that his mount was not striding out freely.  A post-race veterinary examination revealed that HEAVENLY GIFT returned lame near fore and as such, will be required to pass a test (1000M/vet) before being declared to race again.

TH MAXIMS (App CK Khaw) cast its near fore plate behind the barriers and had to be re-shod.  The gelding was checked by the Club Veterinary Surgeon and was passed fit to race.

App CK Khaw, the rider of TH MAXIMS reported that his mount was not striding out freely.  A post-race veterinary examination revealed no obvious abnormality.

Post-race veterinary examinations of CIZEN (J De Souza), TOTALITY (HS Gill) and ROBBEN (HK Cheng) revealed no obvious abnormality.

The Stewards questioned Jockey HK Cheng, the rider of ROBBEN as to why that gelding got so far back in the race.  Jockey HK Cheng stated that ROBBEN had a habit of being slow to begin and having no early pace and it raced in the same manner today.  He was of the opinion  that the gelding would be better suited on softer ground and over a longer distance.  Jockey HK Cheng further stated that he shifted out for clear running at the 200M and the gelding responded to his riding, however, laid in under pressure over the final 100M.  The Stewards noted his explanation.

CIRCUIT WINNER (K Selvan) jumped away awkwardly.

Racing to the 900M, DOCTOR GINGER (M Yusri) rolled in resulting in D’GREAT SPEED (App CK Khaw) shifting in and UNCHAINED MELODY (App R Ruwaidy) which was racing in restricted galloping room having to be steadied, checked and lost its position. 

GOD’S FATE (App L De Souza) and UNCHAINED MELODY brushed on several occasions between the 700M and 500M.

The Stewards questioned Trainer K Coetzee, the trainer of SING ENERGY into that gelding’s poor performance today.  His only explanation was that his jockey HS Gill had reported that the gelding was better suited on softer going.  The Stewards noted his explanation and his attention was drawn to the rules regarding “in- and-out” running. (MRA Rule 117(3))

GENERAL REPORT(S)

RACE 4 (R120) CLASS 4(B) – 1200M, 1ST DAY, SUNDAY, 27TH JANUARY 2019, PENANG JANUARY/FEBRUARY MEETING 2019

At the conclusion of an Inquiry today (17th March 2019) into the running and handling of CASTLE CHOICE in the above race, evidence was taken from Jockey AM Aizat and Trainer HS Lim, the rider and trainer of CASTLE CHOICE respectively.

Jockey AM Aizat was found guilty of a charge under MRA Rule 44(8) as read with MRA Rule 44(8)(a) in that he failed to take all reasonable and permissible measures throughout the race to ensure that CASTLE CHOICE was given full opportunity of winning or obtaining the best possible placing.  The particulars of the charge were:-

  1. That he failed to get a good jump and ride with sufficient vigour to carry out his instructions;
  2. That he raced unnecessarily wide from the 1000M to the 600M and failed to get a better position in the race;
  3. That he failed to ride CASTLE CHOICE out with sufficient vigour from the 400M until the 100M;
  4. That at about the 50M, he unnecessarily restrained the gelding and lost unnecessary ground.

In assessing the penalty, the Stewards took into consideration Jockey AM Aizat’s riding record and mitigating factors.  He was disqualified for a period of one (1) year with effect from Sunday,  17th March 2019 and to expire on 16th March 2020, both dates inclusive.  In addition, he was fined a sum of RM20,000/- (Malaysian Ringgit Twenty Thousand).  He was advised of his Right of Appeal (2.00pm).


APLICATION FOR  STAY OF SENTENCE:

JOCKEY R RUEVEN (BLIXEM) – DISQUALIFIED 6 MONTHS AFTER PLEADED GUILTY TO A CHARGE UNDER MRA RULE 121(3) AS READ WITH MRA RULE 152(5)(a) FOR FAILING TO WEIGH-IN FOR “BLIXEM”, THE 3RD PLACE GETTER IN RACE 7 (R333) CLASS 5(A)- 1200M, 1ST DAY, SATURDAY, 16TH MARCH 2019,   PENANG MARCH MEETING 2019

Jockey R Rueven exercised his Right of Appeal against the penalty and applied for a Stay of Sentence which was not granted by the Stewards.  He was advised to appeal to the PNTC Racing Stewards against the decision of the Stipendiary Stewards.

The PNTC Racing Stewards today (17th March 2019) heard the appeal from Jockey R Rueven for a Stay of Sentence which was not granted.  His deposit was forfeited. 

The appeal proper will be heard at a date to be fixed.

RACE 7 (R333) CLASS 5 (A) – 1200M

CLASSIC KING, a course scratching as it was bruised off fore fetlock, will be required to pass a veterinary examination before being declared to race again.

ONE O NINE and STAR KING which were down 16kgs and 27kgs in body weight respectively since their last runs, were checked by the Club Veterinary Surgeon prior to the race and were  passed fit to start.

