GENERAL REPORT(S)

RACE 2 (R0686) CLASS 5(B) -1200m(lc), GLENGETTIE HANDICAP,

SUNDAY, 14TH JULY 2024, PERAK JULY MEETING 2024

The Panel of Stewards today (21st July 2024) concluded their Inquiry into the running and

handling of USA CAPTAIN (AM Aizat) in the above race.  Further evidence was taken from Jockey AM Aizat and Trainer K Coetzee, the rider and trainer of USA CAPTAIN respectively.  After taking into consideration all evidence, Jockey AM Aizat was found guilty of a charge under MRA Rule 44(10) for failing to ride USA CAPTAIN to the satisfaction of the Stewards.  The particulars of the charge are as follows:-

  • He failed to make sufficient effort to jump USA CAPTAIN with the field, resulting in it being slow into stride;

  • He steadied his mount on several occasions for no apparent reason between the 800M-mark and the 500M-mark and he thereby failed to ride to the satisfaction of the Stewards;

When deciding on penalty, the Stewards took into account the facts of this case, Jockey AM Aizat’s points of mitigation and his riding record.   Jockey AM Aizat was suspended from riding in races for a period of four (4) months with effect from 21st July 2024 and to expire on 20th November 2024, both days inclusive. In addition, he was fined a sum of RM20,000/- (Malaysian Ringgit Twenty Thousand).  He was advised of his Right of Appeal (11.55 am).

Jockey AM Aizat subsequently lodged a Notice of Appeal and applied for a Stay of Sentence against the 4 months’ suspension and fine of RM20,000/- imposed under MRA Rule 44(10).  His application for a Stay of Sentence was GRANTED and the appeal proper will be held at a date to be fixed.

Trainer B Ng was fined RM250/- for negligence under MRA Rule 152(5)(a) for failing to confirm with Jockey S Salee before declaring him on MERRY BELL.

MAIDANZ BEAUTY (S Ruzaini) stumbled on jumping.

At approximately the 1100M-mark, MERCURIAL TURN (WW Cheah) became crowded and had to check when VETRI (HK Cheng) rolled inwards.  At a subsequent Inquiry, Jockey HK Cheng pleaded guilty to a charge of careless riding under MRA Rule 44(9)(a)(ii) and was suspended from riding in races for a period of two (2) race days with effect from Sunday 31st December 2023 and to expire on Sunday, 7th January 2024, both days inclusive.  He was informed of his Right of Appeal (2.35 pm).

FIRST SUCCESS (App H Haikal) was pulling hard and difficult to settle in the early stages.

Jockey How Yang, the rider of JEFFREY, reported that his mount was making abnormal respiratory noise.  A post-race veterinary examination of JEFFREY revealed that the gelding returned broken-winded and as such, will be required to pass a test (1000M/vet) before being declared to race again.

Post-race veterinary examinations of RISE OF THE LEGEND (App R Nuqman) and MAINSTREAM (S Ruzaini) revealed no obvious abnormality.

Jockey How Yang, the rider of JEFFREY, was questioned with regards to his ride at approximately the 800M-mark.  The only explanation he was able to offer was that he had attempted to shift his horse outwards for a number of strides for a run.  The Stewards were not entirely satisfied with his explanation and he was warned to ensure that in future, he rides all his mount out in such a manner so as to leave no room for query.

Prior to the ‘All Clear’ being given, an objection was lodged by Jockey R Narendran, the rider of HELLO MONDAY, placed 5th, against PENANG GENERAL (AM Aizat), being declared the 2nd place getter, on the grounds of alleged interference at the latter stages.   After considering the evidence, the Racing Stewards were of the opinion that the alleged interference had not affected the result of the race. The objection was overruled and the result stood.

STIPENDIARY STEWARDS’ REPORT

PENANG DECEMBER YANG DI-PERTUA NEGERI GOLD CUP MEETING 2023

1ST DAY, SATURDAY,  9TH DECEMBER  2023

STATE OF TRACK:  GOOD

Panel of  Stipendiary Stewards:

Mr David McGillivray (Chief Stipendiary Steward) – Chairman

Mr Lee Seng He (Senior Stipendiary Steward)

Mr Devaraj a/l S Arujunen (Stipendiary Steward)

Mr Tan Wai Yuan – Assistant Stipendiary Steward

Mr Mukkesh Nair Murli Haran – Assistant Stipendiary Steward

RACE 1 (MRA  1321)   CLASS 5 (B) – 1300M

MY AIM which was down 16kgs in body weight since its last run, was checked by the Club Veterinary Surgeon prior to the race and was passed fit to start.