The Stewards permitted Jockey J Mallyon to replace Jockey R Shafiq as the rider of STAR KING as the latter was medically stood down.

GOLDEN DRAGON (App L De Souza) raced wide from the 700M until entering the straight.

App CK Khaw, the rider of  NOVA EAGLE reported that his mount was making respiratory noises.  A post-race veterinary examination revealed that NOVA EAGLE returned  broken-winded and as such, will be required to pass a test (1000M/vet) before being declared to race again.

Jockeys M Hanif and Y Aify, the respective riders of SO ON and MIROTIC reported that their mounts were not striding out freely.  Post-race veterinary examinations revealed no obvious abnormality.

Post-race veterinary examinations of ONE O NINE (S Anandan) and GOLDEN DRAGON  revealed no obvious abnormality.

Prior to the “All Clear”, the Clerk of Scales reported to the Stewards that Jockey R Rueven, the rider of 3rd place getter BLIXEM had failed to weigh-in in accordance with MRA Rule 121(3) and as a consequence, an objection was lodged against the horse concerned.  The Racing Stewards reviewed the CCTV footage after Jockey R Rueven had returned to the Scales and confirmed the Clerk of Scales’ report that Jockey R Rueven had not weighed-in.   The Racing Stewards upheld the objection.  BLIXEM was disqualified and the placings were amended accordingly.

At the conclusion of an Inquiry, Jockey R Rueven pleaded guilty to a charge under MRA Rule 121(3) as read with MRA Rule 152(5)(a) for negligence in that he failed to weigh-in for BLIXEM, the 3rd place getter in this race.  In assessing the penalty, the Stewards took into consideration Jockey R Rueven’s guilty plea and mitigating factors.  Jockey R Rueven was disqualified for a period of six (6) months with effect from Sunday, 17th March 2019 and to expire on Monday, 16th September 2019, both dates inclusive.  He was advised of his Right of Appeal (7.00 pm).

An Inquiry into the running and handling of SO ON (M Hanif) will be held at a date to be fixed.

TEEN ANGEL, a course scratching as it had a bruised near fore tendon, will be required to pass a veterinary examination before being declared to race again.

BOLD PASSION which was down 22kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

The Stewards permitted App L De Souza to replace App J Daniel as the rider of BOLD PASSION as the latter was medically stood down.

LEE’S SURPRISE (S Salee) had to be steadied shortly after the start when LOYALTY’S ANGEL (F Yap) shifted in and lost its position.

LOYALTY’S ANGEL had to be steadied shortly after the start when it was taken in by GOLDEN EMPIRE (App S Saddam) which had to be steadied.  As a result, SUPREME SASSO (App CT Lee) had to be steadied and lost its position.

Racing to the 800M, BULL SPUR (App A Zaimuddin) had to be steadied to avoid the heels of CHERON WARRIOR (App CK Khaw). 

Jockey R Rueven, the rider of BASTION reported that his mount was making respiratory noises and not striding out freely.  A post-race veterinary examination of BASTION revealed no obvious abnormality.

GENERAL REPORT(S)

COMPLAINT LODGED BY PNTC SECURITY DEPARTMENT AGAINST SYCE ELAMARAN A/L KECHI (MRA PASS NO. S.639) EMPLOYED BY TRAINER HS LIM

The Stewards concluded an Inquiry today (16th March 2019) into the above complaint.  After taking evidence from Security Guard Ramasamy a/l Shumugam and Syce Elamaran a/l Kechi in the presence of his employer Trainer HS Lim, Syce Elamaran a/l Kechi was fined RM250/- (Malaysian Ringgit Two Hundred and Fifty) under MRA Rule 152(5)(a) for misconduct in that he failed to follow the directive of the PNTC Security Personnel at 13.20 hours on Sunday, 10th March 2019 at the PNTC Main Entrance.


GENERAL REPORT – SLTC

RACE 11 (R318) CLASS 5 (B) – 1300M (LONG COURSE A), SUNDAY, 10 MARCH 2019, SELANGOR TURF CLUB MARCH MEETING 2019

The Stewards, on 12 March 2019 at the Selangor Turf Club, concluded an inquiry into an incident at about the 800M. Evidence was taken from App WW Cheah, the rider of ELF’S DREAM, in the presence of his Master, Trainer R Lines, App A Zaimuddin, the rider of LIM’S ACTION, in the presence of his Acting Master, B Trainer Veloo a/l Kanniah, and App S Uzair, the rider of ONCE A THIEF.

App WW Cheah pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that that at the 800M he allowed his mount to lay inwards when not clear of LIM’S ACTION (App A Zaimuddin) which was badly checked and became unbalanced.

In assessing the penalty, the Stewards took into consideration App WW Cheah’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. Acting on the provisions of MRA Rule 48(5), the Stewards deferred the commencement of his suspension. He was suspended from riding in races for a period of two (2) Malaysian race days with effect from 18 March 2019 and to expire on 30 March 2019 both dates inclusive. He was advised of his Right of Appeal (11:30am).


ADDENDUM

RACE 11 (R318) CLASS 5 (B) – 1300M (LONG COURSE A), SUNDAY, 10 MARCH 2019, SELANGOR TURF CLUB MARCH MEETING 2019

MUSANG KING (SU Lim) dislodged and injured the rider on the way to the start. The Stewards ordered the withdrawal of the gelding at 5.56pm. An enquiry will be held into the circumstances of Jockey SU Lim’s fall at a date to be fixed. MUSANG KING will be required to pass a 1000M/vet (from the starting stall) test before being declared to race again.

RACE 9 (R316) CLASS 4 (A) – 1600M (LONG COURSE A), SUNDAY, 10 MARCH 2019, SELANGOR TURF CLUB MARCH MEETING 2019

At the conclusion of an inquiry, Jockey S Ruzaini, the rider of MR HOPKINS, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that at about the 300M, he allowed his mount to shift inwards when not clear of SACRED EMPIRE which had to be checked.

In assessing the penalty, the Stewards took into consideration Jockey S Ruzaini’s guilty plea, mitigating factors, previous riding record and his submissions on penalty. He was suspended from riding in races for a period of two (2) Malaysian race days with effect from 11 March 2019 and to expire on 17 March 2019, both dates inclusive. He was advised of his Right of Appeal (6:15pm).

POLO TYCOON (AK Lim) was slow to begin.

EASTWOOD (App A Zaimuddin) jumped away awkwardly and lost ground.

UNION JAC (HS Gill) jumped away awkwardly and was slow into stride.

EMPIRE BAY (SU Lim) steadied shortly after the start when MAGICAL TALENT (App WW Cheah) shifted in.

After the “All Clear”, the Stewards, on reviewing the vision of the start, noted that UNION JAC had started from Barrier 5 instead of Barrier 6 and that BM POWER (HK Cheng) had started from Barrier 6 instead of Barrier 5.  After interviewing Jockeys HS Gill and HK Cheng, the respective riders of UNION JAC and BM POWER, and the Official Starter Mr Hari Chandran Subramaniam, the Stewards warned both riders that it was their responsibility to enter their respective barriers correctly, failing which action may be taken against them in future.  The Official Starter was advised to ensure that his instructions at the start are carried out correctly.  No further action was taken.

The Club Veterinary Surgeon reported that BM POWER returned exhibiting signs of respiratory distress and as such, will be required to pass a test (1000M/vet) before being declared to race again.

A post-race veterinary examination of EMPIRE BAY revealed that the gelding returned having cast its near fore plate. 

Post-race veterinary examinations of SMOOTHLY (Y Aify), MAGICAL TALENT and POLO TYCOON revealed no obvious abnormality.

App P Mogun, the rider of MONSTER ENERGY, was fined RM250/- for negligence under MRA Rule 152(5)(a) for dropping his whip at about the 350M. 

App S Saddam, the rider of JUTSU, reported that his mount was not striding out freely.  A post-race veterinary examination revealed no obvious abnormality. 

Post-race veterinary examinations of FOLLOW THE WIND (J Mallyon) and WINDCHASER (S Ruzaini) revealed no obvious abnormality.  WINDCHASER which raced poorly will be required to pass a test (1000M/vet) before being declared to race again. 

The Stewards questioned App P Mogun, the rider of MONSTER ENERGY, in the presence of his Acting Master, Trainer HS Lim, into that gelding’s poor performance today.  App P Mogun reported that MONSTER ENERGY was not striding out freely and failed to respond to his riding at any stage of the race and that he was unable to maintain a more forward position after being tightened for room at the 1400M.  His explanation was noted.  A post-race veterinary examination of MONSTER ENERGY revealed no obvious abnormality.  The gelding was impounded for further veterinary and analytical examination.  MONSTER ENERGY which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.

Trainer F Maynard was fined RM500/- (Ringgit Malaysia Five Hundred) under PNTC Official Programme Clause 3.4 for scratching SATTAR (Race 3) without an Official Veterinary Certificate. 

COMPLAINT LODGED BY PNTC SECURITY DEPARTMENT AGAINST TRAINER S HAMILTON

At the conclusion of an Inquiry today (3rd February 2019) into the above complaint and after taking evidence from Trainer S Hamilton, PNTC Security Guard Rai Basudev, Assistant Security Officer, Mr Mahendaraj a/l Singaravelu and Trainer S Hamilton’s Secretary, Ms Florence Tan Bee Chin, Trainer S Hamiton pleaded guilty to a charge of misconduct under MRA Rule 152(5)(a) as read with MRA Rule 33(1) in that she misconducted herself  on 29th January 2019 by being aggressive towards PNTC Security Guard Rai Basudev at the PNTC New Stable Complex and coming into contact with him. 