Jockeys S Saddam and S Hafis both encountered traffic problem enroute to the Club.  The Stewards permitted Jockey K Eirwan to replace Jockey S Saddam as the rider of SUNNY STAR.  As there was no suitable jockey available, the Stewards permitted App R Nuqman to replace Jockey S Hafis as the rider of LISBOA STAR.

SILVER JOY (HS Gill) dipped on jumping.

LISBOA STAR jumped awkwardly.

PENANG GENERAL (How Yang) was hanging in shortly after the start and showed no pace despite being urged.

The Club Veterinary Surgeon reported that LEEDSTHEWAY returned having cast its off hind plate.

Trainer P Arumugam was questioned regarding the improved performance of LEEDSTHEWAY (R Narendran) today.  He explained that today, he changed his instructions and instructed the jockey to come from off the pace and give the horse a chance early and come with a strong run in the straight.  This, in his opinion, accounted for the improvement.  Trainer P Arumugam’s explanation was noted and his attention was drawn to the rules regarding “in- and-out” running. (MRA Rule 117(3)).

RACE 2 (MRA 1322) CLASS 5 (A) – 1300M

UNSHADOWED GENERAL, a course scratching as it had sustained an infected wound near fore, will be required to pass a veterinary examination before being declared to race again.

MYSTICAL STAR (App N Shahronnizam) was checked by the Club Veterinary Surgeon behind the barriers and was passed fit to start.

The Stewards permitted Jockey S Ruzaini to replace Jockey S Saddam as the rider of SUNNY FIGHTER.

TRIPLE ONE STAR (S Hafis), MY MONEY (SU Lim) and POWER EXPRESS (App SN Shiva) were all slow into stride.

Post-race veterinary examinations of SUNNY FIGHTER and POWER EXPRESS revealed no obvious abnormality.

Trainer B Ng was questioned regarding the improved performance of BIG MONKEY (App R Nuqman) today.  The only explanation he was able to offer was that the horse is home-based, he enjoyed this track, coupled with the fact that this was a weaker field.  Trainer B Ng’s explanation was noted and his attention was drawn to the rules regarding “in- and-out” running. (MRA Rule 117(3)).

At the conclusion of an Inquiry, Jockeys S Saddam and S Hafis both pleaded guilty to a charge under MRA Rule 152(5)(a) for misconduct in that despite arriving on course on time for Race 2, they failed to proceed to the Weighing Room immediately, resulting in a delay to the weighing-out and the start of the race.  Jockeys S Saddam and S Hafis were each fined a sum of RM500/- and advised of their Right of Appeal (4.35 pm).

Trainer S Hamilton  was further fined RM500/- under PNTC Official Programme Clause 3.4 for scratching  TERMS OF REFERENCE without an Official Veterinary Certificate.

SIMLONG BEACH (S Ruzaini) raced keenly in the early stages.

GHOST MARI (App R Nuqman) was hanging inwards in the straight.

App R Nuqman, the rider of GHOST MARI, reported that his mount was not striding out freely.  A post-race veterinary examination of GHOST MARI revealed no obvious abnormality.

Trainer S Hamilton was questioned regarding the improved performance of WINNER’S EUPHORIA today.  She explained that it was not a strong field coupled with the fact that it was a small field and this, in her opinion, accounted for the improvement.  Her explanation was noted and her attention was drawn to the rules regarding “in- and-out” running. The Panel of Stewards concluded an Inquiry into the running and handling of STORM TO WIN today, Saturday, 4th November 2023.

After taking evidence from Jockey MM Firdaus, the rider of STORM TO WIN and Acting Trainer HS Lim and reviewing all angles of the race video, Jockey MM Firdaus was found guilty to a charge under MRA Rule 44(10) for failing to ride to the satisfaction of the Stewards.

The particulars of the charge are that:

  • After jumping from the 1300M-mark, he remained in a wide position until the 600M-mark, thereby covering unnecessary ground and thereby failed to ride to the satisfaction of the Stewards.

When deciding on a penalty, the Panel of Stewards took into consideration Jockey MM Firdaus’s riding records and his points of mitigation.   He was suspended from riding in races for a period of six (6) months, effective from Monday, 6th November 2023 and to expire on 5th May 2024, both dates inclusive.    He was advised of his right of appeal (3:15pm).