When deciding on penalty, the Stewards took into account Trainer S Hamilton’s guilty plea, mitigating factors and her previous record. Trainer S Hamilton was fined RM2,500/- (Malaysian Ringgit Two Thousand Five Hundred) and informed of her Right of Appeal     (12.15 pm).

 Trainer PK Leong was fined RM250/- for negligence under MRA Rule 152(5)(a) for declaring Jockey HK Cheng instead of Jockey KC Wong as the rider of MIRACLE KID.

MIRACLE KID which was down 18kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

MIRACLE KID refused to jump and took no part in the race.  The Stewards reviewed the vision of the start and in view of its adverse history, ordered that the gelding be required to pass two starting stall tests (at weekly intervals) before being declared to race again.

GOLDEN CRAFTSMAN (S Muniandy) reared when the gates were released and was very slow to begin.   Trainer HS Lim was advised that a warning was placed on the gelding and action may be taken against it in similar circumstances in future.

The Club Veterinary Surgeon reported that D’GREAT EASY (J Low) returned having cast its off fore plate.

Post-race veterinary examinations of MAXIM LEGEND (R Rueven), GOLDEN CRAFTSMAN and MIRACLE KID revealed no obvious abnormality.  MAXIM LEGEND, which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.

 APPEAL BY JOCKEY S ANANDAN AGAINST THE TWO (2) MONTHS’ SUSPENSION IMPOSED BY THE PANEL OF STEWARDS UNDER MRA RULE 44(10) IN CONNECTION WITH HIS RIDING AND HANDLING OF “HUSSONATOR” IN RACE 6 (R1303), CLASS 4 (A) – 1600M(lc) – FLORIADE HANDICAP, PERAK OCTOBER MEETING – 3rd DAY, SATURDAY, 20th OCTOBER 2018.

The Appellate Panel of Stewards heard the above appeal today, Tuesday, 29th January 2019.  After hearing submissions from Acting Chief Stipendiary Steward, Mr. Philip Anderson, Jockey S Anandan, his witness, Starter Mr. Harichandran Subramaniam and reviewing all the video recordings, the Appellate Panel dismissed the appeal.  

However, the Appellate Panel reduced his suspension to one (1) month, effective from Tuesday, 29th January 2019 and to expire on Wednesday, 28th February 2019, both dates inclusive.  His deposit is forfeited.

STIPENDIARY STEWARDS’ REPORT – THURSDAY, 31 JANUARY 2019

 RACE 3 (R082) CLASS 5 (A) – 1500M (LONG COURSE B), SATURDAY, 19 JANUARY 2019, SELANGOR TURF CLUB JANUARY MEETING 2019

The Stewards enquired into the running and handling of BIG PARIS and took evidence from Jockey HS Gill and Trainer SY Lim, the rider and trainer of BIG PARIS respectively.

Trainer SY Lim stated that BIG PARIS, which is a maiden, tends to perform best when ridden handy. The gelding has also raced well when allowed to lead, but it is not essential that it does so.

Jockey HS Gill stated that BIG PARIS was never travelling with any fluency, and carried his head awkwardly under pressure in the middle stages. He added that BIG PARIS responded just fairly in the straight and was one-paced. The Stewards observed that in the last 400M, Jockey HS Gill appeared to ride in a manner different to his usual style. He seemed not to be in rhythm with his mount and was upright in the saddle, in companion to his riding in Races 2 and 9 on the same day.

Jockey HS Gill explained that BIG PARIS laid outwards in the last 400M and therefore he kept a tight grip of the left rein and shifted his weight inwards in response. This may have caused him to appear more upright than usual, and he admitted that he found it difficult to keep rhythm with the gelding whose response was, in any case, limited. He had reported to a Stipendiary Steward immediately after the race that BIG PARIS was not striding out well, but failed to mention the fact that it also laid outwards.

Having heard this evidence and viewed the vision of the race, the Stewards accepted Jockey HS Gill’s explanation but warned him that, in future, he must take care to comply with his responsibilities under MRA Rule 44(11) to report to the Stipendiary Stewards anything that may have affected the performance of his horse in the race.


TUESDAY, 29 JANUARY 2019, OFFICIAL BARRIER TEST

 RAJA MAHESA which bled, will be barred from racing for a period of three (3) months under MRA Rule 92(3) and thereafter will be required to pass a bleeder’s test before being declared to race again.

At the conclusion of an Inquiry, App R Ruwaidy, the rider of STREET TEASE, in the presence of his Master, Trainer C Robert, pleaded guilty to a charge under MRA 41(4)(b) for failing to wear a body protector whilst mounted on STREET TEASE at the Parade Ring.  He was fined RM1,000/- and informed of his Right of Appeal (5.00 pm).

MARY KING (M Hanif) was slow into stride.

MACARTHUR (Z Khairil) shifted out on jumping away and as a result, FOLLOW THE WIND (J Mallyon) was checked and lost its position.

SILVER WIND (CK Tan) shifted out racing to the 600M resulting in EATONS GOLD (App A Zaimuddin) being tightened onto GREAT SCOTT (App J Daniel), resulting in those horses bumping on several occasions.  Jockey CK Tan was shown the vision of the incident and advised to exercise greater care under similar circumstances.

GHOST AFFAIR (C Goon) shifted in racing to the 250M, resulting in POLO TYCOON having to be steadied.

GHOST AFFAIR shifted out approaching the finish, resulting in YOU KNOW WHEN having to be steadied.  Jockey C Goon was shown the vision of both incidents and advised to exercise greater care under similar circumstances.

WHO’S THE BOSS (CK Tan) was disappointed for clear running at the 100M and had to shift out over the heels of D’GREAT LORD (KC Wong) and DARK EXPRESS (S Salee) for clear running.

The Club Veterinary Surgeon reported that NEVERUNCONDITIONAL (HS Gill) returned broken-winded and as such, will be required to pass a test (1000M/vet) before being declared to race again.

Post-race veterinary examinations of D’GREAT LORD, CHERON WARRIOR (App A Zaimuddin) and MAGICAL TEN revealed no obvious abnormality.

RACE 2 (R090) CLASS 5 (A) – 1800M (LONG COURSE B), SUNDAY, 20 JANUARY 2019, SELANGOR TURF CLUB JANUARY MEETING 2019

The Stewards concluded an inquiry into the running and handling of D’GREAT SWIFT. They took evidence from App CK Khaw, the rider of D’GREAT SWIFT, in the presence of his Master, Trainer R Lines who is also the Trainer of D’GREAT SWIFT.

After reviewing the vision of the race and considering the evidence tendered, App CK Khaw was found guilty of a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards. The particulars of the charge were that between the 1000M and the 650M, he made insufficient effort to improve D’GREAT SWIFT’s position.

In determining the penalty the Stewards took into consideration App CK Khaw’s mitigating factors, submissions on penalty and his riding record. The Stewards also took into consideration the evidence tendered by Mr TP Tang, the Owner of D’GREAT SWIFT and 50% part owner of JJ STAR, the winner of the race. Mr TP Tang assured the Stewards that he had expected both horses to run well and had bet on them in equal amounts. Bearing in mind that D’GREAT SWIFT and JJ STAR had finished first and second respectively in Race 11 (R029) on 6 January 2019, which was the last start for both horses, the Stewards found Mr TP Tang’s statement to be credible.

App CK Khaw was suspended from riding in races for a period of one (1) month with effect from 23 January 2019 and to expire on 22 February 2019, both dates inclusive. He was advised of his Right of Appeal (2:45pm).

A post-trial veterinary examination of TH MAXIMS revealed that it was lame near fore and as such will be required to pass a 1000M/vet test before being declared to race again.


SLTC STIPENDIARY STEWARDS’ REPORT – THURSDAY, 24 JANUARY 2019

RACE 10 (R098) CLASS 4 (A) – 1300M (LONG COURSE B), SUNDAY, 20 JANUARY 2019, SELANGOR TURF CLUB JANUARY MEETING 2019

The Stewards enquired into the running and handling of LUKE MAN in this race. They took evidence from App N Varmah and Trainer C Leck, who is also App Varmah’s Master Trainer.

Trainer C Leck stated that LUKE MAN, which was transferred to his training on 4th December 2018, was unimpressive in trackwork and he had entered the gelding for an official Barrier Practice on 15th January 2019 in an attempt to bring about improvement. App N Varmah was the rider in this barrier practice, in which LUKE MAN was unsettled in the gate, then showed early speed before apparently tiring from the 400M. With this in mind, Trainer C Leck decided to nominate App Varmah for the ride on 20th January as he had some knowledge of the gelding’s temperament and racing style. He instructed App Varmah to relax LUKE MAN in the early stages and conserve energy in order to finish strongly, which he observed that the gelding had not been able to do when racing for his previous trainer.

App Varmah reported that LUKE MAN became fractious and agitated in the barrier, when the attendant holding him anticipated the start and released his grip before the gate opened. At this point, App Varmah shouted to the Starter to wait, and looked around to see if any other attendant was available to hold LUKE MAN’s tail which he felt would calm the gelding. As he did so, the start was effected and consequently, he was not fully ready and LUKE MAN reared inwards.

App Varmah stated that LUKE MAN raced fiercely in the early stages and took charge of him from about the 1000M, which resulted in the gelding running wide. He was then denied any opportunity to shift inwards and save ground due to the presence of SACRED EMPIRE (S Ruzaini) on his inside. In the straight, he attempted to comply with his instructions which were to commit to his full finishing effort at the 400M. He added that he was unable to ride with full vigour at this point as the saddle had slipped backwards, which he reported immediately post-race to a Stipendiary Steward.

Trainer C Leck stated that in hindsight, he had made a mistake in nominating App N Varmah to ride LUKE MAN. He believed that App N Varmah became tired in the closing stages as a result of fighting for control throughout the race. He assured the Stewards that he would nominate an experienced professional for LUKE MAN’s next start.

Having heard the evidence and reviewed the vision of the race, the Stewards advised Trainer C Leck that, due to concerns about App N Varmah’s current standard of riding and development as a jockey, they would not accept him to be nominated for rides at Selangor Turf Club until:

 1.       He has passed a riding assessment conducted by a Stipendiary Steward.

2.       He has participated successfully in at least fifteen (15) barrier trials.

 This condition will take effect immediately. Both parties were advised of their Right of Appeal (11.10am).

The Stewards questioned Trainer K Coetzee, the trainer of DAVINCI (HS Gill) into that gelding’s improved performance as compared to its last start at Selangor Turf Club.  He explained that DAVINCI had not done well at its last start in Kuala Lumpur and on returning to Perak, its condition improved considerably and he expected good showing today.   His explanation was noted.

SILENT DREAMS (App H Syafiq) was slow to begin and slow into stride.

EMPEROR WARRIOR (S Ruzaini) was checked shortly after the start when LUCKY MONEY (App CC Foo) shifted in.  App CC Foo, in the presence of his Master, Trainer HS Lim was shown the vision of the incident and was advised that he must keep his mount under stricter control in the jump and after the start.

EMPEROR WARRIOR raced wide from the 700M until entering the straight.

Jockey AM Aizat, the rider of PROHIBITION, reported that his mount was making respiratory noises and was not striding out freely.  A post-race veterinary examination revealed that PROHIBITION returned lame near fore and as such, will be required to pass a test (1000M/vet) before being declared to race again.

Jockey R Rueven, the rider of BIG GHOST, reported that his mount was not striding out freely.  A post-race veterinary examination revealed no obvious abnormality.

Post-race veterinary examinations of RANGITAIKI (J Mallyon), EMPEROR WARRIOR and D’GREAT OPULENT (App KC Wong) revealed no obvious abnormality.

The State of Track was upgraded to “Yielding” after the running of this race.

RACE 2 (R1571)  CLASS 5 (A) –  1400M

FRANCES (App L De Souza) raced wide from the 800M until entering the straight.

AUSONE (App CK Khaw) showed no early pace despite being urged.

Jockey S Anandan, the rider of SWISS BANK, reported that his mount was not striding out freely.  A post-race veterinary examination revealed that SWISS BANK returned broken-winded and was lame near fore and as such, will be required to pass a test (1000M/vet) before being declared to race again.

The Club Veterinary Surgeon reported that POWER EXPRESS (HS Gill) returned having cast its near fore plate and BM POWER (HK Cheng) returned exhibiting signs of respiratory distress.  BM POWER will be required to pass a test (1000M/vet) before being declared to race again.

Post-race veterinary examinations of POLO TYCOON (App AK Lim), SIR RALLY (AM Aizat) and SATELLITE GENIUS (Y Aify) revealed no obvious abnormality.

RICH AND SMART (Z Khairil) jumped away awkwardly.

FLEDGELING (App KC Wong) and SING EXPRESS (HS Gill) bumped on jumping away.

FLEDGELING had to be steadied racing to the 300M when RICH AND SMART, which commenced to weaken, rolled in.  Again at the 200M, FLEDGELING had to be steadied when RICH AND SMART rolled in.

The Club Veterinary Surgeon reported that RICH AND SMART returned having cast its off fore plate.

Post-race veterinary examinations of SECRET SPICE (App S Rosmizan) and NAPOLEON (App S Saddam) revealed no obvious abnormality.

IKING (App H Syafiq) was slow to begin.

FAREES (App CC Foo) was slow into stride.

A post-race veterinary examination of BLACK IS POWER (S Ruzaini) revealed no obvious abnormality.  The gelding was impounded for further veterinary and analytical examination.

The Stewards questioned Trainer C Robert into the improved performance of DOUBLE RAINBOW (App CK Khaw).  Trainer C Robert explained that the gelding had been freshened up since its last start in November 2018 and was better suited to today’s distance.  The Stewards noted his explanation and his attention was drawn to the rules regarding “in-and-out” running (MRA Rule 117(3)).

RACE 5 (R1574) CLASS 5 (A) — 1200M

Emergency acceptor, BLIXEM was withdrawn due to a capacity field.

HEAVENLY GIFT (Z Khairil), a course scratching as it was sore near fore fetlock, will be required to pass a veterinary examination before being declared to race again.

MIROTIC (HS Gill) was checked by the Club Veterinary Surgeon behind the barriers and was passed fit to race.

ZOLVED (App L De Souza) jumped away awkwardly and bumped TRIPLE ONE D’GREAT (App CK Khaw).  As a consequence, App L De Souza became unbalanced and ZOLVED lost its position.

TRIPLE ONE D’GREAT had to be steadied racing to the 1000M to avoid the heels of KISS ME (AM Aizat).

Passing the 250M, GHOST BANK (C Goon) commenced to shift inwards, resulting in DARK EXPRESS (App CT Lee) having to be steadied.  GHOST BANK then continued to shift in further, resulting in MULTI WEALTH (S Salee) having to be checked.  KISS ME which was following, had to steady in this incident.  Shortly thereafter, racing to the 100M, GHOST BANK shifted in when insufficiently clear of SUPER HARD (J Mallyon), resulting in that gelding having to be checked.  After viewing the vision of the race, the Stewards accepted that Jockey C Goon had attempted to straighten his mount until the 100M and thereafter, he failed to prevent GHOST BANK from shifting inwards onto SUPER HARD on the rails. 

At the conclusion of an Inquiry,  Jockey C Goon, the rider of GHOST BANK, pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) in that racing to the 100M, he allowed GHOST BANK to shift inwards when insufficiently clear of SUPER HARD, resulting in SUPER HARD having to check and lost ground.

Taking into consideration his previous riding record and mitigating factors, Jockey C Goon was suspended from riding in races for two (2) Malaysian race days with effect from Monday, 31st December 2018 and to expire on Sunday, 6th January 2019, both dates inclusive.  He was advised of his Right of Appeal (4.15pm).    

Jockey HS Gill, the rider of MIROTIC, reported that his mount was not striding out freely and was making respiratory noises.  A post-race veterinary examination revealed that MIROTIC returned broken-winded and as such, will be required to pass a test (1000M/vet) before being declared to race again.

Post-race veterinary examinations of SUPER HARD, TRIPLE ONE D’GREAT and SIR HENRY (S Ruzaini) revealed no obvious abnormality.

ALFRAAJ which was up 20kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

The saddle on CASPER (App J Daniel) was re-adjusted behind the barriers.

STRONG MAN (SS Vanan) which was difficult to proceed to the barriers, will be required to pass one (1) starting stall test (to be ridden unaided to the start) before being declared to race again.

MEGUSTO (J De Souza) had to be steadied shortly after the start when ALFRAAJ (App H Syafiq) shifted out and RED RACKHAM (App AK Lim) shifted in.

MR EPIC (AM Aizat) raced wide from the 700M until entering the straight.

STRONG MAN had to be steadied passing the 100M when SILVER POWER (Z Khairil) rolled in.

The Club Veterinary Surgeon reported that SUVARNABHUMI (J Chuah) returned with respiratory infection and as such, will be required to pass a test (1000M/vet) before being declared to race again.

App S Saddam, the rider of BAIL OUT, reported that his mount was making respiratory noises.  A post-race veterinary examination revealed that the gelding returned broken-winded and as such will be required to pass a test (1000M/vet) before being declared to race again.

Jockey R Rueven, the rider of ARCHAEOLOGY, reported that his mount was not striding out freely.  A post-race veterinary examination revealed no obvious abnormality.

Post-race veterinary examinations of STRONG MAN and RED RACKHAM revealed that both geldings returned having cast their near fore plate and off fore plate respectively.

Post-race veterinary examinations of MR EPIC and ALFRAAJ revealed no obvious abnormality.

EBRAZ (App CC Foo) was slow into stride. 

EBRAZ had to be steadied racing to the 200M and shifted in to avoid the heels of FUNKADELIC for clear running and at the 50M, had to steady and shifted out for clear running to avoid the heels of CHAMPAGNE REIN (M Yusri).

The Club Veterinary Surgeon reported that FAT POWER (App CK Khaw) returned having cast its off fore plate.

Post-race veterinary examinations of EBRAZ, CHAMPAGNE REIN, FUNKADELIC and CIZEN (Y Aify) revealed no obvious abnormality.

A post-race veterinary examination of ASPREY (App L De Souza) revealed that the gelding returned broken-winded and as such, will be required to pass a test (1000M/vet) before being declared to race again.

Jockey SS Vanan, the rider of KING SAVINSKY, reported that his mount was not striding out freely and was making respiratory noises.  A post-race veterinary examination revealed no obvious abnormality.  KING SAVINSKY which raced poorly, will be required to pass a test (1000M/vet) before being declared to race again.

The Stewards questioned Trainer T Asogan, the trainer of    AGUERO into that gelding’s poor performance.  Trainer T Asogan had no tangible explanation for the poor performance except that AGUERO is not suited by the pace of the race. He was advised to report back to the Stewards should he find anything amiss with the gelding during the week.

A post-race veterinary examination of GOLDEN EMPIRE revealed no obvious abnormality.

BLACK IS POWER (S Ruzaini) showed no early pace.

CENTURY WORLD (AM Aizat) cast is off fore plate whilst parading and had to be re-shod.  CENTURY WORLD was checked by the Club Veterinary Surgeon and was passed fit to race.

CENTURY WORLD stood when the gates were released and lost considerable ground.

AMISTAD (C Goon) and BULL SPUR (App R Ruwaidy) showed no early pace despite being urged.

MAGICAL TEN and BAIL OUT which were bruised both fore fetlocks and near fore sole respectively will each be required to pass a veterinary examination before being declared to race again.

WHISPERINTHEWIND (App J Daniel), after being placed in the barrier, attempted to go under the front of the gates and became cast.   WHISPERINTHEWIND  was withdrawn by order the Stewards at 4.53 pm.  All the horses were removed from the barrier. The start of the race was delayed until 5.16 pm to enable the removal of WHISPERINTHEWIND which got cast in the barrier.  Due to its adverse history, WHISPERINTHEWIND will be required to pass two (2) starting stall tests (at weekly intervals) before being declared to race again.  App J Daniel was uninjured in this incident. 

GALLOPY SWIFT (S Ruzaini) laid in passing the 300M and as a result, the rider had to stop riding and straighten his mount,

App H Syafiq, the rider of the winning horse LIVELY DRAGON  dropped his whip in the last 50M of the race and was warned that a repetition could lead to action being taken. 

The Club Veterinary Surgeon reported that both BLIXEM (HK Cheng) and SCOTTIE              (S Anandan) returned having cast their near fore plates.  WHISPERINTHEWIND sustained abrasion on both side of the neck and will be required to pass a veterinary examination before being declared to race again.

The Stewards questioned Jockey J Low, the rider of PERCIUS, into that gelding’s poor performance.  He stated that PERCIUS got a fair jump but failed to respond to his riding throughout the race.  His explanation was noted.

The Stewards questioned Trainer S Hamilton into the improved performance of COLONEL LINCOLN (App CK Khaw) today.  She stated that in its previous run, the gelding had been forced to race wide and from a better barrier draw today, was able to get a good run and also appreciated the going today.  Trainer S Hamilton’s explanation was noted and her attention was drawn to the rules regarding “in- and-out” running. (MRA Rule 117(3)).

PERAK TURF CLUB OCTOBER MEETING 2018

The report dated 2 November 2018 (V18/121) from the Chief Analyst of USains Biomics Laboratory stated that 30 bottles of coded urine samples and 30 sets of coded blood samples from the above mentioned race meeting were received on 20th October 2018 for analysis under the MRA Rules and Regulations.  No prohibited substances were detected.

Report of Analysis on Clearing Sample – SCREAMING AMIGA (E295)

Urine sample taken from SCREAMING AMIGA (E295) on 3rd October 2018 for analysis by USains Biomics Laboratory was cleared on 9th October 2018.  The mare passed her bleeder’s test on Tuesday, 30th October 2018, however returned lame off fore after her trial.  As such, the mare will be required to pass a test (1000M/vet) before being declared to race again.


General Report – SLTC

RACE 10 (R1317) CLASS 4 (B) – 1300M (LONG COURSE B), SUNDAY, 21 OCTOBER 2018, SELANGOR TURF CLUB OCTOBER MEETING 2018

The Stewards, on 2nd November 2018 at the Selangor Turf Club, held an enquiry into the running and handling of JUBILATION (App N Varmah) which raced in a detached last place in the early and middle stages of the above race. They took evidence from App N Varmah and his Master C Leck, also the Trainer of JUBILATION.

App N Varmah stated that on jumping, JUBILATION had brushed with BOOSTER on his inside and then did not stride out to his satisfaction in the early and middle stages. He added that the gelding had started to move better in the straight and finished the race well. Trainer C Leck stated that in his opinion JUBILATION had been positioned too far back and that App N Varmah should have attempted to keep in touch with the other runners. However, he added that the gelding has issues with intermittent lameness and that on previous occasions when he has raced poorly, he was subsequently discovered to be lame. He explained that App N Varmah was aware of the horse’s veterinary history.

The Stewards also took evidence from Dr Shri Kanth (Senior Veterinary Surgeon), who had inspected JUBILATION post-race and  Dr Edward Samuel (Veterinary Surgeon), who had treated the gelding the following day for a problem with his off-fore heel. JUBILATION displayed no abnormalities immediately post-race and after viewing the vision of the race, both veterinarians agreed with the observation of the Stewards that there was no discernible change in his stride pattern at any stage.

While acknowledging that App N Varmah is very inexperienced, and that he did express concerns about JUBILATION’s welfare immediately post-race, the Stewards considered his riding to be unacceptable in the circumstances. App N Varmah was found guilty of a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards in that he rode with insufficient purpose and vigour throughout. In assessing the penalty, the Stewards took into consideration App N Varmah’s mitigating factors including his lack of experience, previous riding record and his submissions on penalty. He was suspended for 2 months with effect from 5th November 2018 and to expire on 4th January 2019, both dates inclusive. He was advised of his Right of Appeal (10:55am).
